CALL ORDER TO The Rancho Cucamonga City Council held a special study session on Monday, March 14, 2005, at the Lions Park Community Center West (Brookside Room) located at 9161 Base Line Road, Rancho Cucamonga, California. The meeting was called to order at 6:08 p.m. by Mayor William J. Alexander Present were Councilmembers: Rex Gutierrez, L. Dennis Michael, Sam Spagnolo, Diane Williams and Mayor William J. Alexander. Also present were: Jack Lam, City Manager; Pamela Easter, Deputy City Manager; Michelle Dawson, Management Analyst II1: and Debra J. Adams, City Clerk I B. PUBLIC COMMUNICATIONS I B1. Kelly Heillig thanked the Council for having this meeting. She also thanked Mr. Winograd. She asked when the next update on various issues concerning the animal shelter would be. She also commented on the animals that are sick at the shelter. B2. Nicole Myerchin thanked Mr. Winograd and the Council for taking their time to have this meeting. B3. Pat Dunaway, Pet Assistance Foundation, was hoping that Mr. Winograd could answer some of her questions regarding the figures pertaining to euthanasia. B4. A lady (who did not identify herself) stated she was glad for the meeting tonight. B5. Rusha Blakely stated Mr. Winograd is a legend with regards to changing animal shelters. She hoped the Council will implement Mr. Winograd's suggestions. B6. Bill McCliman stated all of this is possible because of Nicole Myerchin and other residents of Rancho Cucamonga. He thanked the City Council for having this meeting. BT. Mary Catalano from Los Angeles, stated she appreciates that ali of these people came here for this meeting. She felt Rancho Cucamonga could be the role model for the nation because of the work they are doing. BB. Elton Courie stated he is an animal lover. He talked about signatures he and Vicky Shore had gathered in favor of a "no kil}" shelter. Bg. A lady (who did not identify herself) talked about the poor conditions of the Riverside Shelter. She also stated she does rescuing. I C. ITEM(S) OFBUSINESS I O1. PRESENTATION BY NATHAN WINOGRAD - "NO KILL SOLUTIONS" A power point presentation was given by Nathan Winograd (which is on file in the City Clerk's office). Councilmember Michael asked what "no kill" means. City Council Special Study Session Minutes March 14, 2005 Page 2 Mr. Winograd stated the first goal is to have safe, healthy dogs and cats and the second element is to save the sick and injured animals and provide care to them. Councilmember Michael asked who makes the determination if a dog is vicious and should be put down. Mr. Winograd stated shelter staff evaluate the temperament of dogs. Councilmember Williams asked if this is a two-phase program. Mr. Winograd stated yes and felt the first step is to put in place an adoption program. Councilmember Williams asked how long it takes to go from the first step to the second step. Mr. Winograd stated it depends on the community. Councilmember Gutierrez inquired about the volunteers that help with his program. Mr. Winograd stated the volunteers have to see you are moving in the right direction. Councilmember Williams asked if the spay/neuter program will help eliminate the number of dogs that need to come to the shelter. Mr. Winograd stated it does take many years to see the results. Councilmember Michael felt this would be an opportunity to make a big difference with the involvement of a public/private partnership. Mayor Alexander opened the meeting for publio input. Addressing the City Council were: A man (did not give his name) wondered if it is possible to do this work with the County or do we have to go elsewhere. He thanked Mr. Winograd for his presentation tonight. A lady (did not give her name) stated she had tried to volunteer at the animal shelter, but could not do it because of their policies. She felt the Upland Shelter is run much better. A lady (did not give her name) felt staff at the shelter have been compassionate even though there have been various issues to work out. She felt they have done the best they could and have tried to act together for what's best for the animals. The meeting adjourned at 7:20 p.m. City Clerk Approved: April 6, 2005
