Filippi Winery DRC 2005-00361 Dear Larry: At our last City Council workshop in December 2005, we received comments and direCtion from Council members and City staff. In response, Joseph and I have given considerable thought to the uses we had previously proposed and the concerns raised. We have, therefore, reconsidered the "office" use and replaced it with a restaurant pad. We believe this will supplement and further strengthen our "Winery Estate" concept. We have had Pitassi Architects, Inc. revise the Master Plan, adjusting for this use, while maintaining the basic land plan. We have also revised the design of our artist live/work lofts to address comments we received from Council members and to acknowledge the current design trends for this housing type. The unit now features a "work" space on the first floor with a garage and restroom. The work area opens to a patio through a glass sectional rollup door. The "living" space now occupies the second and "loft" third floor to create a two bedroom, two bath apartment. Parking has been adjusted to account for the revised areas and bedroom count. J. J. Filippi Winery (JFW) is pleased to submit the attached revised Master Plan and we offer the following discussion of the "Winery Related Uses" and "Artists" definitions. WINERY & RESTAURANT RELATIONSHIP' The focus and vision for JFW is to create and maintain a unique and long lasting working relationship with all restaurant tenants on the winery site. In addition, we believe that this relationship can be further enhanced by developing and promoting events at the winery, in the paseo and gallery areas with the art association, and the residents ofthe artists lofts. A wide variety of wine/food programs would be created and designed to appeal to beginners, professionals and everyone in between. Guests may attend brief introductory wine classes held monthly. In addition, for a nominal fee, restaurants would offer extensive wine/food classes including cooking with wine, which explore wine in greater depth (and feature a greater variety of wines/foods to taste). Restaurant and winery guests may also enjoy unique wine events such as "a walk in the vineyards", walk-around tastings, weekend festivals, and an array of exciting wine/food classes with Chefs and winemakers, including guest chefs/winemakers from around the world. J. Filippi Winery will work closely with each restaurant to coordinate and time each event according to a published calendar. The goal ofthe tasting programs is promotion of quality Cucamonga Valley wines, specifically the wines grown and produced by J. Filippi Winery. We hope to promote the "Winery Estate" as a destination where guests can investigate the fascinating cultural intersections of wine, food and the arts. Minimum 25% of the wines offered would be from Cucamonga. 2) Promote collaboration between the Restaurant Chef(s) and .1. Filippi Winemakcr(s): - Establish detailed food/wine pairing information in menus. - Feature weekly recipes prepared with J. Filippi and/or Chateau Reynier wines. 3) Participate as one ofthe featured caterers of J. Filippi Winery banquet room. 4) Host wine education events, including: - Winemaker luncheons and dinners with Chef(s) and Wincmaker(s). - "Meet the wine educator" tastings. 5) Host wine events featuring local colleges (Chaffey, Cal Poly Pomona, University of LaVerne, Claremont College, etc.), historical associations (Etiwanda), art museums (Chaffey Community Art Association). 6) Host regional wine tasting competitions, seminars, lectures, etc. 7) Host "Cooking with Wine" classes.. 8) Participate in custom wine-making projects. 9) Prominently display JFW winery information in each restaurant 10) Display wine and vineyard artifacts. ~ i\lr. In addition to having an art gallery in the Winery Estate site, artists' live/work lofts will bc yct another positive addition. We believe that the wincry cnvironment encourages creative artistry and assists in furthering I Rancho Cucamonga's cultural depth. Artists live/work lofts are a relatively new concept. There are very few artists live/work space locations in the Inland Empire with perhaps, the most well known located in Pomona. Working-class artists are a vital part of Cali fomi a's past, present, and future. We believe that artists recognize the wineries attributes as an environment connected to the land and an artist "colony" living and working at the winery will bring energy and excitement to winery events. The artists will benefit from winery/restaurant programs that are designed to promote customer interaction with all occupants of tIle Winery Estate. Artists desire adequate open space with vClltilation, utility hookups, natural light, and visibility for customer interaction. The lofts will each have a private patio for an outdoor work environment and/or display of finished works. A bi-monthly "artist walk" will be organized and "ach occupant of the live/work lofts will be required to participatc in a minimum of two events per year. These events will be organized by the winery, artists association, and restaurants and include, from time to time, local colleges, art associations, and art/historical foundations. Events will be designed to promote the artists, restaurants, and winery. In conclusion, we have improved the Master Plan by listening to the valuable input ofthe City Council, yourself, and the senior staff. We are truly excited about the possibilities this Master Plan will give us and the community em,' we hore you share our enthusiasm. If the City Council is in agreement, we anticipate, esull<ng our Design Rcview procedure and completing our Entitlement Processing for the }"bs1;:" Plun and Development Agreement.
