RESOLUTION NO. 89-206 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO CUCAMONGA, CALI FORNIA, APPROVING ENVIRONMENT ASSESSMENT AND FOOTHILL BOULEVARD SPECIFIC PLAN AMENDMENT 89-02, REQUESTING TO CHANGE THE PROPOSED LOCATION OF THE NORTH LEG OF THE RED HILL COUNTRY CLUB DRIVE AND FOOTHILL BOULEVARD INTERSECTION, AS SHOWN IN THE SPECIFIC PLAN, BY CONSTRUCTING A RAISED MEDIAN IN FOOTHILL BOULEVARD BETWEEN GROVE AVENUE AND SAN BERNARDINO ROAD WITH RED HILL COUNTRY CLUB DRIVE REMAINING AT ITS PRESENT LOCATION WHEREAS, the City Council of the City of Rancho Cucamonga does hereby resolve as follows: A. Recitals. (i) The City of Rancho Cucamonga has fil ed an appl ication for Foothill Boulevard Specific Plan Amendment No. 89-02 as described in the title of this Resolution. Hereinafter in this Resolution, the subject Foothill Boul evard Speci fic Plan Amendment is referred to as lithe appl ication". (ii) On February 8,1989, and on April 12,1989, the Planning Commission of the City of Rancho Cucamonga conducted duly noticed publ ic . hearings on the appl ication. (iii) On March 15, 1989, and on May 3, 1989, the City Council of the City of Rancho Cucamonga conducted duly noticed publ ic hearings, concluded said hearings on those dates; and heard and considered the Planning Commission recommendation of approval; and (iv) All legal prerequisites to the adoption of this Resolution have occurred. B. Resolution. NOW, THEREFORE, the City Council of the City of Rancho Cucamonga does hereby find, determine and resolve as follows: 1. This Council specifically finds that all of the facts set forth in the Recitals, Park II All , of this Resolution are true and correct. . 2. Based upon substantial evidence presented to this Council during the above-referenced public hearings, including written and oral staff reports, together with publ ic testimony, this Council specifically finds as follows: (a) The commute tra ffi c on Al ta Cuesta and Red Hill Country Club Drive is a substantial disturbance to the Red Hill neighborhood. It is recommended that a raised median be constructed in Footh ill Boul evard between Grove Avenue a nd San Bernard ino Road to substantially reduce the commute tra ffic by eliminating left turns onto and from Red Hill Country Club Drive. (b) The property on the north side of Foothill Bou1 evard from Red Hill Country Club Drive east to the Southern Pacific railroad crossing is zoned special commercial. The property on the south side of Foothill Boulevard from Grove Avenue to San Bernardino Road is zoned special commercial and from San Bernardino Road to the Southern Pacific railroad crossing is zoned community commercial. North and south of these commercial zones are residential a re as. . (c) This amendment does not conflict with the Circulation Policies of the General Plan and will provide for development, within the district, in a manner consistent with the General Plan and with related development; and (d) This amendment does promote the goals and objectives of the Foothill Boulevard Specific Plan; and (e) This amendment would not be materially lnJurious or detrimental to the adjacent properties and would not have a significant impact on the environment nor the surrounding properties. 3. Based upon the substantial evidence presented to this Council during the above-referenced public hearings and upon the specific findings of facts set forth in paragraph 1 and 2 above, this Council hereby finds and concludes as follows: (a) The amendment does not conflict with the Circulation policies of the Foothill Boulevard Specific Plan; and (b) The amendment promotes the goals of the Circulation Element of the Foothill Boulevard Specific Plan; and (c) That the proposed amendment is in conformance with the General Plan; and . (d) The amendment would not be materially injurious or detrimental to the adjacent properties. 4. This Council finds that the project has been reviewed and considered for compliance with the California Environmental Quality Act of 1970 and adopts a Negative Declaration. Based upon the findings and conclusions set forth in paragraphs 1, 2, 3, and 4 above, the City Council of the City of Rancho Cucamonga, California, on the 3rd day of May, 1989, hereby approves Foothill Boulevard Specific Plan Amendment No. 89-02. 6. BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law. NOT APPROVED this 3rd day of May, 1989. . .
