PUBLIC COMMUNICATIONS This is the time and place for the general public to address the City Council and the Chaffey Joint Union High School District. State law prohibits the Council and School District Board from addressing any issue not previously included on the agenda. The Council and School District Board may receive testimony and set the matter for a subsequent meeting. Comments are to be limited to five minutes per individual. C. ITEM(,ID OF BUSINESS 1. BACKGROUND/ANALYSIS Attached is a summary of the Joint Use Agreement between the Chaffey Joint Union High School District and the City of Rancho Cucamonga for use of the high school fields and facilities within Rancho Cucamonga. City staff has provided this report as general information to be reviewed at the joint City Council/School Board meeting. JOINT AGREEMENT a. Agreement includes all present and future high schools located within the City. b. District agrees to maintain the facility in a safe and reasonable condition. 2. USE AND SCHEDULING PRIORITY a. District's high school sponsored activities receive first priority in the scheduling of facility use. b. City sponsored or scheduled activities shall have secondary priority. c. District has the scheduling authority for all facilities except when City is required to manage community use scheduling. d. City has the responsibility of scheduling the following facilities for non-district community use. i. Outdoor athletic fields and courts - baseball fields (except Varsity Baseball field), softball fields, soccer fields, tennis courts and outdoor basketball courts. It does not include any use of stadiums, tracks (and the field within) or permanent bleachers. ii. Alta Loma high School Joint Use Community Facility - two classrooms, dance room and weight room #82 (classroom substituted for this facility). 3. OUTDOOR ATHLETIC FIELDS AND COURTS a. City will schedule these facilities for community use: i. Facilities with lighting: Monday through Friday, 5:30-10:00 p.m. and Saturdays and Sundays, 10:00 a.m.-10:00 p.m. ii. Facilities without lighting: Monday through Friday, 5:30 p.m.-dusk and Saturdays and Sundays between 10:00 a.m.-dusk. iii. City shall reserve one non overlapping unlit field at each facility for use by district in addition to the Varsity Baseball Field and any field surrounded by a track. b. District has scheduling privileges concerning CIF league games. District shall deliver to City a schedule in June of each year for the subsequent school year. c. District may schedule a CIF playoff game for one of the district's teams by providing 48 hours of advance notice to the City. d. On days when extreme climate conditions exist, district reserves the right to preempt City events to accommodate the rescheduling of school athletic events except where City has scheduled use after dark on a field that has City installed or funded lighting equipment. e. Special usage: City uses its best reasonable efforts to accommodate district usage (marching band or ROTC practice. 48 hour notice to City and may use unlit field already reserved for school without notification. 4. AL TA LOMA JOINT USE FACILITY a. City will schedule this facility for use by City or City authorized users b. Classrooms: i. School days: Monday through Friday from 4:00 - 9:30 p.m. ii. Nonschool days: Monday through Friday from 8:00 a.m. - 9:30 p.m. iii. Saturdays and Sundays from 8:00 a.m. - 5:00 p.m. c. City will provide at its own cost an onsite staff representative to insure that classroom in usable condition and prepared for City use as well as secure the facility at the end of use. ~ d. Dance Room: City will schedule this facility from 5:00-9:30 p.m. Monday through Friday and from 12:00-5:00 p.m. on Saturdays and Sundays. e. Weight Room Number 82 substituted by an additional class room. i. School days: Monday through Friday from 4:00 p.m. - 9:30 p.m. ii. Nonschool days: Monday through Friday from 9:00 a.m. - 5:00 p.m. iii. Saturdays and Sundays from 8:00 a.m. - 5:00 p.m. 5. COMMUNITY USE FACILITIES a. District's priority calendar of facility use shall be provided to the City by May 30 and City shall provide district by May 30 a 12 month schedule of all dates and times it intends to utilize. b. City and district shall monthly coordinate the scheduling of the facilities. 6. LOS OSOS HIGH SCHOOL LIGHTING a. City to be responsible for all costs associated with the installation of the lighting. b. Fields to be lighted include two regulation soccer fields, two regulation softball fields, one regulation baseball field, outdoor basketball and tennis courts. c. District to take the lead and manage the project while working with the City. 7. ANNUAL CONTRIBUTION a. City to pay $6,000 per year per school site. The payment will increase by $2,000 every 5 years. Next increase is due in November, 2007. b. City will reimburse the district for actual cost of electricity used by City or City invitee using those facilities that were lighted by the City.
