TO ADDRESS THE CITY COUNCIL
The City Council encourages free expression of all points of view. To allow all persons to speak, given the length
of the Agenda, please keep your remarks brief. If others have already expressed your position, you may simply
indicate that you agree with a previous speaker. If appropriate, a spokesperson may present the views of your
entire group. To encourage all views and promote courtesy to others, the audience should refrain from clapping,
booing or shouts of approval or disagreement from the audience.
The public may address the City Council on any agenda item. Please sign in on the ctfpboard located at the desk
behind the staff table. It is important to list your name, address and phone number. Comments are generally
limited to 5 minutes per individual.
If you wish to speak concerning an item not on the agenda, you may do so under "Public Communications". There
is opportunity to speak under this section at the beginning and the end of the agenda.
Any handouts for the City Council should be given to the City Clerk for distribution.
To address the City Council, please come forward to the podium located at the center of the staff table. State your
name for the record and speak into the microphone.
All items to be placed on a City Council Agenda must be in writing. The deadline for submitting these items is 6:00
p.m. on Tuesday, one week prior to the meeting. The City Clerk's office receives all such items.
AGENDA BACK-UP MATERIALS
Staff reports and back-up materials for agenda items are available for review at the City Clerk's counter and the
Public Library. A complete copy of the agenda is also available at the sign in desk located behind the staff table
during the Council meeting.
LIVE BROADCAST
Council meetings are broadcast live on Channel 3 for those with cable television access. Meetings are
rebroadcast on the second and fourth Wednesdays of each month at 11 :00 a.m. and 7:00 p.m. The City has
added the option for customers without cable access to view the meetings "on-demand" from their computers.
The added feature of "Streaming Video On Demand" is available on the City's website at www.ci.rancho-
cucamonga.ca.us/whatsnew.htm for those with Hi-bandwidth (DSUCable Modem) or Low-bandwidth (Dial-up)
Internet service.
The City Council meets regularly on the first and third Wednesday of the month at 7:00 p.m. in the
Council Chambers Located at 10500 Civic Center Drive.
Members of the City Council also sit as the Redevelopment Agency and the Fire District Board.

If you need special assistance or accommodations to participate in this meeting, please
contact the City Clerk's office at (909) 477-2700. Notification of 48 hours prior to the

It is recommended the City Council approve the attached Resolution certifying the municipal
election results for the November 7, 2006 election.
BACKGROUND/ANAL YSIS
The November 7, 2006 election has been canvassed by the San Bernardino County Registrar of
Voters. Attached you will find a certified copy of the municipal election results for the City of
Rancho Cucamonga prepared by the Registrar of Voters. Your approval of the attached Resolution
and results is requested.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, RECITING THE FACT
OF THE GENERAL MUNICIPAL ELECTION HELD IN THE CITY
OF RANCHO CUCAMONGA, ON NOVEMBER 7, 2006,
DECLARING THE RESULTS AND SUCH OTHER MATTERS AS
PROVIDED BY THE PROVISIONS OF LAW
WHEREAS, a general municipal election was held and conducted in the City of
Rancho Cucamonga, California, on Tuesday, November 7, 2006, as required by law; and
WHEREAS, notice of the election was duly and regularly given in time, form and
manner as provided by law; that voting precincts were properly established; that election officers
wen~ appointed and that in all respects the election was held and conducted and the votes were
cast, received and canvassed and the returns made and declared in time, form and manner as
required by the provisions of the Elections Code of the State of California for the holding of
elections in cities; and
WHEREAS, the Registrar of Voters of the County of San Bernardino canvassed
the returns of the election and has certified the results to this City Council, the results are
received, attached and made a part hereof as Exhibit "A",
NOW, THEREFORE, the CITY COUNCIL of the CITY OF RANCHO
CUCAMONGA, CALIFORNIA, does hereby res'olve, declare, determine, and order as follows:
SECTION 1: That there were 74 voting precincts established for the purpose of
holding said election consisting (of consolidations) of the regular
election precincts in the City of Rancho Cucamonga as
established for the holding of state and county election.
SECTION 2: That said regular municipal election was held for the purpose of
electing the following officers of said City as required by the laws
relating to cities in the State of California, to wit:
One Mayor of said City for a full term of four years;
Two members of the City Council of said City for the full term
of four years.
SECTION 3: That the number of votes given at each precinct and the number
of votes given in the City to each of such persons above named
for the respective officers for which the persons were candidates,
are listed in Exhibit log, attached.
SECTION 4: That the whole number of votes cast, in said City, was

SECTION 5: That the name of the person voted for, at said election for Mayor
of said City, is as follows:

That the names of the persons voted for, at said election for City
Council of said City, are as follows: .
Rex Gutierrez and Diane Williams
That the number of votes given at each precinct and the number
of votes given in the City to each of such persons named above
for the respective officers of which said persons were candidates
as listed in Exhibit "A", attached.
SECTION 6: The City Council does declare and determine that:
Don Kurth was elected as Mayor, of said City, for the full term
of four years;
Rex Gutierrez and Diane Williams were elected as Members
of the City Council, of said- City, for the full term of four years;
SECTION 7: The City Clerk shall enter on the record of the City Council of the
City, a statement of the result of the election, showing: (See:
Exhibit "A")
(1) The whole number of votes cast in the City;
(2) The names of the persons voted for;
(3) For which office each person was voted for;
(4) The number of votes given in the City to each person.
SECTION 8: That the City Clerk shall immediately make and deliver to each of
such persons so elected a Certificate of Election signed by the
City Clerk and duly authenticated; that an Oath of Office shall also
be administered to each person elected as prescribed in the State
Constitution of the State of California and shall have them
subscribe to it and file it in the Office of the City Clerk. Each and
all of the persons so elected shall then be inducted into the
respective office to which to which they have been elected.
SECTION 9: That the City Clerk shall certify to the passage and adoption of this
Resolution and enter it into the book of original Resolutions.

Please find attached a revised copy of Resolution No. 06-369, Resolution
Commending William J. Alexander for his Service as Mayor and Member of the City
Council, which is on the December 6, 2006 Special City Council Meeting agenda for
approval. This revised copy replaces the version in your agenda packet.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF RANCHO CUCAMONGA,
CALIFORNIA COMMENDING WILLIAM J.
ALEXANDER FOR HIS SERVICE AS MAYOR
AND MEMBER OF THE RANCHO
CUCAMONGA CITY COUNCIL
WHEREAS, William J. Alexander was elected Mayor in 1994, having
previously served as a Councilmember since 1988, and as a member of the
Foothill Fire Protection District Board of Directors for 11 years; and
WHEREAS, William J. Alexander brought a long record of dedicated
public service, having proudly served in the fire service for thirty-five years, and
retired as a Fire Captain from the City of Ontario; and
WHEREAS, William J. Alexander has served the region through his past
service with the San Bernardino Associated Governments, including serving as
President, Southern California Association of Governments, Omnitrans, and
Metrolink, where he also served as President; and
WHEREAS, during his time as Mayor and City Councilmember, William J.
Alexander helped play an integral role in major accomplishments for the City over
the past seventeen years, including the opening of the Civic Center, Epicenter,
Victoria Gardens Regional Center and Cultural Center, and Phase One of Central
Park; the opening of many of the City's fire stations such as Station 174, Station
175, Station 176, and the permanent homefor Station 173, and the development of
the Animal Care and Services Program; and
WHEREAS, William J. Alexander has contributed to improving overall
public safety, economic development, and the social and cultural well-being of our
community for the benefit of all the citizens of Rancho Cucamonga.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the
City of Rancho Cucamonga, on behalf of its citizens, does hereby commend
William J. Alexander for his dedication and leadership while serving as Mayor
and Councilmember and extends best wishes for continued success in his future
endeavors.
