O'Neil, CiD' Engineer BY: Michelle Dawson, Management Analyst I[ SUBJECT: Resolution Opposing Proposition 9 RECOMMENDATION It is recommended that the City Council adopt a resolution opposing Proposition 9. BACKGROUND/ANALYSIS California's electric industry was recently restructured to allow open competition. The goal of the restructuring law was to lower electricity rates for California residents and businesses. On August 18, 1998, the City of Rancho Cucamonga approved agreements with the State Department of General Services (DGS) and Commonwealth, Inc. to provide energy' service to the CID'. Proposition 9 has the potential to undermine the restructured electric industry, including our agreements with DGS and Commonwealth. The League of California Cities is opposed to Proposition 9,, citing the fbllowing reasons: the negative fiscal impacts it could have on cities, the uncertainty that would result in the municipal bond market as a result of questions about repayment of the $6 billion in rate reduction bonds, and the unsettling effects Proposition 9 would have on the newly restructured electricity services market. The San Bernardino Associated Governments' Administrative Committee voted to oppose Proposition 9, with the recommendation that member agencies also take a [)(:)sition against the measure.
