NEW BUSINESS A DEVELOPMENT REVIEW DRC2003-00504 - CHARLES JOSEPH ASSOCIATES - A request to develop a 90,000 square foot retail center including a 14, 480 square foot drug store, 27,000 square foot market, 2 restaurants, and 4 restaurant/retail pad sites ranging m size from 7,000 square feet to 14,000 square feet on 9 acres within the Mixed Use District of the Victoria Arbors Master Pian, located at the southeast corner of Base Line Road and Day Creek Boulevard - APN 0227-161-39 III.
