Consider plans to add aPorte-Cochere to the Landmark designated Nesbit - McCorkle House (built approximately 1924), located at 7608 Hellman Avenue -APN 208-073-43 Related fles Mills Act Agreement 97-01 and Landmark Designation 97-01 PROJECT AND SITE DESCRIPTION A Historical Significance This structure is a good example of a grove house It is unique in that it follows a Mission styling, whereas most of the typical grove houses were built with a Craftsman styling This structure was bwlt by G P and Ruth McCorkle in approximately 1924 G P McCorkle was active within the community and was an officer of the First National Bank of Cucamonga The McCorkles sold the house in 1925 to W T Cason Mr Cason owned the House until 1929 when it was deeded back to the McCorkles Mr Cason kept the house until 1932, selling it to Robert and Edith Nesbit Mr Nesbit was also active within the community Mr Nesbit was involved in the Cucamonga County Water Company and served on its board of directors until his death A water treatment plant within the water district bears his name He was a estrus and avocado grower, some of the original avocado trees are still located in the back yard Robert Nesbit is discussed in several places in the book entitled, "The History of Alta Loma, California - 1880 to 1980," by Martha Gaines Stoebe Robert Nesbit was the secretary/manager of the Cucamonga Growers Fumigation and Supply Company This Company was organized in 1911 to take care of pest control and oil smudging supplies for the local citrus ranches The company was discontinued in the 1970s B Site Characteristics The site is relatively flat, but is 3 to 4 feet above Hellman Avenue In addition to the residence, a detached garage of approximately the same style and time period is set slightly to the rear and south of the main residence There is also a smaller shed, or chicken house, in deteriorated condition, on the north side of the parcel The grove house retains much of its setting because of the large yard to the rear, which is developed with a grove of avocado and various fruit trees ITEM A HPC STAFF REPORT LAP 98-01 -SCOTT & MICHELLE LUKESH July 22, 1998 Page 2 ANALYSIS A General The residence and garage are in very good condition with the significant exterior and interior features having been retained (Exhibit "B-1 ") The house is a two-story design with a large front porch The roof is Spanish the and the walls are stucco Windows are of a single-pane, double-hung design The windows and doors appearto be originals One minor exterior modification is on the north side with apop-out, kitchen bay window on the first floor B Landmark Designation The subject site and structures certainly qualified for landmark designation based upon much of the criteria from the City's Historic Preservation Ordinance, including such significant areas as, historical, cultural, architectural, and neighborhood and geographic setting Based on the Historic Preservation Commission recommendation, the City Counal designated the subject lot, residence, and garage on August 20, 1997 C Landmark Alteration The Landmark Alteration consists of the adding of a Porte-Cochere over the driveway area on the south side of the residence The structure will be constructed with round polystone columns on 9-foot centers, 6 by 8-inch beams and 4 by 6-inch rafter/foists at 24-inch spacing The columns will be painted white to match the existing house The redwood lattice style roof will be sealed and wisteria vines planted to cover the structure The structure appears to be designed in conformance with the Secretary of Interior Standards The design is intended to be architecturally compatible and still be historically separate from the existing structures D Environmental Assessment The protect is categorically exempt under Class one existing faalities, Sub Section "E" of the California Environmental Quality Act Guidelines FACTS FOR FINDING The proposed Landmark Alteration meets the following criteria established in Chapter 22 24 120 of the Rancho Cucamonga Municipal Code FINDING The action proposed is consistent with the purposes of this Ordinance FACT The Landmark Alteration as presented will enhance and promote the livability of this historic landmark FINDING The action proposed will not be detrimental to a structure or feature of significant aesthetic, cultural, architectural, or engineering interest or value of an historic nature FACT The proposed modifications are architecturally compatible and will enhance the continued use ofthe structures and grove on the property CORRESPONDENCE This item does not require advertising as a public hearing, however, the subject property was posted r~ LJ • ~a HPC STAFF REPORT LAP 98-01 -SCOTT & MICHELLE LUKESH July 22, 1998 . LOCATED AT 7608 HELLMAN -APN 208-073-43 WHEREAS, the Historic Preservation Commission has held a public hearing to consider all available comments on the proposed Landmark Alteration Permit WHEREAS, the Historic Preservation Commission has received and reviewed all available input regarding said Landmark Alteration Permit WHEREAS, all legal prerequisites prior to the adoption of this Resolution have occurred NOW, THEREFORE, the Historic Preservation Commission hereby specifically finds, determines, and resolves as follows SECTION I The application applies to the building located at 7608 Hellman, Rancho Cucamonga, California SECTION II The proposed Landmark Alteration meets thz following criteria established in Chapter 22 24 120 of the Rancho Cucamonga Municipal Code FINDING The action proposed is consistent with the purposes of this Ordinance FACT The Landmark Alteration as presented will enhance and promote the livability of this historic landmark FINDING The action proposed will not be detrimental to a structure or feature of significant aesthetic, cultural, architectural, or engineering interest or value of an historic nature FACT The proposed modifications are architecturally compatible and will enhance the continued use of the structures and grove on the property SECTION III This Landmark Alteration Permit is exempt from CEQA under Class 1 e of the Guidelines for the California Quality Act SECTION IV Based on the substantial evidence reviewed by this Commission and based on the findings set forth above, NOW, THEREFORE, BE IT RESOLVED, thatthe Rancho Cucamonga Historic Preservation Commission does approve Landmark Alteration Permit 98-01 for alterations to the Nesbit - Consideration of a request to approve the historical monument design for Luckys Shopping Center in the Community Commercial District (Subarea 2) of the Foothill Boulevard Specific Plan, located at the northwest corner of Foothill Boulevard and Vineyard Avenue - APN 207-102-20 Related File Conditional Use Permit 97-19 BACKGROUND The Planning Commission conditionally approved the proposed shopping center on October 8, 1998, subject to a mitigation measure regwring the installation of a historical monument display to commemorate the historic and cultural significance of the site A commissioned public art piece, which incorporates a historictheme, would also satisfy this regwrement if located at the intersection The location, text, and design of the monument display are subject to review and approval by the Historic Preservation Commission, prior to issuance of building permits ANALYSIS The developer has proposed a 10-foot tall obelisk centrally located within the plaza at the intersection of Foothill Boulevard and Vineyard Avenue (see Exhibits "A"and "B") The bottom half of three sides of the obelisk will feature a ceramic file relief depicting the area history (see Exhibit "C") On the fourth side, a bronze plate will contain text concerning the history of the site (see Exhibit "D" for a complete text copy) The name of the shopping center ("Vineyard Gateway") is located in the middle of the obelisk DESIGN REVIEW COMMITTEE COMMENTS On March 31, 1998, the Design Review Committee reviewed the proposed project identification sign for the Luckys/Sav-On development The Committee (Bethel, Macias, Fong) recommended the following revisions 1 Provide a river rock base to match the adjacent planter walls 2 Consider an alternative to the hard plaster fnish This comment was raised over concerns for vandalism and finish durability The suggested alternative material is concrete 3 Provide recessed letters rather than bronze letters ITEM B HPC STAFF REPORT LUCKYS July 22, 1998 Page 2 4 Provide up-lighting 5 Provide details of the ceramic tale display Suggested depictions include issues concerning the history of the protect site (e g ,stage coach stop, post offce, etc ) 6 Provide details of the bronze plate On June 16, 1998, the Committee (Bethel, Macias, Fong) recommended approval subject to the following Provide a ceramic art inset (e g , a grape vine) on the top half of the obelisk above the historical art the insets 2 A graffiti resistant coating shall be applied to the ceramic the inserts to allow far the clean up of incidents of vandalism RECOMMENDATION. The early historic importance of the property stems from its proximity to a reliable water source, Cucamonga Spring, and to its location on the major roadway between Los Angeles and San Bernardino. By about 1200 AD the Kukamonga Native Americans, part of the Gabrielino culture, established a village around Red Hill. In 1839, Tiburcio Tapia, a wealthy merchant and former alcalde (mayor) of Los Angeles, was granted 13,000 acres of land known as the Rancho de Cucamonga. Using Indian labor, Tapia built awell- fortified adobe home on Red Hill, and raised great cattle herds. Tapia also began a successful winery -known to us as the Thomas Winery. John Rains, a former soldier from Alabama and rancher, . married the wealthy Dona Maria Merced Williams and together they purchased the ranch in 1858. The couple built a burned brick home, just to the north on Vineyard, which is now a San Bernardino County Museum. Before his murder in 1862, Rains greatly expanded the vineyards planted by Tapia. This site was part of the transportation system for many generations of Americans, including the Butterfield stage coach, the Pacific Electric "Red Car" railway, and Route 66. The first Post Office in the area, commissioned in 1864 by President Abraham Lincoln, was located here. The property also contained the Cutler residence and store, and the Riche residence and store. Detailed archaeological investigations were performed to document these structures which had been demolished many years ago pia
