PROJECT AND SITE DESCRIPTION -The proposed alteration Is for new construction of a • garage and loft area The garage was a previous condition In order for the La Parry's to conduct weddings on site with adequate parking requirements The two restrooms (one handicap accessible) will be constructed for guest use at the weddings The La Parry's Intend to convert the loft to a second dwelling unit in the future by approval of a Conditional Use Permit A Surrounding Land Use and Zoning North - Single Family Residences, Low Resldentlal (2-4 dwelling units per acre) South - Single Family Residences, Low Resldentlal (2-4 dwelling units per acre) East - Single Family Residences, Low Residential (2-4 dwelling units per acre) West - Single Family Residences, Low Residential (2-4 dwelling units per acre) B General Plan Designations Protect Site - Low Resldentlal (2-4 dwelling units per acre) North - Low Residential South - Low Residential East - Low Residential West - Low Resldentlal C Site Characteristics The historic Albert House Is located on a 1 23-acre parcel of land generally located on the south side of 19th street, approximately 585 feet west of Haven Avenue A circular driveway provides access to the historic house which fronts on 19th Street All street improvements exist along 19th Street, but only curb and gutter exist along Hamilton Street The site slopes from north to south at approximately 4 percent and . is heavily landscaped A gravel parking lot exists at the southwest corner of the lot ITEM A HPC STAFF REPORT LAP 99-01 - LA PARRY November 23, 1999 Page 2 • D ACTION REQUESTED By the conditions of previously Conditional Use Permit 95-13, the Historic Preservation Commission must review the proposed garage and loft Approval of the Landmark Alteration permit is necessary before the applicant can begin construction. E BACKGROUND The historic Albert House was designated as a Historic Landmark on February 18, 1987. The first Conditional Use Permit (Conditional Use Permit 92-08) was approved on April 8, 1992, by the Planning Commission for a flower and gift boutique on the lower level of the historic house The garage was a condition of the permit in order to provide owner parking and to bang the residential property into compliance with parking standards in the Development Code, (see "Exhibit "A-1") The second Conditional Use Permit (Conditional Use Permit 95-13) was approved on April 18, 1995, to allow weddings and receptions on the grounds of the historic house ANALYSIS The applicant has not submitted complete elevations, however, they are proposing to bwld a detached garage Two restrooms are also proposed on the lower level, one of which will be handicap accessible The previous Conditional Use Permit stated that the proposed elevations of the garage must be reviewed by the Historic Preservation Commission within 5 years A Landmark Alteration Permit is required to bwld a new structure on a Historic Landmark property The building design is compatible in style and materials with the primary residence The roof will be 30-year asphalt shingle, consistent with the original house Hardboard siding is the architectural element for the exterior of the new addition The two-story structure will include a wood front porch, utilizing a wood railing, facing 19th Street Features will include single hung white aluminum, dual glazed windows, which replicate the original • house IMPROVEMENTS The previous Conditional Use Permit 95-13 was conditioned for the construction of a parking lot to meet City standards and to install missing street improvements along both street frontages (see Exhibit "F") These items have not been completed; therefore, staff recommends that these be placed as conditions of approval on this application, which must be satisfied prior to occupancy. ENVIRONMENTAL ASSESMENT The proposed alterations of the historic Albert House are exempt from CEQA under Section 15301. A Rentals 1. Roy and Filomena La Parry have filed an application for the issuance of Conditional Use Permit No.95-13, as described m the title of this Resolution Hereinafter m this Resolution, the subject Conditional Use Permd request is referred to as "the application." 2. On the 9th day of January 1996, the City Planner of the City of Rancho Cucamonga conducted a duly noticed public hearing on the application and concluded said hearing on that date 3. All legal preregwsdes prior to the adoption of this Resolution have occurred B Resolution NOW, THEREFORE, it is hereby found, determined, and resolved by the City Planner of the City of Rancho Cucamonga as follows 1 The Cdy Planner hereby speafically finds that all of the facts set forth m the Recitals, Part A, of this Resolution are true and correct 2 Based upon substantial evidence presented to the Cdy Planner during the above- referenced public hearing on January 9, 1996, including written and oral staff reports, together with public testimony, the City Planner hereby speafically finds as follows a. The property to the north of the subject site is a vacant estrus grove, the property to the south is single family residential, the property to the east is developed with single family residences, and the property to the west is single family residential, and c The Henry Albert house, on the property of the proposed application, was designated as an Historic Landmark by the City Counal on February 18, 1987, and d The application contemplates using the property for weddings and receptions, including live music, on weekend days during the spring and summer months, with no event going past 10.00 p m in the evening, and u~H ~~~ CITY PLANNER RESOLUTION NO 96-02 CUP 95-13 - LA PARRY January 9, 1996 Page 2 • e The application contemplates the construction of a 27 space off-street parking area to accommodate guests attending the events on the property, and f The application does not contemplate the construction of any additional permanent or the use of any temporary structures, with the exception of portable faalities and seating, at this time, and g The application does not contemplate cooking on the property in contunction with the proposed speaal events, rather, all events will be catered, and h No employees other than the property owners will operate the business associated with the application, and i The application contemplates the use of a portion of the parking lot at Deer Canyon Elementary School for overflow parking A draft agreement between the Alta Loma School Distract and the applicant has been prepared. and j The Development Code, Section 17 OS 030 E7, permits small-scale, non-residential uses in historic residential structures subject to review and approval of a Conditional Use Permit 3 Based upon the substantial evidence presented to the City Planner during the above- referenced public hearing, and upon the speafic findings of facts set forth in paragraphs 1 and 2 above, the City Planner hereby finds and concludes as follows a The proposed use is in accord with the General Plan, the obiectives of the Development Code, and the purposes of the district in which the site is located, and b The proposed use, together with the conditions applicable thereto, will not be detrimental to the public health, safety, or welfare or materially infurious to properties or improvements in the vicinity, and c.
