February 14, 2001 TO Chairman and Members of the Historic Preservation Commission FROM• Brad Buller, Clty Planner BY Emily Wime, Assistant Planner SUBJECT REVIEW OF HISTORIC SIGNIFICANCE OF PROPERTY LOCATED AT 12150 6TH STREET -CITY OF RANCHO CUCAMONGA - An application to review a property for potential change of status on the Historical Resource Survey listing - APN 1061-571-01 • BACKGROUND A A request was made by Paragon Development Corporation for review of the historical significance of the buildings located at 12150 Sixth Street in connection with potential demolition Staff explained to the applicant that the property was listed on the Historical Resource Survey. In order to release the property from the survey list, the Historical Preservation Commission must review the property for any significant findings. B Historical Significance The land and structures located at 12150 6th Street, known historically as "Cucamonga Winery" represent early examples of the wine industry. The property was owned by Joe Camponella in 1932, Mary Camponella from 1933 to 1941, and the Cucamonga W finery from 1941 through 1948 The four main structures are described in the Historic Resources Inventory preformed on the property Structure Number 1 is described as a rectangular shaped structure with a hip roof and exterior stucco siding Structure Number 2 is a rectangular shaped structure that appears to have been a residence at one time It is single story with a front gable roof and a hipped shed on the front The windows are aluminum and the door is wood with an aluminum window Structure Number 3 is the main structure with two additions to the east side The structure has a side gable roof and the roof is a side gable cupola There is a second lower building to the east The construction is wood clapboard, the root side is gabled and the windows are boarded A shed extension is located over the front door The last addition is also rectangular and has a flat type roof This appears to be the winery building The final structure is of recent construction, possibly associated with Borg Manufacturing • ITEM A PLANNING COMMISSION STAFF REPORT HISTORIC LANDMARK DESIGNATION 01-01 -CITY OF RANCHO CUCAMONGA February 14, 2001 Page 2 The only historically significant artifact addressed m the last analysis (1990) was the single lane wood bridge with the concrete abutments and wood guardrails that appeared to have been bwlt in the late 1930's W ith the subsequent improvements completed by CalTrans near the I-15 freeway, no portion of the bridge remains C Site Characteristics The site is comprised of seven structures, including the additions It is surrounded by the General Industrial District, Subarea 4 Surrounding uses include vacant fields to the north, east, and south and one industrial building to the west. Vegetation on the site includes small shrubs and one Califorrna pepper tree at the south entrance D Landmark Designation Based on the City's criteria of the Historic Preservation Ordinance, including such significant areas as, historical, cultural, architectural, and neighborhood geographic setting; the property is not considered historic Because of the alterations on the property, and the present use of the property as a manufacturing facility, staff's analysis of the site is that it does not represent a good example of the local wine industry The Padre W finery and the Cucamonga Pioneer Winery are better examples of winery operations that have maintained their historical character over the years Findings • There are no facts to support findings for consideration of the property or structures of . historical or cultural significance• • The condition of the property and structures are not particularly representative of a historical period, type, style, region, or way of life • The structures are simple, utilitarian, industrial type structures, and are not a good example of a type of building, which was once common, but now rare • The structures were built between 1936 and 1970, therefore, the proposed landmark is not of greater age than most of its kind • The site was used for wine production for only 12 years and should not be considered historical. • The proposed landmark is not connected with someone renowned or important or a local personality • The proposed landmark is not connected with a business or use, which was once common but is now rare E Environmental Assessment. The prolect is categorically exempt under Class 1 d of the gwdelines for the California Environmental Quality Act CORRESPONDENCE This item was advertised as a public hearing in the Inland Valley Daily Bulletin newspaper, and notices were sent to all property owners within 300 feet of the protect site • ~'1-~ PLANNING COMMISSION STAFF REPORT HISTORIC LANDMARK DESIGNATION 01-01 -CITY OF RANCHO CUCAMONGA • February 14, 2001 Page 3 RECOMMENDATION Staff recommends that the Historc Preservation Commission find thatthere are no significant attributes to the property, therefore, the property would not be eligible for Historic Landmark Designation The Commission should direct staff to modify the Histoncal Resources Survey listing to show a Survey Determined Insignificant level and allow demolition to proceed. Door is centrally located on the north side. STRUCTURE NUMBER 2 will be a rectangular shaped structure that appears to have been a residential structure at one time. It is stogie story with front gable roof and a hipped shed on the front. Ytndows are atuminun. The door is wood with an aluninun window. STRUCTURE NUMBER 3 will be a main structure with 2 additt ons to the east side. This structure will have a side gable roof. Siding will be board and batten. Located centrally on the roof of this structure writ 6e side gable cupola there is a second lower building inmediately to the east. It appears to be of wood clapboard construction Roof is side gable. NiMows have been boarded. A shed extension is located over the front door. Tht rd structure appears to be either concrete or corrugated iron and a flat type roof. STRUCTURE NUMBER 4 will be a concrete block structure with a hipped roof 8 immediately to the west a gable type roof. This appears to have been a winery but ld tog. This is a grouping of several structures that appear to have been built between 1936 and the 1970s. The earliest buildings include Structures 1, 3 and 4. Structure 1 is an early residential structure. Stuctures 3 and 4 appear to be buildings closely associated with the winery. The property was owned by Jce Canpanella in 1932, Mary Caiiipanella from 1933 to 1941, and the Cucamonga winery from 1941 through 1948. The site does not represent a good exaiiple of the wine industry, since the buildings have been modified and expanded over the years. Other exaitples of the wine Indust ry have survived and have retained their integrity touch better then this site. Of historical significance, however, is the entrance to the property. There is a single lane, wood bridge with concrete abutments and wood guardrails that appears to have been built in the late 1y30s and has retained its integrity. 21.
