DRC2001-00086 -SCOTT DOWD-LUKESH - An application to obtain a Landmark Alteration Permit fora 576 square foot addition to the McCorkle-Nesbit House, a Historic Landmark located at . 7608 Hellman Avenue - APN 208-073-43 Related Files Landmark Designation 97-01, Mills Act Agreement 97-01, and Landmark Alteration Permit 98-01 BACKGROUND A Historical Swnificance G P and Ruth McCorkle bwlt this structure in approximately 1924 G P McCorkle was active within the community while serving as an officer of the First National Bank of Cucamonga In 1925, the McCorkles sold the house to W T Cason, who returned the house to the McCorkles m 1929 In 1932, the McCorkles once again sold the house, this time to Robert and Edith Nesbit Mr Nesbit was also involved in the community and served on the Board of Directors of the Cucamonga Water Company until his death In addition to his role in the Cucamonga Water Company, Mr Nesbit served as secretary/manager of the Cucamonga Growers Fumigation and Supply Company This Company was organized m 1911 to take care of pest control and oil smudging supplies for the local citrus ranches The company was discontinued in the 1970s Martha Gaines Stoebe discusses the Nesbit family m "The History of Alta Loma Califorrna 1880 - 1980 " Mr Nesbit was also a citrus and avocado rancher Some of the original avocado trees are still located in the back yard The McCorkle-Nesbit House is a good example of a grove house, it is unique in that it follows a Mission styling, whereas the most typical style for a grove house was Craftsman styling The subject site and structure was designated a Historic Landmark by City Council • Resolution 97-108 on August 20, 1997 A landmark alternation permit was issued on July 22, 1998, for the addition of a Porte-Cochere ITEM A HISTORIC PRESERVATION COMMISSION STAFF REPORT DRC2001-00086 -SCOTT DOWD-LUKESH April 11, 2001 • Page 2 B Site Characteristics The site is relatively flat, but is bwlt approximately 4 feet above Hellman Avenue The lot is lust over 30,000 square feet in size In addition to the residence, a detached garage of approximately the same style and time period is set slightly to the rear and south of the main residence The grove house retains much of its setting because of the large yard to the rear, which is developed with a grove of avocado and various other frwt trees ANALYSIS A General The residence and garage are in very good condition, with the significant exterior and interior features having been retained The house is a two-story design with a large front porch The roof is Spanish tale and the walls are stucco The windows are of a single pane, double-hung design The windows and doors appear to be originals One minor exterior modification is on the north side with apop-out kitchen bay window on the first floor Landmark Designation The subtect site and structure is certainly qualified for landmark designation based upon much of the criteria from the City's Historic Preservation Ordinance, including such significant areas as, historical, cultural, architectural, and neighborhood and geographic setting Upon recommendation from the Historic Preservation Commission, the City Council designated the subtect lot, residence, and . garage as a historic landmark on August 20, 1997 C Landmark Alteration The landmark alteration consists of a 576 square foot attached addition The addition will take the form of a two-story attached structure, square m shape resting on a 4-inch concrete slab The second story will have balconies on both the north and south sides of the addition The north side balcony and circular staircase wdl be constructed of steel The circular staircase wdl allow entry to the second story from the back yard The balcony on the south side of the addition wdl be constructed of wood, covered with thin-set concrete, as to retain the same style as the house A faux bell tower will top the addition Stucco, windows, and roofing wtll match the existing structure Windows wdl be double-hung and constructed of wood Rafters wdl be utilized m both the first and second story of the structure The rafters on the first floor wdl remain exposed, in keeping with the architecture of the existing structure The rafters used on the second story will not be exposed (Exhibit "A-C") The structure appears to be designed m conformance with the Secretary of Interior Standards for Rehabilitation D Environmental Assessment The protect is categorically exempt under Class I existing faculties, Sub Section "E" of the California Environmental Quality Act FACTS FOR FINDING The proposed Landmark Alteration meets the following criteria established m Chapter 22 24 120 of the Rancho Cucamonga Muniapal Code Finding 1 The action proposed is consistent with the purpose of this Ordinance FacUs The Landmark Alteration as presented will enhance and promote the livability i of this historic landmark f~2 HISTORIC PRESERVATION COMMISSION STAFF REPORT DRC2001-00086 -SCOTT DOWD-LUKESH • April 11, 2001 Page 3 Finding 2 The action proposed will not be detrimental to a structure or feature of significant aesthetic, cultural, architectural, or engineering interest or value of a historic nature FacUs The proposed modifications are architecturally compatible and will enhance the continued use of the structures and grove on the property CORESPONDENCE This item was advertised as a public hearing, the subtect property was posted, and notices were mailed to all property owners within a 300-foot radius of the protect site RECOMMENDATION Staff recommends that the Historic Preservation Commission approve Landmark Alteration Permit DRC2001-00086 through adoption of the attached Resolution of Approval • Brad Buller, City Planner BB SB/ma Attachments Exhibit "A" - General Requirements The applicant shall agree to defend at his sole expense any action brought against the City, its agents, officers, or employees, because of the issuance of such approval, or in the alternative, to relinquish such approval The applicant shall reimburse the City, its agents, officers, or employees, for any Court costs and attorney's fees which the City, its agents, officers, or employees may be required by a court to pay as a result of such action The City may, at ds sole discretion, partiapate at its own expense in the defense of any such action but such participation shall not relieve applicant of his obligations under this condition A copy of the signed Resolution of Approval or City Planner's letter of approval, and all Standard Conditions, shall be included in legible form on the grading plans, bwlding and construction plans, and landscape and irrigation plans submitted for plan check B. Time Limits 1 Conditional Use Permit, Variance, or DevelopmenUDesign Review approval shall expire if building permits are not issued or approved use has not commenced within 5 years from the date of approval No extensions are allowed C.
