ABSTRACT
As the staff report was being prepared, the City received additional input from neighboring
residents The applicant is aware of the input and is willing to work with staff in addressing the
concerns raised Therefore, staff recommends that the Planning Commission take public
testimony at this hearing and continue the item with the consent of the applicant
BACKGROUND
A landmark designation and landmark alteration are necessary to protect the historic Kemp
• house The subject property is currently in escrow with the intent to bwid 139 single-family
homes on 45 28 acres in the Very Low Residential District (up to 2 dwelling units per acre)
Because of the sigrnficance of the structure, a decision was made to relocate the house The
intent of Colorado Pacific Properties is to relocate the Kemp House to a 13 25-acre parcel

located on the east side of Etiwanda Avenue, south of Victoria Avenue, as part of the required
open space and proposed development agreement (see attached preliminary Park Plan -
Exhibit "D") Designation as a landmark will allow the City to participate m the preservation of
this house at another site and will al§o enable the owner to use the Histoncal Bwlding Code
Final location of the Kemp House on site is to be approved by the City Planner
LANDMARK ANALYSIS•
Historic Significance The subtect residence was constructed in approximately 1905 The
Kemp family appears to have been among the early settlers of the Etiwanda Colony. Marcus R
Kemp was listed as a shareholder m the Etiwanda Frwt Company in 1895 The subtect house
was probably bwtt as a result of their success in estrus growing, as it appears to have replaced a
much smaller improvement on the property
The house is sheathed in two-lap drop siding, and rests upon a poured concrete foundation
scored to resemble masonry. A "cast stone" concrete block chimney protrudes through the
eastern slope of the roof, accompanied by a brick chimney on the opposite side of the attic vent.
Detailing is simple, with a boxed cornice and plain frieze below the hip roof A full-width
Classical/Coloniai Revrval porch, pictured in Etiwanda, The First 100 Years, originally spanned
the lower half of the fagade The porch was supported by four, evenly spaced Tuscan columns,
and had upper and lower porch railings This large porch has been removed, its replacement is .
a small portico supported by two classical columns over the front steps, the columns may be
recycled from the original porch A recessed rear porch at the southwest corner is now boarded
over
Landmark Designation The requested landmark designation is for the Kemp House The
subtect structure qualifies for landmark designation based upon the criteria from the City's
Historic Preservation Ordinance Details concerning these areas follow
1 Histoncal Significance.
Findmp 1 The proposed landmark is particularly representative of an histonc penod, type,
style, region, or way of life
FacUs The house identifies the historic penod of the early 1900s when grove and
vineyard production was at its peak in the commurnty and the region The residence is an
example of a working ranch, which was common at the turn of the century
Finding 2 The proposed Landmark is of greater age than most of its kind
FacUs The landmark eligible property is approximately 96 years old and is an example of
Colonial Revival "Foursquare" style of architecture
Finding 3 The proposed landmark was connected with someone renowned or important
FacUs The house was bwlt by the Kemp family The Kemp family appears to have been •
among the early settlers of the Etiwanda Colony Marcus R Kemp was listed as a
shareholder in the Etiwanda Frwt Company

Finding 4 The proposed landmark is an example of a type of building which was once
common, but is now rare
FacUs The residence is indicative of the style and design used by the once prevalent, but
now rare, rural grove and farmhouses
Finding 5 The proposed action will not be detrimental to the structure from a significant
aesthetic, cultural, architectural, or engineering interest or value of a historic nature, and,
Finding 6' The action proposed is necessary to ensure the continued and consistent
maintenance and condition of the historic home

Finding 1 • The overall effect of the design of the proposed landmark is beautiful or its
details and materials are beautiful or unusual
FacUs The residence is a drop lap siding with hip roof In general, the architectural style
further enhances the historic character of the buildings in the area
• LANDMARK ALTERATION ANALYSIS
There are currently three options available for use of the Kemp House after relocation
1. The fast option is to portion off a small parcel of land (minimum 3/4-acre), then sell the
house and lot to a private parry with the intent to rehabilitate the home per historic
gwdelines for landmark status property
2 Option two is for the City to retain ownership and allow the City's Community Services
Department to use the historic Kemp House for office space, classrooms, and assorted
recreation programs, in conjunction with the adtoining park land in much the same way
Community Services uses Lions East and West.
3 Option three would be to allow the City to retain ownership of the property and Kemp
house, but allow the Etiwanda Historic Socety to maintain the home and use it, much like
the arrangement between the City and the Etiwanda Historic Society for use of the
Chaffey-Garcia House and Museum
Environmental Assessment The project is categorically exempt under Class 3 e of Article 19,
Section 15308 of the Gwdelines for the California Environmental Quality Act
Correspondence This item was advertised as a public hearing in the Inland Vallev Daily
Bulletin newspaper, the property was posted, and notices were mailed to all property owners
within a 300-foot radws of the project site
• Conditions of Approval
1 Colorado Pacific Communities is to provide a minimum 3/4-acre lot for the house

2 Colorado Paafic Commurnties is to grade and prepare the pad to finished lot condition at
the Etiwanda Avenue site (APN 227-121-16 and 49) Colorado Pacific Communities is to
also provide and install the Kemp house onto a permanent foundation
3 Colorado Pacific Communities is to provide stub outs on-site for all utilities, sized as
regwred
4 Colorado Pacific Commurnties is to provide all public improvements regwred by the
Engineering Department
5 Colorado Paafic Communities is to provide security Penang around the perimeter of house
to allow for on-site construction
6 Prior to occupancy, the original porch shall be reconstructed and full rehabilitation
completed in accordance with applicable code regwrements
Recommendation Staff recommends that the Historic Preservation Commission conduct a
public hearing to take in public testimony, and with the consent of the applicant, continue the
items to a speafic date
