property located at 7938 Etiwanda Avenue and direct staff to update the City

BACKGROUND Staff has received development applications (Tentative Tract Map
SUBTT16347 and Conditional Use Permit DRC2002-00340) requesting the construction of
80 apartment urnts on 6 2 acres of land located on the west side of Etiwanda Avenue, north of
Foothill Boulevard One of the parcels (APN 227-211-17 at 7938 Etiwanda Avenue) includes
an existing home listed as a Potential Local Landmark on the City's Historic Site List At the
direction of staff, a historical resource assessment study was performed to determine the
historical significance of the identified residential property (Exhibit "A") The purpose of this
study was to determine if the subtect building was architecturally or historically important The
assessment consisted of 1) a records search conducted to determine whether any previously
recorded historic or prehistoric material is present with the subject property, 2) literature and
archival review, and 3) a field inspection of the existing residence The study was conducted
in accordance with the California Environmental Quality Act (CEQA) as it pertains to the
management of cultural resources and the City of Rancho Cucamonga Mumapal Code
Section 2 24 090 (Historic Preservation Commission Ordinance)
ANALYSIS The results of the records search conducted at the Archaeological Information
Center at the San Bernardino County Museum indicated that no prehistoric or historic sites
have been previously recorded within the boundaries of the study area The
architectural/historical analysis of the 1930 residence resulted m the determination that the
bwldmg does not constitute a significant historical resource under CEQA Furthermore, the
building also fads to meet the threshold for Landmark status under Section 2 24 090 of the City
Murncipal Code

MANAGEMENT SUMMARY
At the request of Lilbum Corporation, Archaeological Associates has undertaken an historical
' buildrng assessment of a single family residence situated at 7938 Etiwanda Avenue in the City of
' Rancho Cucamonga, San Bernazdino County Presently, it is desired to demolish the building and
construct residential development
' The purpose of this study was to deterrune >f the subject buildrng was architecturally or
historically unportant The residence was evaluated for both the California Register of Histoncal
' Resources (C]tHR) and City of Rancho Cucamonga Landmark status
The results of the records search conducted at the Archaeological Information Center at the
San Bemazdmo County Museum indicated that no prehistoric or listoric sites have been previously
recorded within the boundanes of the study azea The architectural/histoncal analysis of the 1930
' residence resulted m the determination that the buildrng does not constitute a significant historical
resources under CEQA Furthermore, the buildrng also fails to meet the threshold for Landmark
' status under Section 2 24 090 of the Crty Municipal Code
As a matter of course, an Histonc Resources Inventory Form (DPR 523A & 523B) was
completed for the residence and submitted to the Archaeological Information Center at the San
Bernardmo County Museum (Appendix A) No further work in conjunction with cultural resources

I. INTRODUCTION
The following report was written for Lilburn Corporation by Archaeological Associates It
describes the results of an lustonc building evaluation of a single family residence located at 7938

II. STUDY AREA LOCATION
' Regonally, the study area is located west of Fontana and both east and south of Interstate 15
' m the Ettwanda area of the Crty of Rancho Cucamonga, San Bernardino County (fig 1) Legally,
the property falls within the SE 1/4 of the SE 1/4 of Section 5, Township 1 South, Range 6 West,
' San Bernardino Base Meridian Figure 2 shows the protect area plotted on a portion of the USGS
7 5' Guastr Topograptuc Quadrangle
' More specifically, the study area lies in a residential area on the west side of Etiwanda
Avenue The 2 40 acre property is identified as APN 227-211-17 and has the address of 7938
' Etiwanda Avenue Gazcia Drive lies a short distance to the northeast and Foothill Boulevard to the
south A large apartment complex (Camino Real Apartment Homes) is currently under wnstruction
' opposite the study area on the east side of Etiwanda Ave

' recorded prehrstonc and lnstoric archaeological sites situated on or within aone-mile radius of the
protect area Additionally, the National Register of Historic Places (NRHP), Califonva Ilrstorical
' Landmarks (CHL.), Cahfonua Points of Histoncal Interest (CPHI) were reviewed for the purpose of
identifying any lvstonc properties

A Previously Recorded Archaeoloeical Sites
' The results of the search indicated that no prehistonc or lustonc archaeological sites have
been previously recorded on the sublet[ property However, four historic archaeological sites (SBR-
' 2910H, 7095H, 7099H, and 7199H) have been recorded within a mile radius of the protect area Six
additional resources are listed as "pending" sites (e g PSBR- or P1084-) Pending sites are those
sites whose existence and location have yet to be confirmed Generally, their presence is based upon
early maps, histonc references and hearsay Each of the previously recorded sites is listed and bnefly
' characterized in Table 1
SBR-2910H is the closest recorded site to the study area and lies approximately 1/5 mile to
the south It includes the lustonc route known as National Old Trails Highway/Route 66 Presently,
a significant portion of Foothill Blvd follows this lustonc alignment

' north-south and a base line oriented east-west Back in the 1850's, there was no direct road from San
Bemardmo to Los Angeles Consequently, ~t was deeded to use Washington's grid base line as the
' alignment for Baseline Road which was eventually constructed in 1856 (Haenszel 1979 31)
Beginning at the foot of the San Bernazdino Mountains at East Highland, the road runs
' westwazd through such communities as San Bernardino, Etiwanda, Alta Loma, Clazemont, and San
Dunas where ~t finallylou~s Foothill Boulevazd In pre-freeway days, this road handled traffic all the
way to the San Bemazdmo Valley and beyond Today, it still Games a great deal of local and inter-

' The results of the search indicated that no prior azchaeological assessments have been
conducted within the study azea However, approximately 13 cultural resources studies have been
' conducted within aone-Hole radius Generally, these mvesugat~ons compnse small acreage surveys
(under 80 acres) and ]meaz studies (water transportation and road improvement projects)
' IV. ffiSTORIC MAP RESEARCH
' In addition to the records search, histonc maps were examined at the San Bemazdino County
Archives as well as m the map room of the Physical Science Library, University of Califonua at
Riverside Maps inspected included the Preliminary Map of the Euwanda Colony Lands (filed by the
Chaffey family on Dec 22, 1883), the 1903 Cucamonga 15' USGS Topographic Quadrangle
' (surveyed 1894), the 1944 Cucamonga 15' USGS Army Corps of Engineers War Dept Quadrangle,
and the 1954 Ontario 15' USGS Topographic Quadrangle A bnef descnption of the data gleaned
' from each map is presented in the following paragraphs
' A Prelirmnary Mao of the Euwanda Colony Lands
' The 1883 map shows that the Etiwanda Colony Lands were subdivided into blocks comprising
160 acres Each block consisted of sixteen, 10 acre lots The subject property was located in the
' extreme southwest comer of the subdivision More specifically, it was part of Lot 9 of Block "X"
B 1903 Cucamonga 15' USGS Topographic OuadraneJe (surveyed 18941
Tlvs map indicates that the most populated part of Etiwanda was north of Baseline Road
' Improved roads noted in the viciruty of the study area included Euwanda Ave ,Foothill Blvd ,and
Langam Ave (now Miller Ave) The map fazls to show any structures adjacent to Etiwanda Ave

i A review of this map shows only two structures on the west side of Etiwanda Avenue
' between Foothill Blvd and lvhller Ave However, both buildings aze situated north of the location
of 7938 Etiwanda Ave Consequently, we can only conclude that for some unknown reason, the
' subject residence (winch was constructed in 1930) was erroneously ormtted from this map
' D 1954 Ontano 15' USGS Topographic Ouadran¢le
An inspection of this map shows several new structures on ether side of Etiwanda Ave just
' south of Miller Ave The azea immediately around the subject residence is shown to be planted in
citrus However, the vast majority of surrounding land between Etiwanda and Cucamonga appeazs
t to be grapes
' V. CITY ffiSTORICAL STI'E LIST
A review of the City of Rancho Cucamonga's List of Designated and Potential Iirstorical Sites
indicated that the address of 7938 Etiwanda Ave (APN 227-211-17) was the former home of Walter
Price Presently, the residence is listed as having Potential Local Landmazk (PLL) status
VL PROPERTY ffiSTORY
' A Introduction
Research on the Instory of the subject property was conducted at the San Bernardino County
Archives and the Feldheym Central Library Literature reviewed included Assessor's Lot Books,
' telephone directories, and local lustones Current Assessor's information was obtained from the
Fontana Distnct office of the San Bernardino County Assessor
One of the primary sources of information on the Pnce family is Robert Hickcox's A Hrstory
ofEtrwanda (1981) Tlms book wntains an excellent }ustoncal overnew of Etiwanda complete with
' farmly histories of early residents and important rnfonnation pertaimng to the social and economic
development of the area A sewnd usefirl book is Etnvcutda. The First 100 Years (1982) by members
' of the Etiwanda Histoncal Society It includes a bnef overnew of Etiwanda's history followed by
a wonderful collection of early photographs of residents, homes, and businesses of the town

1 The Etiwanda ITistoncal Society was also very helpfiil Telephone interviews were conducted
' with Ms Donna Kendrena (Duector of the Etiwanda Ihstoncal Society), Ms Mary Bermudez
(society member and school mate of Berice Pnce Bacon), and Ms Bernice Price Bacon (daughter
' of Walter and Willie Price)
' B Etiwanda Colony Lands Block X. Lot 9
As previously mentioned in Section IV, the subject property was first nllustrated on the 1883
' map of the Etiwanda Colony Lands as Lot 9 of Block "X" The earliest Assessor's Lot book
available for this portion of Etiwanda (1895-1903) indicates that Mrs M J English was the owner
' of Lots 1,2,7,8,9, and 10 between 1895-1900 Lot 9 was subsequently owned by Mrs Henrietta J
Enghsh until 1908 According to General Land Office records (certificate No 5559), Hennetta
' bought 80 acres of pubhc land (E 1/2 of the SE I/4 of Section 5, Township 1 South, Range 6 West)
from the government on October 4, 1900 (Etiwanda Hnstoncal Society 1982 41) This acreage
' would have included the 10-acres comprising Lot 9
Between 1908-1909, the subject property (Lot 9) as well as Lots 7,8, and 10 were purchased
' by Mr Orlando H Pnce Mr Pnce singulazly owned Lot 9 until 1914 at which tame he splnt the lot
m half He retained ownerslip of the N I/2 of Lot 9 while selling the S 1/2 of Lot 9 to John R
Thalman Orlando Price continued to own the five acres (N 1/2 of Lot 9) until 1920 when he
' conveyed the property to his son, Walter S Price
In 1921, property values for Walter Pnce's five acres included $750 for land and $100 for
' vines/trees However, it was in 1931 that the property listed an $800 improvement value (suggesting
the construction of a buildnng) Walter and Wnllne Price continued to own the N 1/2 of Lot 9 until
1946 when they permanently moved to the O H Price house at 6658 Etiwanda Avenue (see O H
Pnce below)
The new owners were Enoc & Dorothy O'Neal and Donald & Lons Young (each had half
interest) They held onto the property for only one short year (1946-47) before selling it to George
' and Gertrude Shobe The last available Assessor's Lot (1949-1953) show that the Shobe family
continued to own the 5 acres property (N 1/2 of Lot 9) well into the 1950's A review of City
' dnrectories indncate that George Franklin Shobe lived at the 7938 Etiwanda Avenue address between

1948-1986 Since that time, the property has changed hands several times and it is not known when
' the 5 acre property was split again Today, the 7938 Etiwanda Avenue property compnses 2 40
acres
' C Orlando H Price
' Orlando H Price was born in Iowa City, Iowa on November 11, 1865 Wlule living in
Kansas, Price met and subsequently marred Helene Davis of Stamford, Connecticut Shortly after
' starting a family, they headed west by tram and amved in Etiwanda m 1897 Initially the family
stayed in the former hotel at 13232 Langham Avenue (now Miller Ave) However, over the next
' 20 yeazs they would live in several Etiwanda homes including the W H Gilbert house (6658 Etiwanda
Ave ), the Sexton residence (7056 Etiwanda Ave ), and the Sassard property (I3ickcox 1981 98)
' O H Pnce was a rancher and owned several pazcels of land upon which he planted citrus
(oranges, Bacon 2002 pers comet) Some of his land included Lots 7,8,9 and 10 of Block "X"on
the west side of Etiwanda Ave (between I~Lller Ave and Foothill Blvd) as well as twenty acres on
the east side of Etiwanda Ave (south of Miller Ave) Orlando was active in the community and local
citrus industry He served as President of the Etiwanda Citrus Frwt Association as well as the
Etiwanda Water Company, and the Etiwanda Service Club He also worked for many yeazs on the
' Etiwanda exhibit for the San Bernardino National Orange Show One year he was awarded a medal
' for the best exlvbit of oranges Mrs Helene D Pnce was also locally active having served as
Pres~dem of the Congegational Church Woman's Group and the Parent-Teachers Association She
' also volunteered her time to the Red Cross Chapter dunng WWI (I-Lckcox 1981 99)
In 1920, the Pnce family bought the W H Gilbert home at 6558 Etiwanda Ave As the reader
may recall, this was a residence that the family had previously rented some years eazlier It would
remazn Orlando and Helene Price's home for the rest of their lives
' While living in Etiwanda, Orlando and Helene Pnce raised five children (Herbert, Walter,
Ralph, Katlileen, and Mmam) Once marred, each child received 5 acres of land The exception was
' Ralph who opted for a college education at Pomona College Walter, Kathleen and Minam would
continue to call Etiwanda then home Today, Muiam (aka Mirm Price Mueller) is the only surviving
sibling rending in Etiwanda (Bacon 2002 pers comet )

D Walter S Price
' Walter Samuel Price was the second oldest child of Orlando and Helene Pnce He was born
in Kansas in 1895 and was only two years old when Ivs family moved to Etiwanda Walter marred
' Willie Adella "Billy"Tinsley of Louisiana Her family had moved to nearby Upland Like his father,
Walter was a rancher while Willie was a nurse
' In 1920, Orlando Pnce conveyed 5 acres of land (N 1/2 of Lot 9 of Block X including the
subject property) to Ins son Walter who planted the property in lemons Ten years later, Walter and
' Willie built the subject residence at 7938 Etiwanda Ave and had three children (Bernice, Henry, and
Reed) Originally, the house was 2 bedroom, 1 bath However, they later added an extra bedroom,
' bath and enclosed the front porch
The Walter Price farruly continue to live at the 7938 Etiwanda Ave residence until 1945

VII. DESCRIPTION OF 7938 ETIWANDA AVENUE
Exarrunations of the built environment within the study area were conducted by David Van
Hom, PhD (azc}utectural historian), Laurie S White, M A ,and Robert S White (Project Director)
1 on February 14, 2002 The primary purpose of the field visit was to determine if the building could

The Walter Price residence is a single-story frame building resting on a
' Vemaculaz in style, the main house has a low pitched, cross-gabled roof with composition shingles
Rafter ends are exposed and louvered attic registers aze visible below gable peaks The exterior
' appears to be sheathed with asbestos (transite) siding wliich was popular during the 1930's and 40's
The house is basically undecorated The dominant architectural feature is an offset gabled roof sun
' porch which spans two-t}urds of the front facade (east elevation) Fenestration consists of four 8-

pane casement sashes to either side of a central 12-pane French door This porch is said to be an

Windows elsewhere in the house currently consist of aluminum sliders although ongital
' fenestration probably consisted of double-hung single-pane sashes (to Iudge by a small original
window near the extenor chimney on the south elevation) The exterior chimney is stucco covered
A gabled roof ell extends from the rear (west) elevation A cement block addition with gable roof
extends this ell further to the west Information obtained from the Fontana District Office of the
' San Bernardino County Assessor indicates that the 1284 sq ft residence currently consists of 3
bedrooms and 2 baths
' A detached, single car gazage stands southwest of the house It has a low pitched gabled roof
covered with composition shingles The garage facade, which lacks fenestration, is clad with T & G
siding A concrete patio adjoins the south side of the garage It features apost-and-lintel lattice
cover The garage and patio are late additions
VIII. CRTTERIA FOR DETERMINATIONS OF ELIGIBILITY
The residence at 7938 Etiwanda Avenue was evaluated for significance under the California
Environmental Quality Act (CEQA), and Section 2 24 090 of the City of Rancho Cucamonga

' Criterion (C) is the "architectural" criterion which posits eligibility on the basis of style or artistic
merit With consideration to Criterion (C), the building does not represent the work of a master, nor

' techniques or employ unusual building materials Furthennore, the house itself does not he in a
special setting nor does its presence create one

assessment, an Historic Resources Inventory Fonn (DPR 523A & 523B) was completed for the
' residence and subrritted to the Archaeological Information Center at the San Bernardino County
Museum (Appendix A) Therefore, no further work in conjunction with cultural resources rs
