currently provides regulations for the use of land. Prior to the adoption of
this Ordinance, th/s Council had available and reviewed a detailed study
prepared by a ccrsultant with respect to the develc~ment review process. ~he
general s~-ery of the study is that the customers (developers, business
owners, etc.) are concerned with the length of time required to cc~plete the
process. This Council hereby finds and declares its intent:
a. That the review process should be simplified without
cc~prcmising the quality of the develo[~ent.
b. To crete greater efficiency in the process to allow the
Planning C~mu~ssion to focus on broadear policy issues.
c. To maintain a process that is timely, fair, and tbarough.
2. On June 8, 1994, the Planning (h~.-ission of the City of Rancho
Cucamonga conducted a duly noticed public hearin~ ccr~ernin~ the above-
referenced amendment and, following tba conclusion thereof, adopted its
Resolution No. 94-50, reckintending that the City Council adopt these

The City Council of the City of Rancho Oramonga does hereby ordain
as follows:
SECTION 1: The City Council hereby specifically finds that all of
the facts set forth in the Recitals, Part A, of this Ordinance are true and

1. That the proposed amendment is in conformance with the General
Plan of the City of Rancho Cucamonga; and
2. That the proposed amendment is consistent with the Development
Code of the City of Rancho Cucamorr3a; and
3. That the proposed ~ does not conflict with the Land Use
Policies of the Cexmral Plan and will provide for development within the
district in a manner consistent with the General Plan and with related
development; and
4. That the proposed amendment will have no significant
envirormental impact; and
5. That the proposed amendment is consistent with the objectives of
the Industrial Area SpecifiC. plan.
SEETIG~ 3: The City COuncil of the City of Rancho Cucamonga hereby
finds that the project has been prepared and reviewed in cumpli~ with the
California [hvironmental Quality Act of 1970, as amended, and the Guidelines
prcm/lgated thereuraer, and further, specifically finds that based upon
substantial evidence, it can be seen with certainty that there is no
possibility t/~t the [=R0osed Ordinance will have a significant effect on the
environment and, therefore, the proposed Ordinance is exempt pursuant to State
CEQA Guidelines', Section 15061 (b) (3).
S~SCTION 4: The Industrial Area Specific Plan text, Part III, Table
III-1 "SumTary of Land Use Types by Subarea,,, oaL~encing on page III-5, is
hereby amended to read as attached, and all lists of permitte~ and
conditionally permitted uses in Part IV, Subarea Development Standards are
hobby a Mingly.
SECT/C~ 5: Part III, Table III-2, Subsection D, page III-14, the
definition for "Enterta~,, is hereby eunended to read as follows:
Entertainment: Activities typically include, but
e~clud~ adult e~tartaim~e~t, within an enclosed
building to assembled groups of spectators or
participants, as well as activities typically
perfo_rme~_~ at private and non-profit clubs and
ledges. Uses typically include, bat are not limited
to: dance halls, motion picture theaters, and
