CALL TO ORDER A special meeting of the Rancho Cucamonga City Council and Redevelopment Agency was held on Wednesday, October 17, 2007, in the Tri Communities Room at the Civic Center located at 10500 Civic Center Drive, Rancho Cucamonga, California. Mayor/Chairman Kurth called the meeting to order at 3:13 p.m. Present were Councilmembers/Agencymembers: Rex Gutierrez; L. Dennis Michael, Sam Spagnolo, Mayor Pro Tem/Vice Chairman Diane Williams, and Mayor/Chairman Donald J. Kurth, M.D. Also present were: Pamela Easter, Assistant City Manager; Linda D. Daniels, Redevelopment Director; Tranda Drumwright, Housing Projects Manager; Jay Reynolds, RDA Analyst II; Mahdi Aluzri, Deputy City Manager/Community Development; James Troyer, Planning Director; and Debra J. Adams, City Clerk/Assistant Secretary. X , B. PUBLIC COMMUNICATIONS No communication was made from the public. C. ITEM(S) OF BUSINESS Item C2 was discussed first. The minutes will remain in agenda order. Ct. WORKFORCE HOUSING MARKETING STRATEGY A staff report was given by Tranda Drumwright, Housing Projects Manager. Mayor Pro Tem/Vice Chairman Williams left the meeting at 3:55 p.m. MOTION: Moved by Spagnolo, seconded by Michael to approve staff's recommendation. Motion carried unanimously 4-0-1 (Williams absent). C2. CONSIDERATION OF THE HOUSING SUBCOMMITTEE'S RECOMMENDATIONS REGARDING A PROPOSED INCLUSIONARY WORKFORCE HOUSING ORDINANCE A staff report was presented by Linda D. Daniels, Redevelopment Director. She stated the Subcommittee consisted of Councilmembers Sam Spagnolo and Dennis Michael. The Council/Agency asked questions regarding this Special City Council/Redevelopment Agency Meeting October 17, 2007 Page 2 Mayor/Chairman Kurth asked what the Housing Subcommittee members felt about this and if they supported it. Councilmember/Boardmember Gutierrez stated he does support this. Councilmember/Boardmember Michael felt this is a good thing and that if the City doesn't do something to meet the affordable housing requirements set by the state, there might be more drastic measures taken. MOTION: Moved by Spagnolo, seconded by Williams to continue with the process of developing the Inclusionary Workforce Housing Ordinance, and that an interim practice of implementing the concept of the Ordinance be applied if a project is submitted before the Ordinance is in affect.
