SPECIFICATIONS ANO ESTIMATES.
It is recommended that City Council approve an appropriation of 5120,000 from
Fund 24-"State Transportation Program" for the construction of traffic signals
and safety lighting at the intersection of Archibald Avenue and 8th Street and
approve the attached resolution authorizing the City Clerk to advertl5e the
"Notice Inviting Bids" pending Caltrans approval of plans, specifications and
estimates.
B11CIC6ROU10/ANALYSIS
In June 1992, application was made throwgh Caltrans for 100`6 funding in the
Hazard Elimination Safety (NES) Program of the Surface Transportation Program
(STP) of the 1991 ISTEA to construct traffic signals and safety lighting at
the intersection of Archibald Avenue and 8th Street. The protect also
Includes installation of railroad and emergency vehicle preemption as Weil as
minor modifications to existing signing and striping.
In December 1992, we were notified the project had been accepted and it was on
the approved list. Along with the acceptance inforawtlon came a request to
complete and submit a cost estimate and a request Por the required field
rev/ew. That was done along with the submittal of Categorical Exemption
environmental documentation. At the same time, a request was submitted to
SANBAG to change the funding source for the protect from the former TDA,
Article 8 to STP (HES) funds so the RT1P (Regional Transportation Improvement
Program) would confona to federal requirements.
In May 1993, Caltrans Locai Streets and Roads conducted the field review that
is required before plans can be submitted to Caltrans for approval and later
bidding by the City. Plans, speclficatlons and estimates have been submitted

to Cal trans and advertising for bids should commence 1n mid to late October
1993 with a construction contract awarded by Decemiber 30, 1993.
STP (HES) funds will reimburse any funds spent up to the grant amount of
f120,000. No additional funds are anticipated to be needed for this protect
beyond what has already been budgeted for salaries and benefits and this
appropriation will not impact any protects City Council previously approved in
the FY 93/94 Budget.

RECOMMENDATION
It is recommended that the City Council authorize staff to solicit proposals, RFP's
(Request for Proposals) for a comprehensive municipal computer system.

The City currently has seven multi-user minicomputer systems in use. These
systems areas follows:
Prime 4150 This system is used for the City Clerk Indexing Systems, several
Community Services systems, Special District Systems, some
minor Engineering Systems, the City's Geographic Information
System and for running most of the City's Financial Systems.
NCR Tower This system is used by the Community Services Department for
class registration and word processing.
Compaq/UND( This system is used for Business Lirensing,
Wang 2200 There are two Wang 2200 systems used to process payroll for the
City.
NBI OASys There are two NBI systems used for Word Processing by multiple
departments throughout the City.
The City also has almost 200 personal computer systems, both IBM compatible and
Apple Macintosh. Many of these are extremely old and cannot run current levels of
applications. There is no networking between any of these systems, resulting in
higher costs for software and requiring a great deal of manual involvement to
transfer data between systems.

Over the last several years, staff has been working with a consulting firm, Kerry
Consulting Group (KCG), to conduct an Internal Needs Assessment. The
assessment would lead to the development of a Request for Proposal for a
comprehensive municipal computer system to replace the above systems, and
address the City's future computer needs for the next five years.
Major reasons for replacing the minicomputer systems include:
o With the exception of the Compaq/UNIX system, all of the computer
hardware is obsolete. This results in increased costs for maintenance and
operation, unacceptable downtime, and support problems for vendors and
City staff.
o There is no direct linkage between the systems. Data transfer is clumsy and
difficult using PC's as intermediate devices, or may not exist at all. Much of
the software is old and not "user friendly" with long learning curves.
Retraining of staff is necessary as users move from department to
department.
o Utilization of all of the systems, except the Wang, is beyond the design limits
of the systems. This results in unacceptable response time and increased
downtime because of heavy demands put nn the systems by City staff.
o Because of the age of the systems, new software is nonexistent, and support of
old software is limited.
o The availability of parts is becoming a concern. NCR was acquired by AT&T
last year. NBI and Wang are currently struggling financially and there are
concerns over Prime's ability to continue in business. Prime has publicly
stated that they are getting out of the computer hardware business in the next
three to four years. In our recent attempts to find a replacement for a
defective disk drive, Prime declined to provide a bid.
RR NT STAT
Working with the consultant, City staff has prepared an RFP for a new computer
system. In the preparation of the RFP, all computer systems necessary for the next
five years were evaluated. After this information was gathered, the most critical
systems (hardware and software) for replacement were identified and included in
the RFP. This RFP is now complete and available for review.

RFP METHODOLOGY
The plan for the procurement of the computer system is to use the procedure in the
City's purchasing code described as "competitive negotiation." The procedure is as
follows:
o !f the Council approves the staff report on September I5, 1993, a letter will be
mailed to all interested vendors inviting them to participate. Interested
vendors will be required to pay $50.00 for copying and shipping a copy of the
RFP. This is being done due to the size of the RFP, almost 400 pages.
o A bidders conference will be held on October 5, 1993, to answer any vendor
questions and vendors will be permitted until October 28, 1993, to complete
the response packet. Vendors will be encouraged to complete an electronic
(diskette) version of the response packet as this will enable faster analysis of
the responses.
The MiS Division will perform an initial evaluation of the RFP's for
responsiveness, responsibility, and value. As part of this process, references
are checked, the proposal is scored according to how many of the City's
requirements the vendor is able to meet, and the vendors will be ranked. The
scoring is weighted so that low cost with minimal functionality will result in
a lower overall score. Cost analysis will include the cost of the system
hardware and software, and five years maintenance. A short list of vendors is
expected to be ready by November 17,1993.
o Beginning in mid-November, City staff will conduct site visits, attend vendor
presentations, and evaluate the leading responses. By January 20, 1994, it is
anticipated a final selection can be made.
o The last step in the RFP process is to prepare a staff report and acquisition
recommendation for the February 16, 1994, Council meeting. If approved,
equipment installat'on could begin almost immediately afterward.
It is difficult to assess cost for the acquisition of a new computer system.
Nonetheless, the Redevelopment Agency has budgeted $600,000 for the system,
Staff will assess the acquisition from several vantage points: outright purchase,

lease-purchase, and lease. The most benefidal and economic acquisition procedure
will be recommended to the City Council after careful evaluation of all options.
SUMMARY
The City needs a new computer system very badly. The task of generating the
computer system RFP has taken over two years, and involved representatives from
every department in the City. The document represents a significant technical
challenge for both the City and for the vendor community. In making an awazd for
the new computer system, it is incumbent upon the City to implement the new
system in anon-disruptive manner, making best use of the Eunds available to
acquire a system that will serve the City over both the long and the short term

SPECIAL COVENANTS OR REMARItS
1. All maintenance, involving the physical condition and the
~~operation of the improvements, referred to in Article VI
MAINTENANCE of the aforementioned Master Agreement will be
performed by the Local Agency at regular intervals or as required
for efficient operation of the completed improvements.
2. The Local Agency will advertise, award, and administer this
project and will obtain the State's concurrence prior to
either award or rejection of the contract.
3. The Local Agency agrees the payment of Federal funds will be
limited to the amounts approved by the Federal Mighway
Administration in the Federal-Aid Project Agreement (PR-2)/Detail
Estimate, or its modification (PR-2A) or the F4M-76, and accepts
any increases in Local Agency funds as shown on the Finance or
Bid Letter or its modification as prepared by the Division of
Local Streets and Roads.
4. In executing this Program Supplemental Agreement, Local
Agency hereby reaffirms the ^Nondisorimination Assurances"
contained in the aforementioned Master Agreement for
Federal-Aid Program.
5. Whenever the local agency uses a consultant on a cost plus basis,
the local agency is required to submit a post audit report cover-
ing the allowability of cost payments for each individual consul-
tant or sub-contractor incurring over $25,000 on the project.
The audit report must state the applicable cost principles utili-
2ed by the auditor in determining allowable costs es referenced in

the allowab111ty of cost payments for each individual consultant or

SUBJECT: CONTRACTED SERVICE FOR FOUNDERS DAY PARADE
StaPt recommends that the City Council approve the contract
with World Wide Spectaculars, Inc., d.b.a. Pageantry
Productions, to produce the Founder's Day Parade in the amount
of $6,851.77.
For the past thirteen years the City has sponsored the Founders
Day Parade. For the last three years the City has contracted
with Pageantry Productions to organize various parade
tunctions. These functions include trophies, dignitary
vehicles, printing and mailing and processing of applications,
organizing the parade line-up, and writing the announcing
script.
Last year some specific problems occurred primarily relating to
the judges and long gape in the Perada. SteLP has mat with
Pageantry to evaluate and develop recommendations to enhance
the 1993 Founder's Day Parade & Celebration.
The teak of taking nearly 2,000 people anfl putting them in en
organized parade line-up, asking them to perform and entertain,
and yet do so without gaps ie the main challenge of organizing
any parade. This challenge is magnified when children era
asked to march along and keep in step with older youth and
adults.

Tha following ie a summary oP proposed changes to mitigate
problems experienced lest year and to enhance the Parade:
1) It ie recommended that the format in the Parade be
nodlPied by having the non-co~etitive community/youth
group entries precede the Parade. Tha Parade would
start at 9:30 a.n. and involve those community groups,
organizations and schools who want to march or have
vehicles in the Parade but are not of a competitive
nature requiring judging standards. These groups would
not be judged, but would receive a parade participation
ribbon.
This would keep a steady pace down the Paxeda route
thereby reducing gape Sn the Parade. Staff hopes this
also aedreeeea the long wait between cheek-Sn and the
time when the children aalk down the Parade route. in
the past this welt could be two hours. Hopefully, with
this change the wait would be an hour or lees.
Additionally, community participants would ba able to
watch and enjoy the rest of the Parade after their
procession. This parafle format was successfully
instituted by the City of Huntington Beach in their 1993
4th of July Parade.
2) The Parade route will end on the east aide of Archibald,
thereby making the Parade two tonthe of a nila shorter.
Disbanding would occur from Archibald to Ramona.
3) The entry deadline of October 22nd will be strictly
enforced. Accepting applicntions attar the deafllina
adds to the overcrowding o! the Parade, staff will
monitor application entries with Pageantry and assist
witY. contacting and reminding community groups of the
entry application deafllina.
6) It is proposed that a $200 cash prize ba awarded to the
entry which performs at the three announcing stages and
really gets the crowd into the spirit of the Pnrada.
This recommendation is intended to anaournga the
entertainment value of the Parade. Staff Ss currently
negotiating with a local business to fund this nward.

5) All judgee will ba under contract with Pageantry,
therefore allowing Pageantry to have total control or
the judgee. This has nat occurred during the last three
years. Stott has voiced their displeasure about last
year's judging to the southern California School Band
and Orchestra Association who ware in charge, informed
them that the type of delays which they created last
year would not be tolerated, and that the Judy+lnq would
ba contraoted through Pageantry who would have the final
word on their judging processes.
6) The Parade awards will ba made end incorporated in the
new afternoon Poundar'a Day Celebration to ba held at
the Adult Sports Park.
Numerous meetings were held between Community Bervlcam staff
and Pageantry repraeantativas to tuily critique and develop
recommendations to eliminate past concerns and to improve end
enhance the upcoming Founder's Day Parade and Celebration.

result in n successful and enjoyable common tty parade and

agreement for an amount not to exceed ST,000 to perform an appraisal o[
proposed Assessment District 93-3 (Foothill Marketplace). This agreement is to
be funded entirely by the properly owner and will not affect the geoeral fund.
It is necessary to have a current appraisal of this District prior to selling
bonds to cover the costs of the public facilities that have been built. An
appraisal is necessary because under the Mello-Roos Community Facilities Act,
the security for the bonds is the land in the District. This appraisal will be
used to establish the land value against which the proposed indebtedness of
the bonds will be weighed. This appraisal is part of our full disclosure to any
potential investors who will buy the proposed bonds.
The cost of this appraisal is being paid for by the properly owner. The cost of
this appraisal will not have an impact on the general fund.

ex-officio the Administrator of ApPrenttceshlp, San Francisco, Callfornla, or
from the Division of apprenticeship Standards and its branch offices.
Eight (8) hours of labor shall constitute a legal day's work for all
workmen employed to the execution of this contract and the Contractor and any
subcontractor under him shall comply with and be governed by the laws of the
State of California having to do with working hours as set forth in Division
2, Part 7, Chapter 1, Article 3 of the Labor Code of the State of Callfornla
as amended.
The Contractor shall forfeit, as a penalty to the city of Rancho
Cucamonga, twenty-flue dollars (525.00) for each laborer, workmen, or mechanic
employed in the execution of the contract, by him or any subcontractor under
him, upon any of the work herelnbefore mentioned, for each calendar day during
which said laborer, workman, or mechanic 1s required or pensitted to labor
more than eight (8) hours in violation of said Labor Cade.
Contractor agrees to pay travel and subsistence pay t0 each workman
needed to execute the work required by this contract as such travel and
subsistence payments are deftned in the applicable collective bargaining
agreement flied 1n accordance with Labor Code Section 17773.8.
The bidder must submit with his proposal, cash, cashier's check,
certified check, or bidder's bond, payable to the Gity of Rancho Cucamonga for
an amount equal to at least ten percent (l0i of the amount of said bid as a
guarantee that the bidder will enter Into the proposed contract 1f the same is
awarded to him, and to event of failure to enter into such contract said cash,
cashier's check, certified check, or bond shall become the property of the
City of Rancho Cucamonga.
If the City of Rancho Cucamonga awards the contract to the next
lowest bidder, the amount of the lowest bidder's security shall be applied by
the City of Rancho Cucamonga to the difference between Lhe low bid and the
second lowest bid, and the surplus, is' any shall be returned to the Lowest
bidder.
The amount of the bond to be given to secure a faithful performance
of the contract for said work shall be one hundred percent (100f) of the
contract price thereof, and an additional bond in an amount equal to one
hundred percent (100f) of the contract price for said work shall be given to
secure the payment of claims for any materials or supplies furnished for the
performance of the work contracted to be done by the Contractor, or any work
or labor of any kind done thereon, and the Contractor will also be required to
furnish a certificate that he carries compensation insurance covering his
employees upon work to be done under contract which may be entered Into
between him and the said City of Rancho Cucamonga for the construction of said
work.
No proposal will be considered from a Contractor to whom a proposal
form has not been issued by the City of Rancho Cucamonga.
Contractor shall possess any and all contractors licenses, in form
and class as required by aAy and all applicable laws with respect to any and
all of the work to be performed under this contract; including but not limited
to a Ciass "A' License (General Engineering Contractor) 1n accordance with the
provisions of the Contractor's License Law (California Business and Profes-
sions Code, Section 7000 et. seq.) and rules and regulation adopted pursuant
thereto.
The Contractor, pursuant to the 'California Business and Professions
Code", Section 7028.15, shall indicate his or her State Lteense Number on the
bid, together with the expiration date, and be signed Dy the Contractor
declaring, under penalty of perjury, that the inforswtion being provided is
true and correct.
The work 1s to be done in accordance with the ppraffles, plans, and
spectflcattons of the City of Rancho Cucamonga on file 1n the Office of the
City Clerk at 10500 Civic Center Drive, Rancho Cucamonga, California. Cop1~.
of the plans and speclficatlons, available at the office of the Clty Engineer,
will be furnished upon application to the City of Rancho Cucamonga and payment
of f35.00 (THIRTY FIVE), said :35.00 (THIRTY FIYE) is nonrefundable.
Upon written request by the bidder, copies of the plans and
specifications will De walled when said request is accompanied by payment
stlpuiated above, together with an additional nonreimbursable payment of
515.00 (FIFTEEN DOLLARS) to cover the cost of walling charges and overhead.
The successful bidder will be required to enter Into a contract
satisfactory to the City of Rarh;ho Cucamonga.
In accordance with the requirements of Section 9-3.2 of the General
Provisions, as set forth in the Plans and Speclflcattons regarding the work
contracted to be done by the Contractor, the Contractor may, upon the
Contractor's request and at the Contractor's sole cost and expense, substitute

authorized securities in 11eu of apples withheld (performance retention).
The City of Rancho Cucaapnga, California, reserves the right to
reject any or all bids.
