Scott Murphy February 10, 1993 DEVELOPMENT REVIEW 93-03 - FOOTHILL MARKETPLACE PARTNERS - A request to construct approximately 88,000 square feet of retail space within a previously approved commercial retail center in the Regional Related Commercial designation (Subarea 4) of the Foothill Boulevard Specific Plan, located south of Foothill Boulevard, east of 1-15 - APN: 229-031- 41. Back~:jround On January 19, 1993, the Planning Commission conducted a workshop to review the eastern phase of Foothill Marketplace, a 60 acre commercial retail center. The Commission noted that tremendous improvements had been made in the design of the buildings and, with some minor revisions to the major tenant entries, found the design acceptable. As a result, the project has been scheduled for the February 24, 1993, Planning Commission meeting. Staff C(~nts: The following comments are intended to provide an outline for Commission discussion. General The applicant is now proposing to construct the western phase of the development encompassing roughly 88,000 square feet. As can be seen, the western phase design has changed dramatically from the original design submitted with the Master Plan. This phase will be anchored by Sports Chalet and Circuit City occupying 36,000 and 33,000 square feet, respectively, instead of the four tenants ranging from 22,000 to 27,000 square feet. The amount of shop space has increased to offset the loss of the intermediate tenant space. The building orientations have also changed to eliminate the .. triangular shop building at the southwest corner of the site. The new building layout provides a much better orientation to the parking area and the freeway. Site Plan 1. The original circulation design provided a "collector road" that extended across the north and west sides of Pad 9 and continued south to a "T" intersection at the shopfront. A focal tower was provided at the terminus of the collector. While the collector no longer extends to the buildings, the applicant is proposing a focal point in the form of intensified landscaping. The landscaping will be raised/be rmed at an angle to be visible from the drive aisle. This new "T" intersection, however, creates unusual traffic movements to the west because of the curves in the aisle to meet the "T." Staff suggests either smoothing out the curves or continuing the collector to the buildings to minimize the conflicts. 2 · With the modifications to the tenant mix, substantial revisions have occurred to the site plan. While staff feels that the overall orientation is better than the previous designs, the location of a large amount of parking at the far southwest corner of the site is of concern. With no entry for Sports Chalet at the side or rear of the building, these parking spaces will be underutilized and could result in a parking problem at the front of the building. 3. A stronger connection should be created between Wal-Mart and the western phase of the project. This may be accomplished through landscaping or architectural treatment to draw the eye across the site. 4 · As with the eastern phase, decorative paving should be provided at the entries to the intermediate tenants. 5. The three parking spaces along the north side of Circuit City should be relocated, possibly to the east side of the building. This will maintain the clear access across the buildings · Architecture 1 · Comments expressed at the workshop on the eastern phase identified the lack of richness in detail and proportions of the major tenants that were present on the shop buildings. Staff feels that similar concerns are present with the front elevation of Circuit City. 2 · Variation should be provided in the shopfront design to eliminate the straight plane as was suggested at previous workshops and as was done with the eastern phase. 3 The cornice/trim detail provided at the northeast corner of Circuit City and the southwest corner of Sports Chalet seem overly simplistic in light of the pre formed cornice/eave detail used at all other locations. Staff suggests the use of the preformed cornice at these locations as well. -2- 4. On the rear elevation of Sports Chalet, the precast cornice detail appears to stop short at building corners and a plain wall is provided. Staff suggests the continuation of the cornice. Freeway Visibility 1. In order to provide a more appealing elevation toward the freeway, the applicant has provided additional landscaping within the parking area and upgraded architecture along the rear of Sports Chalet. The east side of Sports Chalet includes a screen wall with landscaping. The shop buildings, while providing simple rear elevations, are pushed north to be screened by Sports Chalet from the freeway. Also, the height of Sports Chalet further screens the shop buildings. The only freeway visibility of the shop buildings would occur quite some distance south of the site. 2. To ensure adequate screening of the roof mounted equipment, line-of-sight drawings should be provided. Phasing With the approval of the integral art concepts, the Commission approved the use of four murals within the center, two in the eastern phase and two in the western phase. Also, the medallions were to be used in the western phase. With this proposal, the applicant is only identifying one mural location. As a result, revised plans should be submitted identifying the other mural and medallion locations. At this time we are only considering locations, with the final designs being reviewed at a subsequent workshop. Possible locations might be where the shop buildings meet the major tenants. The murals could be placed within a recessed arch element that is consistent with the underside of the shop canopy. Landsca~in~ 1. As was discussed with the applicant during the eastern phase review, staff should work with the applicant to achieve clustering of trees along the shopfront to avoid obstruction of sign bands.
