The City Council of the City of Rancho Cucamonga DOES HBREBY C83AIN
Section 1. Need for and Establishment of a ~Pub_!ic MUnicipa~
The City of Rancho C~ b,~- determ"i_rM~_ that the
public interest. necessity, amvenienoe and general welfare of the City of
Rancho Ow~m~r3a requires a public municipal li/x~ry.
~he City of Ranc~o ~ b~- deterre/ned that a
mmicipal lih-ary should be established in the City of Rancho
pursuant to ~ucation Code Section 18900 et seq.; and the City of
~ has withdrawn from participation in the San Bernazdino County Free
tjb~ary System pursuant to Title I, Division 1 Chapter 6, Article 1 of the
Education Code, which was a necessary prere~fi~ite to the establishment of a
public ~unicipal li/xary pursuant to Title I, Division 1, (Japter 5, Article 1
of the Bducation Code.
Therefore. a public mnicipal likrary is hereby
established in and for the City of Rancho O~wr~nngnga purusuant to Section 1800
et seq. of the Bducation Code in order to adequately provide for the present
and future neeis of the residents of the City of Rancho (~.
Section 2. Envirormental Assessment
In addition to the foregoing, the City Council finds and
determ{-~ that it can be seen with certainty that there is no poesibility
that the adoption and implementation of the Ordinance will have a significar~:
Section 3- Oraanization of Public Municipal
~he public mmicipal library shall be known as the
'~qanc~o O~v~3~,_ Public
The public libra7 shall be ~,aged by a Board of
Library Trustees, c~lsisting of five (5) m~m~rs, to be appointed by the Mayor
and the City Cuuncil. ~he trustaes shall hold office for three (3) years, and
The Board of Lii=ary Trustees shall meet at least crrm a
month at such times and places as they may set by resolution. At such meeting
the Board shall cause a proper retard of its prooeec~ to be ke~t.
Board shall also appoint ~le of its members President, who shall serve for

Section 4 Board of r.i hrary Trustees - Powers and Duti~.
1he Board of rH~,-r~ry Trustees shall have the powers,
duties and authorities now and hereafter provided for by ~ducation Code
Section 18900 et seq.
Section 5. Publication
The Mayor shall sign this Or~ and the City Clerk
shall cause the same to be published within fifteen (15) days after its
passage at least once in the Inland Vallev DailV Bulletin, a newspaper of
general circulation published in the City of Ontario, California, and
circulated in the City of Rancho Cucamonga, California.
