AN ORDINANCE OF THE CITY OOUNCIL OF THE CITY OF RAN(~O

A. Recitals.
(i) On April 24 and continued to May 8, June 12, July 10, August 14,
A~J~st 22, and September 11, 1991, the Planning O;=..-~sion of the City of
Rancho Cucamonga conducted duly noticed public hearings with respect to the
above-referenced Victoria Planned C~L=,unity Amendment. Following the conclu-
sion of said public hearing on September 11, 1991, the Planning Cammission
adopted Resolution No. 91-136, thereby rec~L=~ that the City Cour~il
adopt Victoria Planned C~m~unity Amendment No. 91-02.
(ii) On September 11, 1991, the City Council of the City of Rancho
Cucamonga conducted a duly noticed public hearing and concluded said hearing
prior to its adoption of this Ordinance.
(iii) All legal prerequisites prior to the adoption of this
Ordinance have occurred.
NCW, THEREFORE, the City Council of the City of Rancho Cucamonga does
hereby ordain as follows:
S~'T/ON 1: Tnis Council hereby specifies and finds that all of the
facts set forth in the Recitals, Part A, of the Ordinance are true and
SBET/GN 2: This Council hereby finds and certifies that the project
has been reviewed and ccrsidered in cc~pliance with the California Environ-
mental Quality Act of 1970, and further, this Council hereby issues a Negative
Declaration.
SECTION 3: The Rancho Cucamonga City COuncil finds as follows:
a)
Tnat the Planning Ccemission of the City of Rancho Cucamonga,
following a public hearing held in the time and manner pre-
scribed by law, recommended approval of the C~m, unity Plan text
amendment hereinafter described to the City Council. This City
Council has held a public hearing in the time and manner pre-
scribed by law and duly heard and considered said reo~tmer~a-
tion.
b)
That this Ccemunity Plan text amendment is consistent with the
General Plan of the City of Rancho Cucamonga.

c)
That this C~tmunity Plan text ~ is consistent with the
Development Code of the City of Rancho Cucamonga.
d)
That this C~t.tunity Plan text amendment will have no significant
environmental impact as provided in the Negative Declaration
filed herein.
SECTION 4: The City Council of the City of Rancho Cucamonga hereby
approves Victoria Planned Oat,.tunity Amendment 91-02 as follows:
a)
The Victoria C~am~unity Plan text, Part III, Section I, Regula-
tions and Standards for Development, subsection "Residential
Design Guidelines Medium Density Residential" c~u~encing on page
224, is hereby amended, in part, to read as attached hereto and
incorporated herein by this refereax~.
b)
The Victoria Oam~unity Plan text, Part III, Section I, Regula-
tions and Stardards for Development, subsection "Cluster and
Innovative Housing Setbacks," cc~u~encing on page 225, is hereby
areerred in part, to read as attached hereto and incorporated
herein by this reference.
c)
The Victoria C,..a~,,Lu3nity Plan text, Part III, Section I, Regula-
tions and ~ for Development, subsection "Residential
Development Standards Medium High Density Residential,"
c~mencing on page 229, is hereby amended, in part, to read as
attached hereto and incorporated herein by this reference.
d)
The Victoria C~t. tunity Plan text, Part III, Section I, Regula-
tions and Standards for Development Stardards, subsection
"Cluster Housing Setbacks," c~,a~encing on page 231 is hereby
amended to read as attached hereto and incorporated herein by
this reference.
e)
The Victoria C~m,,unity Plan text, Part III, Section I, Regula-
tions and Standards for Development, subsection "Residential
Development Standards High Density Residential, ', ccmmmncing on
page 232, is hereby amended, in part, to read as attached hereto
and incorporated herein by this reference.
f)
The Victoria C~,munity Plan text, Part III, Section I, Regula-
tions and Standards for Development, sukeection "Cluster Housing
Setbacks,fi COkLILterZCir~ on page 233 is hereby amended to read as
attached hereto and incorporated herein by reference.
S1~CF/ON 5: The provisions of this Ordinance shall not apply to those
residential subdivisions wherein a Tentative Map and/or Design Review has been
approved prior to the effective date of this Ordinance. The approval shall
include the time extention as allowed by Section 17.02. 100 of the Development
Code and as modified frc~ time to time.

SECTION 6: The Mayor shall sign this Ordinance and the City Clerk
shall cause tb~ same to he published within fifteen (15) days after its
passage at least once in the Inland Valley Daily Bulletin, a newspaper of
general circulation published in the City of Ontario, California, and
circulated in the City of Rancho Cucamonga, California.

Medium Density Residential (" M" Land Use Plan Designation }:
Land designated as Medium Density Residential is intended for residential
develo ment that ranges from 8 to 14 dwelling units per adjusted gross acre.
The foFlowing regulations are applicable for these areas:
a Use Pevrnltted: detached or attached residential dwellings not
exceeding fourteen dwellings per adjusted gross acre. including . but
not ILrnlted to:
Single family dwellings - attached or detached , including. but not
limited to townhouRs, triplexes. fourplexes, and condomlniums.

Site Development Standards:
Cluster housing.
(a) Building site area: 3 acres minimum,
(b) Building site coverage: As permitted by required setbacks
and private open space
(c) Building setbacks: See bufiding setback diagrams on the
following page for typical setbacks.
(d) Building separation: The standards from the Rancho
Cucamonga Development Code shall apply.
Bufiding height: 40 feet maximum.
Bufidtng site width and depth: As permitted by required
setbacks.

{f) Building site width and depth: As permitted by required
setbacks.
(g) Private open space: 300 sq. ft. minimum.
The above site development standards apply to projects which are deemed
Lnnovatlve, Innovation in single ramfly development means providing creaUve design
solutions which address the critical concerns of neighborhood compatibility, density
transition, and design quality. Innovative projects are characterized by an attractive
streetscape which is not monotonous, nor is the street scene dominated by
asphalt/concrete, garages, and cars. Innovative design means finding creative ways to
create well-designed space, particularly usable yard space.

Medium High Density Residential ( "MH" Land Use Plan Designation ):
Land dest nated as Medium High Densi Residential housing is intended for
residentli~ development that ranges ~rom 14 to 24 dwelling units per
adjusted gross acre. The following regulations are applicable for these areas:
a Use Permitted:
I. Multiple-family dwellings , including, but not limited to
apartment projects, condominium projects, and cooperativ~
apartment projects.

with surrounding neighborhood through providing proper transition of
