AN ORDn~ANCE OF THE CITY COUNCIL OF THE CITY OF RANC~O
CUCAMONGA, CALIFORNIA, APPROVING TERRA VISTA ~
PLAN AM~qEMEM[ 91-01, ESTABLISHING CERTAIN STREETSCAPE
AND SITE DESIGN STANDARDS CONSI~ WITH THE ~
BOULEVARD SPFLIFIC PLAN FOR THAT PORT/ON OF FOOTHILL
A. Recitals..
(i) On July 10, 1991, the Planning C~a~aasion of the City of Rancho
Cucamonga conducted a duly noticed public hearing with respect to the above
referenced Tetra Vista C~unity Plan ~. Following the conclusion of
said public hearing, the Planning Ccemission adopted its Resolution No. 91-96,
thereby reckmending that the City Council adopt Terra Vista Community Plan
Amendment No. 91-01.
(ii) On September 18, 1991, the City Council of the City of Rancho
Cucamonga conducted a duly noticed public hearing and concluded said hearing
prior to its adoption of this Ordinance.
(iii) All legal prerequisites prior to the adoption of this
Resolution have occurred.

NOW, THEREFORE, the City Council of the City of Rancho Cucamonga does
hereby ordain as follows:
SECT/ON 1: This Council hereby specifies and finds that all of the
facts set forth in the Recitals, Part A, of this Ordinance are true and
S~CTION 2: Based upon substantial evidence presented to this Council
during the above-refere-Eed public hearing on September 18, 1991, including
written and oral staff reports, together with public testimony, this Council
hereby specifically finds as follows:
(a) The amendment pertains to property fronting on Foothill
Boulevard within the Terra Vista Planned Oa~u~unity; and
(b) The amendment will "tie" together the visual aspects of
Foothill Boulevard as a major c~ercial corridor through the implementation
of streetscape and site design standards consistent with the Foothill
Boulevard Specific Plan areas located to the east and west of the Tetra Vista
(c) The amendment will maintain the same uses that are
currently permitted or conditionally permitted under the provisions of the
Tetra Vista C~.unity Plan.

SECTION 3: Based upon substantial evidence presented to this Council
during the above-referenced public hearing and upon the specific findings of
facts set forth in paragraphs 1 and 2 above, this Council hereby finds and
concludes as follows:
(a) That the Amendment will provide for development of a
con~rehensively planned urban community within the District that is superior
to development otherwise allowable under alternate regulations; and
(b) That the Amendment will provide for development within the
District in a manner consistent with the General Plan and with related
development and growth management policies of the City; and
(c) That the Amendment will provide for the construction,
improvement, or extension of transportation facilities, public utilities, and
public services required by development within the District.
S~CTION 4: This Council hereby finds that the project has been
reviewed and considered in compliance with the California Environmental
Quality Act of 1970 and, further, this Council hereby issues a Negative
Declaration.
SECTION 5: Based upon the findings and conclusions set forth in
paragraphs 1, 2, 3, and 4 above, this Council hereby ordains that pursuant to
Section 65850 to 65855 of the California Government Code, the City Council of
the City of Rancho Cucamonga hereby approves Tetra Vista Community Plan
Amendment 91-01 by adding the Foothill Boulevard Design Supplement, as
attached in "Exhibit A" of the staff report.
SECTION 6: The City Clerk shall certify the adoption of this
Ordinance.
SECTION 7: The Mayor shall sign this Ordinance and the City Clerk
shall cause the same to be published within fifteen (15) days after the
passage at least once in the Inland Valley Daily Bulletin, a newspaper of
general circulation published in the City of Ontario, California, and
circulation in the City of Rancho Cucamonga, California.
