(Aprvd 4-0-1/Wright) ORDINANCE NO. 450 AN ORDINANCE OF THE CITY OOUNCIL OF THE CITY OF RANC~O CUCAMDNGA, CALIFORNIA, APP~OV/NG ETIWAN[R SPECIFIC PLAN ~ 91-03, SUBAREA 1, AM~qDM THE ETIWRNDA SPECIFIC PLAN LAND USE MAP F~CM MBDILM RESID~qT/AL (8-14 DWRLI.TNG UNITS PER ACRE) TO LOW M~DIlM RESID~NIIAL (4-8 E~n~.LTNG UNITS PER ACRE) FOR ~XIMATELY 27.89 ACRES OF LAND BORDERED ON THE NORTHWEST BY THE ONTARIO (I-15) FRN~AY, ON THE EAST BY ETIWANDA AV~qUE AND EXISTING LOW MEDiIM RESID~fIAL DESI~ LAND, AND ON THE SOUTH BY APN: 227-211-02, 04, 05, 09, 10, 15, 20, AND 29. A. Recitals. (i) On July 6, 1983, The City Council of the City of Rancho Cucamonga approved the enactment of the Regulatory Provisions of the Etiwanda Specific Plan through the adoption of Ordinance No. 203. (ii) On March 16, 1991, the City of Ram_ho Cucamonga filed an application for Etiwanda Specific Plan Amendment No. 91-03 as described in tba title of this Ordinance. Hereinafter in this Ordinance, the subject Etiwanda Specific Plan Amendment is referred to as "the application." (iii) On May 22, and continued to May 29, 1991, the Planning C~,uLassion of the City of Rancho Cucamonga conducted duly noticed public hearings on the application and follc~ing the conclusion of said public hearings, made no reoaL.~e3x~tion to the City Council. (iv) On July 17, 1991, the City Council of the City of Rancho Cucamonga held a duly noticed public hearing and concluded said hearing prior to its adoption of this Ordinance. (iii) All legal prerequisites prior to the adoption of this Ordinance have occurred. Ordinance. The City Council of the City of Rancho Cucamonga does hereby ordain as follows: 1. This Council hereby specifically finds that all of the facts set forth in the Recitals, Part A, of this Ordinance are true and correct. 2. Based upon substantial evidenc~ presented to this Council during the above-referenced public hearing on July 17, 1991, including written and oral staff reports, together with public testimony, this Council hereby specifically finds as follows: Ordinance No. 450 Page 2 (a) This amendment does not conflict with the land Use Policies of the General Plan and of the Etiwanda Specific Plan and will provide for development, within the district, in a manner consistent with the General Plan and with related development; and (b) Ibis ~t does prceote the goals and objectives of the Land Use Element; and (c) That the properties located in Subarea 1 of the application are suitable for the uses permitted in the proposed district and are co~a~tible with existing and adjacent land use designations as evidenced by the site's being bordered on the east by the same land use designation; and (d) That the proposed eunendment would not have significant impacts on the environment nor on the surrounding properties as evidenced by the findings and conclusions listed in Parts I and II of the Initial Study and that the proposed designation would reduce the intensity of future residential development on the subject properties; and (e) That the proposed amendment is in conformance with the General Plan and the Etiwanda Specific Plan by prc~oting the retention of Etiwanda's rural atmosphere through reduced residential densities. 3. This Council hereby finds that the project has been reviewed and considered in compliance with the California Environmental Quality Act of 1970 and, further, this Council hereby issues a Negative Declaration. 4. Based upon the findings and conclusions set forth in paragraFhs 1, 2, and 3 above, this Council hereby approves Etiwanda Specific Plan Amendment No. 91-03, Subarea 1, amending the Etiw-dnda Specific Plan land use map from Medium Residential (8-14 dwelling unites per acre) to Low Medium Residential (4-8 dwelling units per acre) for approximately 27.89 acres of land bordered on the northwest by the Ontario (I-15) Freeway, on the east by Etiwanda Avenue and existing Low Medium Residential designated land, and on the south by existing Commercial designated land bordering Foothill Boulevard, as shown on Exhibit "Ai." 5. The Mayor shall sign this Ordinance and the City Clerk shall cause the same to be published within 15 days after its passage at least once in the Inland Valley Daily Bulletin, a newspaper of general circulation published in the City of Ontario, California, and circulated in the City of Rancho Cucamonga, California. NOT PASSED, APPROVED OR ADOPTED this 20th Day of November, 1991.
