Troyer, AICP, Planning Director BY: Rina Leung, Senior Planner SUBJECT: METRO GOLD LINE EXTENSION TO LA/ONTARIO INTERNATIONAL AIRPORT STUDY RECOMMENDATION: The City Council and Planning Commission are requested to review the staff report and receive the presentation from KOA Corporation representing the Metro Gold Line Foothill Extension Construction Authority regarding the Metro Gold Line extension to LA/Ontario International Airport Study and provide feedback. BACKGROUND/ANALYSIS: The Metro Gold Line is a light rail system that connects Union Station in downtown Los Angeles with Pasadena (referred to as Phase 1) and was completed in 2003 currently carries close to 20,000 passengers per day. Success of Phase 1 encouraged consideration of extending the Gold Line from Pasadena to Montclair. The project was conceived in an effort to connect downtown Los Angeles through a regional a transportation system linking outlaying residential communities with concentrated employment centers. Phase 1 includes a route of 14 miles and 13 stations. Phase 2 will extend the Metro Gold Line for approximately 24 miles from Pasadena to Montclair. Once built, it will take approximately 40 minutes to travel from Montclair to Pasadena, and 75 minutes to get to downtown Los Angeles. Extension 2A/B from Pasadena to Montclair: The Metro Gold Line Foothill Extension Construction Authority is in the process of extending the Metro Gold Line from Pasadena to Azusa, which is known as Phase 2A. This portion of the extension has undergone an extensive study/design process and is currently seeking funding. This extension of the light rail system from Pasadena to Azusa is anticipated to be completed by the end of 2012. Phase 26 from Azusa to Montclair is scheduled to be completed by approximately 2014. If funding for Phases 2A and 26 were to be awarded this year, Phase 2A could be operating by the end of 2012, and Phase 2B by the end of 2014. However, at this point no funding has been identified and the Metropolitan Transportation Authority did not include the project on its list of funding priorities. Both State and Federal funding is being sought for the project by the Metro Gold Line Construction Authority, the agency responsible for construction of Phase 1. CITY COUNCIL/PLANNING COMMISSION STAFF REPORT METRO GOLD LINE EXTENSION TO LA/ONTARIO INTERNATIONAL AIRPORT STUDY April 16, 2008 Page 2 Extension to LA/Ontario International Airport/Phase 3: With the expansion of service area provided from downtown Los Angeles to Montclair, the Metro Gold Line Foothill Extension Construction Authority is conducting a 10-month strategic planning study to include another extension from its current planned terminus at the Montclair Transit Center, to LA/Ontario International Airport. The study is being funded by San Bernardino Associated Governments (SANBAG) and Southern California Association of Governments (SCAG), and will evaluate the feasibility of connecting the light rail system to the airport, the best routes to consider, possible station locations, and other features. This study is a primary study and is part of a lengthy process. While conducting such a study, the route options would be narrowed during the study process to identify for SANBAG and SCAG, one or more preferred alignments to connect the segment from Montclair to the airport. These options could include stations in Upland, Ontario, and Rancho Cucamonga. In order to plan for this extension from Montclair to LA/Ontario International Airport, the Metro Gold Line Foothill Extension has established an Advisory Committee and Technical Committee made up of representatives from the aforementioned cities as well as SANBAG, SCAG, San Bernardino Board of Supervisors, Los Angeles World Airports, SCRRA/Metrolink, and the Los Angeles County MTA, to offer input and report progress back to their elected representatives and administration. A total of three community meetings in March, one in each city, was held to solicit input on the proposed alternative routes. As a result of their studies and outreach, the consultant has identified 7 possible routes connecting Montclair to Ontario Airport. The routes vary from 6.7 to 15 miles in length, and anticipated costs vary from $275 million to $800 million. A map showing each of these 7 alignments is attached. A summary of these seven (7) alignments starting from the Montclair Transcenter to Ontario Airport, and anticipated costs are as follows: Alignment 1: Central to the Center line of the I-10 Freeway, $800 million Alignment 2A: Metrolink corridor to Cucamonga Creek Channel, $275 million Alignment 2B: Metrolink corridor to Vineyard Avenue, $280 million Alignment 2C: Same as 2A plus extension to Victoria Gardens Mall, $495 million Alignment 3A: Pacific Electric Trail to Milliken, $545 million Alignment 38: Pacific Electric Trail to Cucamonga Creek Channel, $340 million Alignment 3C: Pacific Electric Trail to Foothill Blvd. to Milliken Ave, $495 million Each one of these alignments has a number of complex considerations relating to its length and time of travel, access for circulation and mobility, environmental impacts, land use implications, and broad policy issues. These areas need to be carefully evaluated in the ranking process in order to determine the pros and cons of each alignment and impacts versus benefits to the affected cities and agencies. Survey forms accounting for the above noted considerations have been provided to SANBAG, Metrolink, CalTrans, and the Cities of Upland, Ontario, Montclair, and Rancho Cucamonga. After this ranking process the consultant will attempt to narrow this list of alternatives to 3 for consideration by the Construction Authority and further study. The final alignment will eventually be selected from one of these 3 alignments. All that will eventually be considered in the context of the ultimate goal of providing a continuous transportation alternative to connect populated centers and areas of employment in the region. CITY COUNCIUPLANNING COMMISSION STAFF REPORT METRO GOLD LINE EXTENSION TO LA/ONTARIO INTERNATIONAL AIRPORT STUDY April 16, 2008 Page 3 Transit-oriented Development (TOD) Opportunities: These seven differing optional alignments within the vicinity of the City could provide for Transit-oriented Development (TOD) opportunities. TODs are defined as a compact, mixed-use, pedestrian-oriented neighborhood surrounding or adjacent to a transit station. They often feature a variety of residential types (townhouses, rental units, condominiums, single-family units, etc.) combined with retail, employment center, public areas and other services. TODs also have a typical radius of one-quarter to one-half mile, which represents the average distance a pedestrian can walk within five minutes with a rail or bus station as a focus point. This concept allows for high-intensity development towards the center of a transit station with low-intensity development gradually spreading outward. Since future transportation is under consideration that includes the extension of the Metro Gold Line to Ontario Airport as well as a Bus Rapid Transit (BRT) throughout the County, the City may be provided with future TOD opportunities. BRT can operate on bus lanes, HOV lanes, expressways, or ordinary streets. This system combines a simple route layout, frequent service, limited stops, traffic signal priority for transit, and quieter vehicles, and rapid and convenient fare collection. The City of Rancho Cucamonga has been working with the San Bernardino Association of Governments (SANBAG) and the Southern California Association of Governments (SCAG) to study conceptual TOD sites within the City to accommodate for rail and transit opportunities. The area along Foothill Boulevard generally between Haven Avenue and Hermosa Avenue has been identified for studies for a potential future TOD site. CONCLUSION: The City will continue to receive updates and status of the progress for the Metro Gold Line extension to LA/Ontario International Airport Study, from the City's representation to the Technical and Advisory committees, which will be presented to the City Council and Planning Commission. If needed, the Metro Gold Line Foothill Extension Construction Authority and KOA Corporation will welcome the chance to update the City Council and Planning Commission as the study proceeds. As the alternatives are more refined in the future and TOD opportunities are available, the City would have to consider accommodating these types of uses by addressing them in the General Plan, develop specific plans, and update our Development Code, and Land Use policies.
