MINUTES OF THEJUNE 14, 2006, REGULAR MEETING
A. CALL TO ORDER
The regular meeting of the Rancho Cucamonga Community Foundation was held on
Wednesday, June 14, 2006, in the Civic Center, located at 10500 Civic Center Drive,
Rancho Cucamonga, California. The meeting was called to order at 5:11 p.m. by Chair
Cohen.
Present were: Board Members: Buquet (arrived at 5:17 p.m.), Cohen, H. Gibson, J.
Gibson, Knox, Mize, and Nelson. Absent: Carlson, Dutton, Parker and Wysocki. Staff:
Kevin McArdle, Community Services Director; Francie Palmer, Community Services
Marketing Manager; Nettie Nielsen, Community Services Superintendent; Paula Pachon,
Management Analyst III; and Mary Voss, Office Specialist II.
B. ANNOUNCEMENTS/PRESENTATIONS
1. Management Analyst Pachon announced that Members Harry and Judy Gibson
were the newest Diamond Level Donors for the Victoria Gardens Cultural Center. It
was also noted that Realty Executives have pledged additional money which has
qualified them to be a Sapphire Donor.
C. COMMUNICATIONS FROM THE PUBLIC
There were no communications from the Public.
D. CONSENT CALENDAR
1. To approve the Minutes of the Regular Community Foundation Meeting held
February 8, 2006.
2. To receive and file Treasurer's Report for the months of January, February, March,
April and May 2006.
MOTION: Moved by Vice Chair Mize, seconded by Chair Cohen, to approve the
Consent Calendar. Motion carried: 6-0-5. (Absent: Buquet, Carlson, Dutton,
Parker and Wysocki).
E. FOUNDATION BUSINESS
1. Election of Officers was opened for discussion. Director McArdle noted that
traditionally officers held cabinet positions for two year terms. Staff has
recommended the Community Foundation adopt the same policy. Currently Dr.
Harvey Cohen serves as Chair, Patricia Carlson serves as Secretary/Treasurer and
Tony Mize serves as Vice Chair.

MOTION: Moved by Member J. Gibson, seconded by Member Knox, to accept the
staff recommendation for implementation of two year cabinet terms which would
become effective immediately, extending the limit of those currently holding office
for another year. Motion carried: 6-0-5. (Absent: Buquet, Carlson, Dutton, Parker
and Wysocki).
2. Chair Cohen called on staff regarding consideration of the request for approval of
the Community Foundation's Fiscal Year 2006-2007 Annual Operating Budget.
Director McArdle reviewed the Foundation's operating budget and
recommendations for the upcoming year and requested approval from the
Committee.
MOTION: Moved by Member H. Gibson, seconded by Member Nelson, to accept
the recommended annual operating budget. Motion carried: 6-0-5. (Absent:
Buquet, Carlson, Dutton, Parker and Wysocki).
Member Buquet arrived at this time.
3. Vice Chair Mize updated the Committee on the "RCPAL House Raffle" fundraising
campaign and announced that the raffle kickoff would be held June 17, 2006, with
the Grand Prize drawing being held in December. In addition, he reviewed the
details of the early bird drawings and the Grand Prize choice of a $1 million KB
Home in the Sterling Heights development of Rancho Cucamonga or $850,000 in
cash. Discussion by the Board ensued regarding renderings of the house, website
information, raffle age restrictions and various rules and regulations governing the
raffle. Following the discussion, no other action was taken.
4. Consideration of the request for approval of the Promoting Arts and Literacy(PAL)
Campaign budget for Fiscal Year was opened by Management Analyst Pachon who
distributed a revised budgetary sheet which had been reviewed and approved by
both the PAL Cabinet and the Library Foundation. It was requested that the
Community Foundation review and approve the budget as well. An overview ofthe
projected revenue was given, which had been adjusted due to the addition of the
House Raffle, Gala and Telethon. Reviewed expenses included Marketing,
Telethon, Gala, Winery Event, Mark Christopher Charity Classic, House Raffle and
Donor Recognition costs, with an estimated net profit of $2.2 million dollars.
Discussion by the Board ensued regarding House Raffle clarifications. In closing,
Director McArdle noted that the I.R.S. had contacted the Community Foundation for
a routine audit and had requested specific material which is being forwarded.
MOTION: Moved by Member Nelson, seconded by Member H. Gibson, to approve
the PAL 2006/2007 Budget. Motion carried: 7-0-4. (Absent: Carlson, Dutton, Parker
and Wysocki).

5. Superintendent Nielsen opened the discussion regarding ideas for the 2006 "Gala
for the Arts". She gave an overview of the upcoming event including donor
benefits, providing a full course meal vs "reception" style, entertainment, parking
concerns and budgetary expenses. Discussion by the Board ensued regarding
auction items and regulations, procurement of raffle items and the event time line.
Members concurred that each would be responsible for securing an auction item of
at least $200.00 in value. Following the discussion, no other action was taken.
6. Director McArdle updated Members on the Victoria Gardens Cultural Center Project
He noted that the project was proceeding on time giving an estimated completion
time of July 1St, not including time to address punch list items. Staff is scheduled to
move in the last part of July with a preview in August for sponsors and V.I.P.'s. A
Dedication Ceremony is planned for August 18th with an Open House for the public
on August 19th. Discussion by the Board ensued regarding the progress of ticket
sales, scheduled school trips and advertising campaigns. Following the discussion,
no other action was taken.
7. Update on the status of naming and presenting rights for the Victoria Gardens
Cultural Center was opened by Management Analyst Pachon. She distributed a list
of naming sponsors including HSBC as the newest sponsors. Items that were still
available for sponsorship were reviewed and a summary of pledges, excluding in-
kind services, was distributed. Discussion by the Board ensued regarding
clarification on displaying Playhouse seat sponsorships and the number of bricks
still available for sponsorship. Following the discussion, no other action was taken.

G. ADJOURNMENT

SUBJECT: UPDATE ON CURRENT SOLICITATION EFFORTS FOR THE PROMOTING
ARTS AND LITERACY (PAL) CAMPAIGN
RECOMMENDATION
It is recommended that Foundation Boardmembers provide an update at the meeting as to the
status of their fundraising prospects.
BACKGROUND/ANALYSIS
With the launch of the Promoting Arts and Literacy (PAL) Campaign in 2003, the Community and
Library Foundations established a fundraising goal of $5 million for the Victoria Gardens Cultural
Center. Two million of this goal was earmarked for the construction of the Center with the remaining
$3 million to be set aside to establish an endowment for the operation of the facility. At the
dedication of the Cultural Center in August 2006, the PAL Campaign had raised $4.6 million in cash
pledges (within $400,000 of goal). An additional $645,397 of in-kind pledges was also secured by
the Foundations bringing the total amount raised to date through the PAL Campaign to $5.2 million.
With the opening of the Cultural Center and the energy and excitement that is evident in the
community about the Center and its many programs and events it is important for the Foundation to
capitalize on this momentum. Therefore, it is recommended that the Foundation continue its
fundraising efforts in the hopes of being able to announce at the Gala in December 2006, that the
PAL Campaign has reached its fundraising goal.
To assist the Board in their efforts, is important that Board Members regularly discuss their recent
fundraising accomplishments, share current strategies and seek input from fellow Boardmembers
for challenging prospects. Therefore, it is recommended that the Boardmembers provide an update
at the meeting as to the status of their current fundraising prospects.

RECOMMENDATION:
Staff recommends that the Foundation review a draft Action Plan for the Community
Foundation Board of Directors for the timeframe of October 2006 through December 2006.
BACKGROUND:
With the tremendous success achieved by the Community Foundation in fundraising for the
Victoria Gardens Cultural Center and the recent dedication and opening of the facility, now
is an opportune time to turn attention to where we go from here. Wanting to capture the
energy and enthusiasm of the Board, staff has prepared a draft Action Plan to guide the
activities and direction of the Foundation for the next three-month period. This plan has
been reviewed and approved by the Foundation's Executive Committee at their September
20th meeting and has been agendized for review and action by the full Board. Therefore, it
is recommended that the Foundation review the proposed plan making any
additions/modifications as needed.

October 2006 — December 2006
We take this opportunity to celebrate the accomplishments of the Rancho Cucamonga
Community Foundation in their joint Promoting Arts and Literacy(PAL) fundraising campaign
with the Library Foundation for the Victoria Gardens Cultural Center
and enthusiastically embark on the next phase of our journey.!
The Community Foundation, having incorporated in April 1987, has accomplished great strives
in meeting their mission to enhance the quality of life in Rancho Cucamonga. Specifically the
Foundation has:
• supported an annual series of community performing arts programs;
• conducted programs and activities and raised funds to be used for community-wide
events;
• held signature events that raises funds for its projects;
• accepted community donations and distributed those funds in accordance with the
objectives and desires of its donors; and
• secured significant support for the Victoria Gardens Cultural Center through the joint
fundraising effort, the Promoting Arts and Literacy Campaign.
Capitalizing on the momentum that is in place it is recommended that the Foundation consider
adopting an Action Plan to guide their course over the next 3-months. Specifically, the items
that are recommended to be addressed by the Boardmembers during this timeframe are:
• continued support of the PAL House Raffle;
• active involvement and support of the "2006 Gala for the Arts" including solicitation of
major sponsors and of items of significant value for the Gala;
• continued emphasis on securing sponsorships for Cultural Center appeals such as,
engraved donor bricks, theatre seats, library stacks, library table and chairs;
• completion of Phase I of our Donor Recognition Program for the Cultural Center, i.e.,
securing major sponsorships for Celebration Hall, Playhouse Lobby, Crossroad Rotunda
Sculpture, Patio/Courtyard at Celebration Hall, Playhouse Green Room, J.K. Rowlings
Study Room, Library Circulation and Information Desks;
• development and implementation of a Phase 11 approach for the continuation of the
Donor Recognition Program for the Cultural Center; and
• continued development/expansion of the Community Foundation Board of Directors.
The items for this 3-month Action Plan are ambitious yet attainable and are focused to ensure
continued involvement and engagement from the Community Foundation Board of Directors.

RECOMMENDATION
It is recommended that the Community Foundation Board of Directors review the attached plan that
outlines suggested donor benefits for Phase 2 of the Promoting Arts and Literacy (PAL) Campaign.
BACKGROUND/ANALYSIS
As the Community Foundation is aware, as a part of the Promoting Arts and Literacy (PAL)
Campaign a donor recognition program was developed and approved by both the Community and
Library Foundations. Over the course of the past three years, the Foundations have been
successful in identifying and soliciting major donors for a nearly all of our sponsorship opportunities.
An updated listing on the status of the naming and presenting opportunities for Cultural Center is
attached for your information.
In order to continue to solicit new PAL Spotlight donors, those contributing $5,000+ in support of the
Cultural Center, staff has developed a Phase 2 plan for recognizing what has been defined as
"Sustaining Donors", those contributing to the PAL Campaign starting from October 2006.
This plan was reviewed and approved by the Community Foundation's Executive Committee at
their September 201" meeting and was recommended to be agendized for review and approval by
both the Community Foundation and Library Foundation Boards. Therefore, it is recommended that
the Foundation review the attached plan that outlines suggested donor benefits for Phase 2 of the
Promoting Arts and Literacy (PAL) Campaign making any additions/revisions as necessary.

SUBJECT: UPDATE ON THE 2006 "GALA FOR THE ARTS" BENEFITTING THE
PROMOTING ARTS AND LITERACY (PAL) CAMPAIGN
RECOMMENDATION
This report is provided for informational purposes only; no action need be taken.
BACKGROUND/ANALYSIS
The Performing Arts and Literacy Campaign (PAL), spearheaded by the Rancho
Cucamonga Community Foundation and the Rancho Cucamonga Library Foundation,
has agreed to jointly hold their signature fundraising events this year in recognition of
the many PAL Spotlight donors that have contributed to the Victoria Gardens Cultural
Center. In addition to thanking and recognizing our donors, these events will also
provide an opportunity for the Foundations to highlight and sell additional tickets for the
PAL House Raffle that is underway.
The Library Foundation will be hosting their Telethon at the Cultural Center on
December 1st through December 3`d and the Community Foundation will be hosting the
"Gala for the Arts" on Saturday, December 2, 2006.
The "Gala for the Arts' will feature a stand up reception with heavy hors d'oeuvres in
Celebration Hall, the Playhouse Lobby and Imagination Courtyard (weather permitting).
The recognition program and the entertainment component for the evening, a
performance by Melissa Manchester, will take place in the Lewis Family Playhouse.
In support of the "Gala for the Arts", the Community Foundation at their June 2006,
meeting agreed that each member of the Foundation would provide a minimum of 1
significant auction item (with a minimum value of $200.00) for this year's Gala. Rather
than auctioning these items this year these gifts will be used as incentives for Gala
attendees to purchase PAL House Raffle tickets. Upon purchasing a PAL House Raffle
ticket, individuals will be entered into an opportunity drawing to win one of the many
gifts obtained and donated by the Community Foundation Boardmembers.

There is a secondary objective of having Foundation Boardmembers obtain gift items
for this year's Gala and that is to introduce the concept of having a high-end auction at
future Gala events thereby developing a major fundraising mechanism for the
Foundation.
In addition to providing gift items for this year's Gala, Foundation Boardmembers are
encouraged to continue to identify high level ($25,000+) potential donors for the Cultural
Center. As space permits, these significant prospects may be invited to attend the Gala.
In order to ensure that this year's Gala is successful, Board involvement and
participation is crucial.

BACKGROUND/ANALYSIS
Given the tremendous success of the Community and Library Foundations joint fundraising effort,
the Promoting Arts and Literacy (PAL) Campaign for the Victoria Gardens Cultural Center, the
recent opening of the Center and the upcoming joint recognition events being planned to thank
donors (the Library Telethon and the Community Foundation Gala) the Community Foundation may
want to consider conducting a joint special meeting with the Library Foundation. The purpose of the
meeting would be to celebrate your successes, discuss ways to continue working together to
promote Phase 2 of the PAL Campaign, as well as to coordinate efforts to ensure the success of
both the Telethon and the Gala.
