A regular meeting of the Rancho Cucamonga Couwity Pomdation met on Tweday,
Septenber 15, 1987 in the Lions park Comwity Center, 9161 Baee Line Road,
Rancho Cucamonga. The meeting vas called to order at 7:00 p. m. by Jemne
Hartoa, Chair.
Present were Hoard members: Betty NcNay, Guy Beyeradorf, Ralph Levis, Paula
Grigsby and Jemne Hartoa, Chair.
Also present were: City Mewger, Lauren M. Nessermaa; Staff representative,
Mark Lorimer; Coneultmt John Rwett.

SUBJECT: General Liability Insurance
RECOMMENDATION: It is recommended that the Board of D~i rec tors authorize Clover
Insurance Rgency to secure general liability insurance from Conmierc ial Onion in
the amount of E1 ,000,000 at a premium of 5350 per year. In addition, authorize
obtaining additional liability coverage at a premium of 5150 per event for each
special event sponsored by the Foundation.

premium for 51,000,000 worth of general ltabi lity insurance covering the affairs

note this insurance does not cover directors and offfcers of the Foundation for
errors and omissions.
An application for general Liability insurance from Commercial Union has been
submitted and Clover Insurance Agency is awaiting a response from the Foundation
to secure the necessary general liability insurance. Upon such approval by the
Board of Directors, the Foundation will be insured immediately. The Foundation
could also insure for the upcoming formal gathering on December 10, 1987, if so
desired.

SUBJECT: Alta Loma High School Audits ri mn nesto ra tion
The Foundation has approached the Ai to Loma High School Auditorium Restoration
Committee with a proposal to provide substantial support in fundraising for the
needed dollars to renovate the auditorium. Since its inception, the Restoration
Comni ttee has had some difficulty in raising a large amount of money to cover
the estimated =120,000 restoration costs. To date, approximately 57,000 has
been collected for the restoration.
The Foundation's participation in the restoration project could mean many
valuable benefits to both the foundation and the high school. First, having the
Foundation accept the full responsibility of raising the projected funds to
complete the project would mean tremendous visibility for the Foundation. Thfs
project would 6e seen as the Foundation's first major fundraising effort and in
essence would build credibility and accountability for the foundation as the
fundraising nucleus of Rancho Cucamonga. In addition, the High School and
Chaffey School District is interested in renaming the auditorium the Alta Loma
Performing Arts Center and to focus the attention away from the facility as a
high school auditorium toward a greater emphasis on the audito rf um as a
community center.
Attached are some supporting materials which indicate the projected costs for
restoration, what needs to be done to the auditorium, and the Restoration
Committee's commitment to the auditorium as a community facility as well as fts
commitment to the Rancho Cucamonga Community Foundation's participation in the
fundra isfng effort.
At the upcoming Foundation meeting, representatives from Alta Loma Hf gh School
will be in attendance to discuss the potentiai fora performing arts center as
well as answer any questions members of the Board of Directors may have. Should

STATUS REPORT
SEPTEMBER 1, 1987
The Auditorium Restoration Committee has been a functioning
ad hoc committee Yor approximately one year. The committee was
formed with the Purpose of restoring the Alta Loma High School
AuditJ: iL'^ mh{nh hard served the school and community for 25
years. The need Por this special effort was caused by the wear
and tear of years of service and by the extraordinary expense to
replace or repair the components of the facility.
During the 198G-87 school year, some major decisions as to
direction of vim committee and some initial fund raisers were
secomplished.
1. The auditorium will be treated as both a school and
community resource providing a quality resource for
gatherings and performances for up to 700 seating.
2. The facility will be called the Alta Loma Performing Arts
Center to emphasize the joint purpose to serve the school
and community.
3. The steering committee for the refurbishing project will be
"incorporated" as a California non-profit Public Benefit
Corporation. Attorney Jim Banks is assisting in this
process and we expect this to be fully completed before the
end of the calendar year so that donations can be properly

4. A needs assessment of the auditorium facilities was
completed indicating a projected need for $120,000 to com-
plete the project. (A copy of these projected costs is
enclosed.)
5. Initial fund raisers have left a balance in the Restoration
Project Account of $5,439.91. The majority of this was
donated by parents and students to "buy-a-seat" for X40.00
or donations of lesser amounts as a response to our parent
request letter. There have been a few other contributors
who have donated larger amounts to achieve "Patron" status.
G. The major fund raising effort scheduled to be completed ae
of this dais is not completed, but is progressing nicely.
This fund raiser is the latter-request to Alta Loma alumni.
With Bob Ketterling's leaving for a professional promotion,
this project Ss behintl schedule, but since Carol Younger
has assumed Bob's duties, the project is moving ahead. The
mailing will be discussed at the October Lst meeting and
will be completed shortly thereafter.
7. The project to video-tape the senior activities for sale
to graduating seniors was salvaged after some problems and
showed a profit of about $2.500.00.
8. There has been lots of evident community support Por the
project. Paula Pachon did a nice article in the
Grapevine, and Marianne Aiken has offered to do an
article in The Daily Hepart when we have an appropriate

0. There has bean a positive initiation oY contact with the
Rancho Cucamonga Community Foundation. Our feeling is

development of Lhe city's performing arts complex, while
whey certainly can help us since they have the support of
many strong and iuf luential members of the community.
Paul asd Carol will attend their next meeting to re-affirm
this cooperative spirit.
10. Sue Sundell who works as an assistant to the Superin-
tendent has met with ue and offered to assist in an
advisory roll when needed. She was instrumental in
setting up the Highlander Educational Foundation while she
was a teacher at Upland High 3c hool, and her eapertise
should be helpful,

discussion about Lde statue o$ cooperation between the Committee,
the City of Rancho Cucamonga sad the Rancho Cucamonga Community
Foundation was part of ~tbe Statue Report review. Mark Lorimer
gave as update and an aseeasmeaL of this cooperation with the
very promising outlook that the eftorta of all tdree "groups" are
going Lo be consistent in their purpose and mutually beoeficiel.

Minutes, October 1, 1987
PRESENT: Sandie Oerly, Dale Lang, Dave Campbell, Chelle Younger,
Mark Lorimer, Bertie Wormdahl, Paul Hard.
The meeting was begun at 7:00 p.m. with a review of the
utatus deport that waa ma ued with the agenda. An important
discussion about the status of cooperation between the Committee,
the City of Rancho Cucamonga wad the Raacho Cucamonga Community
Poundation was part of the 3tatua Report review. Mark Lorimer
gave an update and an assessment oP this cooperation with the
very promising outlook that the efforts of all three "groups" are
going to be consistent in their yurpose wad mutually beneficial.
That means that there le a strong possibility that the Community
Fouadation will adopt the auditorium project as their pro,j ect and
will become a major Porte in the campaign to finance the
refurbishing of the auditorium.
Carol Younger and Paul ward were invited to attend Lhe
meeting of the Board oY Trustees of the Rancho Cucamonga
Community Foundation on October 20th and will give a report to
the Committee oa October 22nd.
Bertie Normdahl reported about an opportunity for the ALH3

The enclosed proposal fora "seed grant" fs subgltted fn the hope that the Wells
Fargo Foundation may provide all or part of the =76,500 needed by the RarlcAo
Cucamonga Community Foundation (RCCF) to implegent its programs of cultural
development.
The RCCF was forged as a means for introducing and Baking available self-

.n nancno wcamonga. The Foundation Board of Directors has detellained that to
be truly effective in implementing a community-wtde cultural arts program, tt
should put in place a carefully planned and well-managed development office.
With the endorsement of the City Council (which established the RCCF), a
respected development consultant was retained and a comprehensive cultural arts
needs assessment was conducted.
While the details of the Foundation's plans and programs are contained in the
enclosed materials, the focus of this request is to secure a grant which would
provide funding for 18 months to enable the Foundation to staff and operate the
development program which is being put in place. Some Foundation funds will
also he available for this protect.
Our consultant has Indicated, and our own evaluations bear out the conclusion,
tf<at the proposed cultural arts events will produce sufficient funds by the end
o. he "seed grant period to ensure continued operation of the program. We are
confident that the people who live and work in Rancho Cucaagnga value activities
which contribute to the "quality of itfe", and will enthusiastically support
such programs.

Introduction
In is to i907, the city of Rancho Cucamonga wilt celebrate its 10th birthday.
The near-phenomenal growth it has seen in the last decade is not only a cause
for celebration--it also provides a solid foundation upon which to build its
future.
Although Rancho Cucamonga is quite young, its roots are rich in history. The
common tiles of Alta Loma, Cucamonga, and Etiwa nda, nestled to the western
foothills of the San Bernardino mountains, have long been known for their
expansive vineyards and peaceful solitude. Such an ideal location in Southern
California, however, is not easily kept a secret. Nhen the three small towns
merged in 1977, Rancho Cucamonga went "on the map". At first popular to
homebuyers who were commuters, the City rapidly grew far beyond a "bedroom
community" as word spread that ft was a desirable place to live. Today Rancho
Cucamonga boasts a population in excess of 85,000 and its growth shows no signs
of slowfng. In fact, conservative estimates proiect a~population In excess~of
150,000 by the year 2000.
Fortunately, the City Council of Rancho Cucamonga recognized its potential and
effected a successful infrastructure for its residents. Houses, schools,
churches, an employment base--all have been oainstakinnty nla"".a .,, .N..
aDPraprlate ly meet individual, family, and civic needs. -Pride is aDDa rent
throughout the community in the beautificattan of older neighborhoods and the
careful establishment of new ones. Children attend excellent schools and new
business and industry continue to arrive in large numbers. It is quickly
becoming evfdent that Sust one mayor element 7s preventing Rancho Cucamonga from
being the perfect place to live: the means for providing cultural enrichment.
It is the belief of the Rancho Cucamonga Community Foundation that society not
only needs a source of cultural arts, but emphatically desires one. People
demonstrate their appreciation of the quality of life to tMS area by the very
fact they choose to live here. Eas71y accessible culturai programs would make
complete the quality lifestyles to which the ma,larity of Rancho Cucamonga
residents are accustomed.
There are, of course, a few existing organizations such as the Opera Theatre of
the iiiiand Empire, Friends of the LIDrary, a children's theatre group, and
programs at Chaffey Community College which provide cultural appeal. Although
they address some of the issues discussed here, they are necessarily fragmented
as they were established when the city wes much smaller; for the most part, they
lack broad community support and organizational direction. It is the
Foundation's mission to coordinate the efforts of these groups with its own, to
maximize the effectiveness 1n meeting the needs and desires of the community as
a whole.
The Foundation
As alluded to above, the City Council of Rancho Cucamonga perceived that certain
needs exist in-the area. Council members proposed that a commupity foundation
be established for the. purpose of identifying the needs and desires of the
residents, and to plan ways for meeting those needs. The foundation would also
serve as a conduit for contributions by individuals and businesses to the
various cultural endeavors that might be undertaken.
in the spring of 1987, the Rancho Cucamonga Community Foundation (RCCF) was
formed and incorporated as a California non-profit organization. it is
classified by the Internal Revenue Service as a 501 (c) (3) organization, with
all gifts and grants Lo the foundation being taz-deductible under 6o th State and
Federal law.
The seven members of the RCCF Board of Directors were appointed and held their
first meeting in May. Through the foundation's unique ability to seek put
community and busfness leaders who share a common belief in the mission and
purpose of providing cultural enrichment, it can provide for many of the needs
and desires expressed by today's growing common lty. To help accomplish this,
the fallowing ob,lectives were agreed upon and approved by the RCCF Board: -
"The mission of the Ranclro Cucamonga Comeunity Foundation, through `
interactions witA the community, is to develop a plan for meeting the
cultural needs of the city; to fdentify existing resources directed to
those needs: Lo encourage and asstst other groups within the city or
region that are addressing various areas of need; to involve the total
community in meeting the identified needs; and to direct and/or
coordinate fundraising and "frf endrafsing" efforts in aunnnrf of
faciiiti es gr programs designed to meet those needs." ~~
The Program
in order to successfully meet the ob,lectives that have been set forth by the
foundation, a development program is 6e tng put in place whfch will, over a
period of time, result in an ongoing, professionally conducted, full-range
fundraising program that will produce significant funds for botA designated and
discretionary use by the foundation. The long-range goats of the RCCF are as
follows:
1. To educate the total community on the place of cultural programs to
individual and consaunlty lives. Emphasis will be placed on the
satisfaction gf self-enrichment and the benefits of aDDrec toting a
certain "quality of Iife" regardless of age or financial stature.
2. Te provide facilities for carrying out cultural and self-development
activities. Initially, efforts wilt 6e made to locate available
facilities whfch are conducive to meeting the identified need a. The
visionary goal, of course, would be to establish a "Rancho Cucamonga
Comamnity Cultural Arts Center" ideally suited for staging events of
all types relating to the humanities.
3. Ta sponsor programs that enhance the Cultural life of the community and
to assist other groups Sn their efforts. These programs would be
intelligently selected and promoted far enlightening those who might
otherwise lead an "everyday" existence.
4, To coordinate efforts of community groups in programming, scheduling,
and funding programs to ensure maximum effectiveness and to eliminate
duplication. [t is not RCCF's intention to infringe upon the efforts
of existing organizations. Cooperation and cooNination are the keys
to realizing success in gaining broad community and fraternal support.

The Plan
To achieve its worthwhile mission, the Raneho Cucamonga Community Foundation
will proceed immediately, yet thoughtfully. It is utilizing the services of a
professional consultant to guide it through the proven formula of esWbiishtng
credibility and attracting endorsements.
The RCCF is presently completing a needs assessment survey. It 1s important=to
the Board of Directors that the foundetion's goals address, as much as possible,
the desires of the entire Rancho Cucamonga population, rather than those of a

available in the area.
The needs thus td en Lifted will be prioritized by the RCCF Board, and a "case"
for funding each project will then be written. An overall timetable will be
established, projecting the accomplishment of all goals.
The next step will be to determine funding sources for each project, and the
amounts to be obtained from those various sources. To that end, cultivation
events will De scheduled and those approached will be educated as to the mission
of the foundation.
It is not realistic to believe that a seven-member Board alone can realt:e
success in all areas in an undertaking of this magnitude. Therefore, it will
begin building a leadership structure and identify volunteers Lo asst:t it in
the various aspects of the campaign. The leadership members will help in
seturing operational funding for the RCCF ar~d its Drograms: it will assist in
the prospect !"-entificatton and evaluation process: and it will help camelete
the detailed fundraising plans for each project or phase of activity.
Leaders and volunteers will be very helpful in implement!n9y the "standard" gift
phases oP a fundraising campaign. These categdrtes include a corporate and
foundation soiicitation program, a major gifts program, a deferred gifts program
and, at some later date, a community-wide general support program.
The corporate and foundation program activity phase includes the continuous
cultivation and solicitation of the business community and selected charitable
foundations. Most likely the program will consist of informational mailings,
personal contacts with corporate executives, building of advisory boards, and
cultivation luncheons or breakfasts to provide opportunities for interaction
between the corporate, cultural arts, and neighborhood constituencies. tt also
involves the development and submission of proposals for the funding of specific
prof acts to benefit the residents, as well as the industry, of the city.

tickets for events, being recogn lzed in newsletters and other publ nations, and
other personal cultivation activities. Over a period of time the donors to this
category will provide the greatest portion of overall support to the fouMation
and its programs.

annuity trust, pooled income fund, life estate program, or specific bequest.
This program involves building the deferred gifts DrosDect file, quarterly
mailings to those prospects, and personal interviews where aDDrapriate. This
area of activity will, over time, produce the largest individual gifts within
the development program, -
Nhen implementing a general support program throughout the community, it will
itkely encompass a number of "associate" groups to attract potential donors who
have a special interest in giving to specific areas. The foundation will
encourage the development of such gtit clubs as Music Associates, Theatre
Associates, Art Associates, Literary Associates, and the like.

Expectations are high for the Rancho Cucamonga Community Foundation and
preliminary iodic attons are there is a great deal of support available in the
community. The key to success will be the RCC F's ability to mobilize an
adequate carps of volunteers and to secure a paid staff to manage the programs.
A small support staff can be effective, but the program being launched proceeds
more slowly. At the present time, management and implemeniatfon of the
foundation's goals are being handled by the Board of Directors, a Dart-time
consultant, and the part-time services of some Rancho Cucamonga City personnel.
The foundation understands that the use of City personnel is only temporary--
that it must look to establishing its own staff and becoming self-supporting.
Eventually, permanent full-ti ma employees must be obtained to achieve maximum
and Lima ly turdaaa.
Based on pre l7mina ry evaluations, the RCCF Feels it can be self-sustaining
within 12 to 18 months if it can obtain the necessary staff and begin its
support programs now. The foundation's consultant has indicated that it can
probably expect anmial income in the 5150,000 to :250,000 range within the same
12 to 18 month period. A combination of steady efforts aril a coordinated
management plan should result in a 5500,000 Income per year within three years.
The Rarn:ho Cucaaonga Comaunity foundation is classified by the Internal Revenue
Service as a 501 (c) (3) organization, and all gifts and grants to the RCCF are
tax-deductfbte-under Doth State and Federal taz codes.

The "Seed Grant"
It is for the above reasons that a "seed grant" of E2 ,000 is being sought. Th15
amount will enable the foundation to immediately staff and implement a
comprehensive and coordinated fundraising program which, within 18 months, will
produce funds for establishing a quality cultural arts program, as well as
support the development operation. At that point in time annual sustaining
programs will be sufficiently established and productive so as to ensure
continued ooe ration of the foundation and its oroa rams.
The RCCF Board of Director members have personally contributed over E7 ,000 to

A grant in the amount shown above could be paid fn quarterly installments, and
the foundation would submit a progress report to the grantor when each quarterly
