Park and Recreation Commission. State law prohibits the
Commission from addressing any issue not previously included
on the Agenda. The Commission may receive testimony and set
the matter for a subsequent meeting. Comments are to be
limited to five minutes per individual.
The following consent Calendar items are expected to be
routine and non-controversial. They will be acted upon by the
Commission at one time without discussion. Any item may be
removed by a Commissioner or member of the audience for
discussion:
1. Approval of the Minutes of the Regular Community 1-4
Foundation Meeting held September 9, 2003, and Regular
Community Foundation Meeting called for October 14,2003.
2. Receive and file Treasurer's Report for the months of 5-9
September and October, 2003.

4. Consideration of approving Foundation affiliate status for the 13
Rancho Cucamonga Fire Protection District and establishing
an Emergency Preparedness Fund.

MINUTES OF THE SEPTEMBER 9, 2003, REGULAR MEETING
A. CALL TO ORDER
The regular meeting of the Rancho Cucamonga Community Foundation was held on
Tuesday, September 9, 2003, in the Tri-Communities Room, Civic Center, located at
10500 Civic Center Drive, Rancho Cucamonga, California. The meeting was called to
order at 5:12 p.m. by Chair Mize.
Present were: Board Members: Biebrich, Bowne, Cohen, Dutton, Metal and Mize.
Absent: Arreguin, Buquet, Parker,Punter and Younger. Staff: Kevin McArdle,Community
Services Director, Francie Martindale, Community Services Marketing Manager, Paula
Pachon, Management Analyst III and Melissa Morales, Senior Administrative Secretary.
B. ANNOUNCEMENTS/PRESENTATIONS
1. Newly appointed Foundation Member Edward Biebrich was administered the Oath of
Office by Mayor Alexander.

D. CONSENT CALENDAR
1. To approve the Minutes of the Regular Community Foundation Meeting held August,
12, 2003.
2. To receive and file Treasurer's Report for the month of August, 2003.
MOTION: Moved by Vice Chair Cohen, seconded by Member Bowne, to approve the
Consent Calendar, as submitted. Motion carried: 6-0-5 (Absent: Arreguin, Buquet,
Parker, Punter and Younger.)

F. FOUNDATION BUSINESS
1. Chair Mize called on Director McArdle for his update on the Victoria Gardens Cultural
Center Project. He reported that the project is in plan check and estimated the project
would go out to bid in December. He spoke of progress made with the Walden Family
Playhouse as the potential in-house theater group and indicated the possibility of their
attendance at the upcoming Gala. Marketing Manager Martindale informed the Board
of plans for marketing the Center at the upcoming mall groundbreaking ceremony.
Commission discussion ensued. Chair Mize encouraged Members'attendance at the
groundbreaking to take advantage of any philanthropic opportunities. Members Bowne
and Dutton indicated they would be at the event. Following the Board's discussion,the
updated was received and filed.
2. The update by Foundation Members on their solicitation efforts for the Cultural Center
Project was opened by Chair Mize. He was joined by the other Foundation Members in
reporting on the status of their solicitation efforts for potential donations. Director
McArdle also reported on his fundraising endeavors. Chair Mize informed the Board
that the Previti's, Rod Gilfry, Randall Lewis and Herb Fisher have expressed their
interest in serving as P.A.L. Campaign Honorary Chairs. He requested that staff send
letters confirming their appointments. Following their updates, no other action was
taken.
3. Management Analyst Pachon gave her report regarding plans for the 2003 Founders
Gala to be held November 1,2003. She informed the Board that, due to the success of
the P.A.L. campaign, table sponsorships and individual ticket sales were no longer
available. She indicated that any future large P.A.L. donors will be assigned a table at
the 2004 Gala. She also informed the Board of the change in benefits to the$100,000
and above donors from two tables at the Gala to one.
Member Bowne left the meeting at 5:55 p.m.
Discussion continued regarding seating logistics for the event. Director McArdle noted
that due to space limitations, theming would most likely be diminished. Chair Mize
expressed the importance of filling all of the seats. Analyst Pachon reported that
response cards are being sent to all donors who have received a table and any unused
tables/seats will be assigned elsewhere. No other discussion was held and the update
was received and filed.

SUBJECT: REVIEW OF THE 2003 FOUNDERS GALA HELD ON NOVEMBER 1,
2003
Over two hundred community members attended our 2003 Founders Night Gala on November
1, 2003, at the Etiwanda Gardens. The evening started at 6:00 p.m. with a historical reception
that was held in a tent on the facility's grounds. The reception area included historical displays,
including a slide show presentation featuring historical photos and highlights of the City's Silver
Anniversary events. The Etiwanda Historical Society, the Rains House, the City archives and
private residents' artifacts and memorabilia provided many of the items on display. Our City's
first Mayor and current City Treasurer, Jim Frost opened the reception with reflections on our
past 25 years of city hood and Mayor Alexander formally welcomed the attendees. Opportunity
baskets were on display for attendees to take a chance at winning and passed hors d'oeuvres
of Coconut Shrimp, Southwestem Spring Rolls and Santa Fe Chicken Pockets were served to
the guests. A harpist provided background entertainment.
At 7:00 p.m. guests moved into the Azalea Ballroom that was decorated following an outdoors
shopping district theme reflecting the future home of the Victoria Gardens Cultural Center, the
Victoria Gardens Shopping District. Tables were set with white floor length linens with a gold
overlay and burgundy napkins. Centerpieces were a simple yet elegant floral display. Dinner
consisted of a Garden Salad, London Broil with a Cabernet Demi-Glaze, Garlic Mashed
Potatoes, Fresh Vegetables, Dinner Rolls and Butter, Coffee, Hot or Iced Tea and Chocolate
Mousse.
Guests were escorted to their tables by the Kids Culture Club, our Cultural Center youth
ambassadors and the evening's program opened with a special presentation of"Be Our Guests"
by the Rancho Cucamonga Performance Troupe. After a welcome and introductions, the City
Council presented a special recognition to our City's first City Councilmembers and former
Mayors and offered a toast to the City on her many accomplishments and the bright future on
the horizon. After dinner a short presentation on the Promoting Arts and Literacy Campaign was
given and donors were recognized. A highlight of the program included the announcement of
the PAL Campaign that raised $1.1 million to date as well as a special pronouncement of their
revised goal to raise $3 million dollars for the operation of the Cultural Center. The evening
concluded with the announcement of the winners of the opportunity baskets and a special
performance by Dick Hardwick, a noted comedian.

Three celebrities attended the Gala and added much excitement and color to our event. They
included Robert Guillaume, Shirley Jones and her husband Marty Ingals and Morgan Fairchild.
Each of the celebrities spoke a few words before dinner about the importance of cultural
opportunities for youngsters and for a community as a whole.
Staff is currently in the process of compiling a financial report detailing the expenditures for the
Gala and arranging a staff evaluation to review such items as marketing, logistics, decorations,
facility, food and beverage, entertainment, program components, ambassador involvement
opportunity drawings, as well as future plans for the 2004 Founders Night Gala.

SUBJECT: CONSIDERATION OF APPROVING FOUNDATION AFFILIATE
STATUS FOR THE RANCHO CUCAMONGA FIRE PROTECTION
DISTRICT AND ESTABLISHING A WILDLAND INTERFACE FUND
RECOMMENDATION:
It is recommended that the Community Foundation consider the approval of affiliate
status for the Rancho Cucamonga Fire Protection District and establish a wildland
interface fund for the purchase of related materials and equipment.
BACKGROUND:
In light of the recent wildfires that have affected the Rancho Cucamonga community
a number of concerned residents and businesses have expressed an interest in
donating funds to the Rancho Cucamonga Fire Protection District for the purchase of
wildland interface related materials and equipment. Therefore, it is recommended
that the Community Foundation approve an affiliate status for the Rancho
Cucamonga Fire Protection District and establish a wildland interface fund.

Arts and culture have long proven vital to a healthy
community, stimulating economies and generally
enhancing quality of life. Victoria Gardens cultural
_-Center, scheduled to open summer 2005,will increase
the quantity, qualmsand-diversity of culturaLofkrZmgs _
in our region.
Located at Foothill Boulevard and the 15 Freeway as a
major anchor to the Victoria Gardens Mall, the Victoria
Gardens Cultural Center will feature a 540 seat, state of
the art theatre, a 23,150 square foot full service Library
and a multi-purpose event venue with a 425-person
capacity for meetings, banquets and receptions.
