State law prohibits the Council, Fire Board and Agencyfrom addressing any issue not previously included on the Agenda. The Council, Fire Board and Agency may receive testimony and set the matter for a subsequent meeting. Comments are to be limited to five minutes per individual or less, as deemed necessary by the Chair, depending upon the number of individuals desiring to speak. All communications are to be addressed directlyto the Council, Fire Board and Agency, not to the members of the audience. This is a professional business meeting and courtesy and decorum are expected. Please refrain from any debate between audience and speaker, making loud noises, or engaging in any activity which might be disruptive to the decorum of the meeting. The public communications period will not exceed one hour prior to the commencement of the business portion of the agenda. During this one hour period, all those who wish to speak on a topic contained in the business portion of the agenda will be given priority, and no further speaker cards for these business items will be accepted once the business portion of the agenda commences. MEMORANDUM RANCHO CUCAMONGA FIRE PROTEC"PION DItiTRICT RANCHO Date: March 25, 2009 C,UCAMONGA To: President and Fellow Board Members of the Rancho Cucamonga Fire Protection District From: Vice President Dennis Michael and Board member Sam Spagnolo By: Mike Bell, Deputy Fire Chief Subject: Update on the Fire District Dispatch Project and Review of Goals In January 2009, the Rancho Cucamonga Fire Protection District Board of Directors directed staff to begin contract negotiations and implementation planning with Con Fire to provide Emergency Medical Dispatch and General Dispatch/Communication Services. The Board also appointed an AdHoc Board Committee, of Vice President Michael and Board member Spagnolo, to work with the Implementation Team. Since that direction, work has proceeded on the project. An Executive Team has been formed which includes the AdHoc Board Committee, representatives from the City Manager's Office, Fire District administrative staff, Fire Association representatives, Con Fire staff, and Steve Pendleton, the project consultant. Subcommittees have also been formed under the direction of the Executive Team to work on specific implementation areas. As part of this work, the Executive Team has developed the attached goals and objectives for the effort being undertaken to improve fire and emergency medical services. The goals are broken into four major categories including operational, administrative, project specific and strategic goals. They are each accompanied by specific objectives designed to determine when the goals have been reached. These objectives will be further defined by the assignment of specific tasks necessary to meet the stated objectives. Substantial work has been accomplished in this process and will continue in the months ahead as the primary goal of implementing an improved fire and emergency medical dispatch system, as directed by the Fire Board, is reached by the end of 2009. At your April 1 Study Session, an update on the Dispatch Project will be provided and the attached goals will be reviewed. Attachment Draft Operations Goals Goal Statement: Improve the consistency, quality, and effectiveness of District emergency communications, resulting in the improvement of fire and emergency medical services through the transition of emergency communications services from Ontario to ConFire. Objectives - 1. Improve the consistency, accuracy and completeness of;the information obtained from persons reporting emergency incidents through the'use of a structured caller iriterrogation system. 2. Improve the consistency, accuracy and completeness of,the information obtained from persons reporting emergency incidents through the `use of dedicated call- takers. 3. Improve paramedic preparedness and decision-making by providing more accurate, timely, complete, and structured information about patients' medical complaint at the time of the call. 4. Improve emergency medical care by providing callers with pre-arrival instructions and other immediate care procedures. 5. Improve the effectiveness of all departmental field operations by providing responders with timely, accurate, and relevant informatioh about locations, scene conditions, victims, resources and other relevant data. Goal Statement: Ensure the highest levels of firefighter safety through the design, acquisition, deployment and maintenance of advance technology systems and operational protocols. Objectives - 1. Ensure the highest levels of firefighter safety by providing accurate,.timely, and usable information about structures, scene conditions, persons involved in incidents and local resources. a. Improve preparedness and decision-making while en-route to an incident by providing responders with inspection, pre-plan and other relevant information. b. Provide responders with the location, status and potential of hydrants and other support systems that relate to the current incident. 2. Ensure the rapid and effective assignment and response of District assets by obtaining and deploying support technologies, such as mobile computers, Draft automated vehicle location transponders, pagers, and fire station alerting systems. 3. Ensure rapid and effective communications by configuring the existing County radio resources to provide consistent, high-quality voice communications between RCFPD units, ConFire and mutual aid partners. 4. Ensure effective and consistent interaction between District and ConFire personnel by developing, training on, and utilizing effective radio communications protocols. 5. Ensure effective scene communication, accountability and an understanding of operational commands by developing, training on, and utilizing effective communications protocols. Administrative Goals Goal Statement: Enable RCFPD to effectively influence the delivery and oversight of communications services so that the services continue to meet the Districts evolving operational, administrative and strategic needs. Objectives - 1. Develop a contract for services that establishes and sets shared expectations for the level and kihd of services provided by ConFire. 2. Establish periodic reporting on ConFire activities and other oversight mechanisms to ensure continued performance and quality of service. 3. Participate in ConFire Administrative and Technical Committees. 4. Assist ConFire with policies and procedures that will result in the option for RCFPD membership. Goal Statement: Maximize cost efficiencies for dispatch services. Objectives - 1. Develop a contract for services that establishes the rate for services at current call for service levels, and defines the method for determining future costs. 2. Ensure that the contract includes provisions for the determination of future rate changes. Goal Statement: Draw on, and develop the knowledge, skills and abilities of the RCFPD staff and membership in the planning and implementation of communications programs and systems. Draft Objectives - 1. Provide opportunities formemtiers to participate in and influence the Dispatch Project and future communications services. 2. Identify and assign District staff and members to assist with the planning, preparation, and implementation of communications services under Con Fire. 3. Value the knowledge, experience, and viewpoint of all District personnel by clearly communicating planning details and by soliciting employee input. Goal Statement: Enhance District decision making and managerial action by improving the effectiveness of the collection, processing and utilization of data. Objectives - 1. Ensure that useful data is collected during call taking and communications activities. 2. Transfer data captured by Con Fire to RCFPD databases in a useable format and in a timely manner. 3. Develop the staff expertise, and systems and tools to store, manage, process and use the information received from ConFire effectively. 4. Enhance the use of data for managerial decisions, resource deployment, service policy decisions, and other high-level organizational decisions. 5. Provide decision makers with more relevant and useful information with which to make decisions by storing, managing, analyzing and disseminating data. Project Goals Goal Statement: Successfully transition emergency communications services according to the project schedule and within the project budget. Objectives - 1. Establish the project timeline and budget after a thorough review of the required project activities. 2. Manage project activities so as to complete the transition of services by the date identified in the project plan. 3. Manage project activities so as to complete the transition within the previously forecasted budget. Draft Goal Statement: Ensure through the contract development and service design process that ConFire services are positioned for long-term viability and accountability. Objectives - 1. Work with ConFire to design a service plan that ensures the consistency, quality and effectiveness of the ConFire services, especially with regard to EMD. 2. Ensure long-term accountability to the performance and service goals established during the transition process through good faith efforts, participation in ConFire governance, and other processes. Strategic Goals Goal Statement: Provide enhanced information to City leaders and the community regarding public safety policy. Objectives - 1. Develop within the RCFPD the capability to synthesize operational data with professional knowledge and experience, so that the RCFPD remains a trusted and accountable service provider. Goal Statement: Establish a service base for communications that maybe expanded later to include non-emergency communications. Objectives - 1. Design the ConFire services so as to allow for non-emergency communications to be transitioned at a later time.
