PLANNING COMMISSION MINUTES
Regular Meeting
May 25, 2005
Chairman Macias called the Regular Meeting of the City of Rancho Cucamonga Planning
Commission to order at 7:00 p.m. The meeting was held in the Council Chambers at Rancho
Cucamonga Civic Center, 10500 Civic Center Drive, Rancho Cucamonga, California. Chairman
Macias then led in the pledge of allegiance.

ANNOUNCEMENTS
Dan Coleman announced that the Inland Empire Section of American Planning Association was
presenting an award to the City of Rancho Cucamonga for Outstanding Planning Project for the
Victoria Gardens center. ...._
Mr. Coleman indicated that replacement pages for the resolution for Item B were placed in front of
the Commissioners deleting the first 14 Engineering special conditions, which had inadvertently
been placed in the resolution. He reported that applicant was in agreement with the change and
there was no need to remove the item from the Consent Calendar.

APPROVAL OF MINUTES
Motion: Moved by McNiel, seconded by Stewart, carried 3-0-1-1 (Fletcher absent, Macias abstain),
to approve the minutes of May 11, 2005.

CONSENT CALENDAR
A. HILLSIDE DESIGN REVIEW DRC2004-00794 - EDDIE ROWLAND - A request to develop a
5,093 square foot single-family residence on .47 acre of land in the Very Low Residential
District (.1 - 2 dwelling units per acre), located at 9010 Laramie Drive - APN: 1061-811-08.
B. DEVELOPMENT REVIEW DRC2004-00567 - STEVE WU -A review of site plan and elevations
for eight single-family homes on 2.8 acres of land within previously approved Tentative Tract
Map 16421 in the Low Residential District (2-4 dwelling units per acre), located on the south
side of Wilson Avenue, east of Hermosa Elementary School - APN:0201-182-03. Related File:
Tentative Tract Map SUBTT16421.
Motion: Moved by Stewart, seconded by McNiel, to adoptthe Consent Calendarwith modification
to the resolution on Item B as suggested by staff. Motion carried by the following vote:

PUBLIC HEARINGS
C. STREET NAME CHANGE DRC2005-00315 -CITY OF RANCHO CUCAMONGA -The
proposed renaming of N/olfson Drive to Coyote Drive for an existing street adjacent to Day
Creek Intermediate School, located north of Wilson Avenue on the east side of Day Creek
Boulevard.
Michael Diaz, Senior Planner, presented the staff report
Chairman Macias opened the public hearing.
Doug Claflin, Etiwanda School District, 6061 East Avenue, Rancho Cucamonga, expressed
appreciation for Tom Grahn's assistance with the proposed name change. He requested approval
of the name change because of the closeness in the sound of the names of Wolfson and Wilson
and felt it would be good because parents would no longer get the names mixed up.
Hearing no further testimony, Chairman Macias closed the public hearing.
Motion: Moved by McNiel, seconded by McPhail, to adopt the resolution approving Street Name
Change DRC2005-00315. Motion carried by the following vote:

D. ENVIRONMENTAL ASSESSMENT AND TENTATIVE PARCEL MAP SUBTPM16445 -MARK
CAPELLINO - A request to subdivide a 7.27 acre parcel into 10 parcels, with Parcel 2 for
Condominium purposes, in the General Industrial District (Subarea 5), located at 9850 6th
Street - APN: 0209-211-19. Related Files: Development Review DRC2003-01185 and Tree
Removal Permit DRC2004-00804. Staff has prepared a Mitigated Negative Declaration of
environmental impacts for consideration.
Mike Smith, Assistant Planner, presented the staff report and indicated the proposed Negative
Declaration had been inadvertently left out of the agenda packet and was in front of the
Commissioners for their review. He also stated staff proposed addition of a Planning Condition
requiring that an application to subdivide Parcel 2 for condominium purposes be submitted for
Planning Commission review and approval prior to establishing individual.condominium units.
Chairman Macias opened the public hearing.
Mark Capellino, 2020 Del Amo Boulevard, Suite 105, Torrance, stated he agreed with the additional
proposed condition.

Hearing no further testimony, Chairman Macias closed the public hearing.
Motion: -Moved by McPhail, seconded by McNiel, to adopt the Negative Declaration and the
resolution approving Tentative Parcel Map SUBTPM16445 with modification to require approval of a
condominium subdivision application prior to establishing individual condominium units. Motion
carried by the following vote:

RANCHO CUCAMONGA HOUSING PARTNERS, LP - A request to change the land use
designation from General Commercial to Park for 3.36 acres of land located on the east side of
Madrone Avenue, between Sandalwood Court and Richwood Drive and to change the land use
designation from General Industrial (Subarea 1) to Medium Residential (8-14 dwelling units per
acre) for 5.54 acres of land, located on the north side of 9th Street, approximately 600 feet east
of Madrone Avenue -APN: 0207-262-18 (portion of) and 27. Related files: Development
District Amendment DRC2005-00107, Tentative Parcel Map SUBTPM17156, Tentative Tract
Map SUBTT17455, and Development Review DRC2005-00220. Staff has prepared a Mitigated
Negative Declaration of environmental impacts for consideration.

the zoning designation from General Commercial to Park for 3.36 acres of land located on the

G. ENVIRONMENTAL ASSESSMENT AND TENTATIVE PARCEL MAP SUBTPM17156 -
RANCHO CUCAMONGA HOUSING PARTNERS, LP -A request to subdivide 12.8 gross acres
of land into three parcels within the General Commercial and General Industrial (Subarea 1)
Districts, located at the northeast corner of 9th Street and Madrone Avenue -APN: 0207-262-
18and 27. Related files: General Plan Amendment DRC2005-00106,- Development District
Amendment DRC2005-00107, Tentative Tract Map SUBTT17455, and Development Review
DRC2005-00220. Staff has prepared a Mitigated Negative Declaration of environmental
impacts for consideration.
Michael Diaz, Senior Planner, presented the staff report and indicated a summary of the
Neighborhood meetings was in front of the Commissioners.
Chairman Macias opened the public hearing.
Stan Smith, Related Companies of California, 18201 Von Karman Avenue, Suite 90, Irvine, stated
he was proud to be an 18-year resident of Rancho Cucamonga. He commented they have been
working with the Redevelopment Agency and are excited about developing the project.

Commissioner McNiel asked if he had a site plan for the entire development and the anticipated
yield.
Mr. Smith replied there would be 64 sites and they would be providing 400-500 square foot private
rear yards. He indicated 29 of the units would beset aside and purchased by the Redevelopment
Agency for affordable housing. He stated six different site amenities are proposed, including a pool,
spa, two large picnic and BBO areas, and tot lots. He said it would be a gated community. He
thanked Mike Diaz, Dan Coleman, and other staff and said that it was nice to deal with people who
understand things and deal with a practical application. He said he works with a lot of cities and
seeing how Rancho Cucamonga staff dealt with him made him proud to be a Rancho Cucamonga
citizen.
Hearing no further testimony, Chairman Macias closed the public hearing
Commissioner McNiel stated it was a very good cooperative effort between the City and developer
and he felt it would help clean up the neighborhood.
Commissioner Stewart concurred it is a good project and she appreciated the due diligence with
respect to getting the neighborhood involved and explaining the project including the affordable
housing. She appreciated the green space.
Commissioner McPhail agreed it was great to have carefully managed affordable housing and park
space.
Chairman Macias agreed it is a win/win situation.
Motion: Moved by McPhail, seconded by Stewart to adopt the Negative Declaration, the
resolutions recommending approval of General Plan Amendment DRC2005-00106 and
Development District Amendment DRC2005-00107, and the resolution approving Tentative Parcel
Map SUBTPM17156. Motion carried by the following vote:
AYES: MACIAS, McNIEL, McPHAIL, STEWART

DIRECTOR'S REPORTS
H. ENGINEERING DIVISION CAPITAL IMPROVEMENT PROGRAM FOR FISCALYEAR2005/06
Jerry Dyer, Senior Civil Engineer, presented the staff report. He said the Public Works
Subcommittee reviewed and approved the budget proposal. He noted the Subcommittee added
parkway landscaping fo.r Church Street between Ramona Avenue and Haven Avenue at a cost of
around $300,000.
Commissioner McNiel said he was delighted to see Milliken Avenue between 4th and 6th Streets on
the list.
Mr. Dyer said the.City has been waiting for the end of construction activities in the area. He noted
Cucamonga Valley Water District came through twice in addition to the construction work done by
developers in the area.
Chairman Macias asked for public comments. There were none

Motion: Moved by McNiel, seconded by Stewart, to find the Capital Improvement Program in
conformance with the General Plan. Motion carried by the following vote:

COMMISSION BUSINESS
DISCUSSION OF DESIGN AWARDS OF EXCELLENCE
Dan Coleman, Principal Planner, distributed the results of the voting for the awards and asked for
concurrence.
The Commissioners concurred with the results of the voting.
Commissioner Stewart said she was in agreement. She felt the Wickes building is an example of an
exceptional and creative use of glass. She also thought a couple of the buildings by Regency are
very nice.
Commissioner McNiel agreed there were several very nice buildings at Regency and he also felt the
sidewalk work was exceptional.
Commissioner Stewart felt it was an exceptional year and each project had something that was
unique from what had been done in the past. She said she just loved Arbor Lane.
Commissioner McNiel felt the Toll Brothers project was very good.

Motion: Moved by McNiel, seconded by McPhail, carried 4-0-1 (Fletcher absent), to adjourn. The
Planning Commission adjourned at 7:38 p.m.
