B. COMMUNICATIONS FROM THE PUBLIC
This is the time and place for the general public to address the City Council, Fire Protection District and Redevelopment
Agency and the Planning Commission on any Item listed or not listed on the agenda. State law prohibits the Council, Fire
Board, Agency or Commission from addressing any issue not previously included on the Agenda. The Council, Fire Board
and Agency and Commission may receive testimony and set the matter for a subsequent meeting. Comments are to be
limited to five minutes per individual or less, as deemed necessary by the Chair, depending upon the number of individuals
desiring to speak. All communications are to be addressed directlyto the Council, Fire Board, Agency and Commission and
not to the members of the audience. This is a professional business meeting and courtesy and decorum are expected.
Please refrain from any debate between audience and speaker, making loud noises, or engaging in any activitywhich might
be disruptive to the decorum of the meeting.

Subject: JOINT CITY COUNCIL AND PLANNING COMMISSION MEETING REGARDING FUTURE
REGIONAL BUS RAPID TRANSIT OPPORTUNITIES
Background
This joint meeting of the City Council and Planning Commission is to review and comment on a
presentation by Omnitrans regarding the future opportunities for Bus Rapid Transit (BRT) in the
Inland Empire Region. Bus Rapid Transit (BRT) is a transit system that utilizes bus-like vehicles to
emulate transit service similar to light-rail. A BRT system developed by Omnitrans, the San
Bernardino Express (sbX), is soon to be in service in the City of San Bernardino, and is planned for
expansion to link communities throughout the San Bernardino Valley. The sbX will provide an
efficient and cost-effective rapid transit option for the rapidly growing region. The state-of-the-art
system uses ,sleek new alternative-fuel vehicles that will quickly transport passengers between
business and government centers, retail malls, medical centers, and universities. This new high-
tech, user-friendly system will offer more frequent service, fewer stops, and higher average speeds
than traditional bus service. Omintrans will be performing a significant alternatives analysis study
that will study future Bus Rapid Transit (BRT) along the Foothill Corridor in the future. The purpose
of tonight's meeting is for the City Council and Planning Commission to review the presentation by
Omnitrans and provide comment to Omnitrans and staff regarding the presentation. A
representative from our General Plan consultants, Hogle-Ireland, will also be in attendance for
tonight's presentation to provide background on the link of future Bus Rapid Transit opportunities to
the General Plan Update currently being reviewed by the City.
