The house was relocated from 10089 Base Line Road. - APN: 1077-041-71. The Minor House was designated by the City Council as a historic landmark on October 21, 1987. In 1987, Gerber Children's Centers, Inc. filed for a Conditional Use Permit (87-24) and a Tentative Parcel Map (11311) to subdivide the original 1.98 acre Minor House site and develop a 7,160 square foot day care facility. Since the Minor House is a designated landmark, a Landmark Alteration Permit (88-02) was also filed in 1988. On May 5, 1988, the Historic Preservation Commission approved the Landmark Alteration Permit and on May 25, 1988, the Planning Commission approved both the Conditional Use Permit and the Tentative Parcel Map. However, the Gerber Center development never occurred. In 2003 Pinewave Design and Engineering filed Tentative Tract Map SUBTT16554 to subdivide the Minor House site into six single-family lots. As part of the project, Landmark Alteration Permit DRC2003-00711 was also filed to relocate the Minor House to Lot 6 of the subdivision. The Landmark Alteration Permit and the Tentative Tract Map were approved on January 14, 2004. The Minor House was moved from its original location at 10089 Base Line Road to its current location. After the move, the interior of the house was rennovated and some features such as doors and windows were updated. A two-car garage with architecture similar to the house was also constructed adjacent to the house. B Site Characteristics• The Minor House site is a rectangular 11,541 square foot parcel located on the southwest corner of Eagle Ridge Court and Hermosa Avenue. The site is zoned Low Residential (2-4 dwelling units per acre) and is designated Low Residential (2-4 dwelling units per acre) under the General Plan. • ITEM A HISTORIC PRESERVATION STAFF REPORT DRC2007-00432 -MINOR HOUSE August 8, 2007 Page 2 ANALYSIS: A. Historical Significance• The Minor House, constructed circa 1922, is an excellent example of a 1920s Craftsman Bungalow grove house and one of the last remaining houses of this architectural type in Rancho Cucamonga These grove houses were generally located on the corner of two intersecting streets with the grove in the rear. The Minor House was owned by Charles Jason Minor, a citrus grower and blacksmith According to the 1916 City Directory, C.J. Minor resided on Base Line Road near Turner Avenue (Hermosa Avenue) m Cucamonga and owned a blacksmith and horseshoeing business on Archibald Avenue. There is speculation that Charles J. Minor may have operated a blacksmithing business on the Minor House property prior to opening his shop on Archibald and that he may have been the last blacksmith in Cucamonga Charles and his brothers, Herbert and Wilber, were all active members of the Cucamonga business community. B. Mills Act Agreement: In accordance with City policy, the owner has requested a Mills Act Agreement. The Agreement Schedule List of Improvements has been drafted and reviewed and is attached for reference (Exhibit C). The concept of the Mills Act program is to provide an incentive for the property owner to protect and preserve the property by retaining its characteristics of historical significance. This intent is encouraged through the reduction of property taxes, thus enabling the property owner to reinvest • the money saved from the reduced property tax on the improvements. The properties that enter into the agreement are to be inspected by City staff on an annual basis to determine whether notable progress has been made in rehabilitating the property. The property taxes for the Minor House will be calculated based on the estimated Mills Act Value of $218,000. The exact amounts are dependent upon the County Assessor's property valuation, which is based on income potential and capitalization rate at the time of the assessment. C. Environmental Assessment. The project is categorically exempt under Section 15331 as a Class 31 exemption of the guidelines for the California Environmental Quality Act RECOMMENDATION: Staff recommends that the Historic Preservation Commission recommend approval of Mills Act Agreement DRC2007-00432 to be forwarded to the City Council for final action.
