APN 0207-073-09 Related Files Landmark Designation 88-29 and Mills Act Agreement 90-01 This project is categorically exempt under Class 1, Section 15301 (e), Existing Facilities PROJECT AND SITE DESCRIPTION A Project Description The proposed project involves two small building additions to extend the size of an existing dining room and den at the rear of the existing house The dining room will be extended by 5 feet 9 inches thereby increasing the room size by 87 square feet and the second addition extends the existing den by 4 feet to add 49 square feet to the den In addition, the applicant proposes to remodel the existing kitchen and bathroom to remove past interior "improvements" that were not sympathetic to the style and architecture of the original house B Historical Significance The existing residence was built in 1935 by Paul and Margaret Adams, who played an important role in the development of Rancho Cucamonga The couple was deeply involved m community life and the citrus industry that contributed to the economic growth of the Rancho Cucamonga area The Adams' home was the third residence built in the area known as Red Hill, and is a fine example of Spanish Colonial Revival architecture The single-story home is a "U" shaped structure with a courtyard and features red tale gable roofs, smooth stucco finished walls, exposed rafters, casement windows and shutters consistent with the style The front door is wood with multiple glass panes On April 7, 1988, the Adams' House was designated as a historic landmark (Landmark Designation No 29), and a Mills Act Agreement for the property was approved in 1990 (MA90-01) C Site Characteristics The property is approximately 19,142 square feet in area and because of its hillside setting on Red Hill is somewhat difficult to see from the street but is very visible from the adjacent golf course property In addition to the subject house, the site contains a detached 2-car garage, a circular driveway, and existing vegetation The property to the north and west of the subject site is the Red Hill Golf Course, and to the south and east is single-family residential development • ITEM A HISTORIC PRESERVATION STAFF REPORT LANDMARK ALTERATION DRC2007-001 1 6 -MICHAEL AND MARGARET VIZIO April 11, 2007 Page 2 ANALYSIS The present homeowners, Mr and Mrs Michael and Margaret Vizio propose to improve the property and restore the landmark house to its original condition and thereby preserve its historic integrity The modest 136 square foot expansion to the rear of the home as proposed allows the owners to make their home more livable while working toward the goal of refurbishing the structure Staff finds the proposed changes to be consistent with the architecture of the existing structure, sensitive to the Landmark status of the structure/site, and in keeping with the type of improvements allowed by the approved Mills Act Agreement for the property The proposed Landmark Alteration meets the following criteria established in Chapter 2 24 120 of the Rancho Cucamonga Municipal Code FINDING The action proposed is consistent with the purpose of the municipal code FACT The proposed Landmark Alteration will enhance the livability of the existing residence and promote the continued maintenance and preservation of the historic property/development in a manner that is consistent with the intent of the municipal code FINDING The action proposed will not be detrimental to a structure or feature of significant aesthetic, cultural, architectural, or engineering interest or value of the historic nature FACT The proposed building additions to the Historic Adams' House do not detract from the use or appearance of the existing house The building additions are designed to match the architecture of the existing home Exterior materials, finishes, and colors will replicate and/or tie into the colors and finishes of the existing house ENVIRONMENTAL ASSESSMENT The project is categorically exempt under Class 1, Section 15301 (e) existing facilities, of the California Environmental Quality Act Guidelines, and because the proposed floor addition results in an increase less than 50 percent of the floor area of the structure CORRESPONDENCE This item was advertised as a public hearing in the Inland Valley Daily Bulletin newspaper, the property was posted, and notices were mailed to all the property owners within a 660-foot radius of the project site RECOMMENDATION Staff recommends that the Commission approve Landmark Alteration Permit DRC2007-00116 through adoption of the attached Resolution of Approval Respectfully submitted, l1• Jam R Troyer AICP, Planning Director JRT DC/rlc Attachments Exhibit A - LANDMAItIC ALTERATION APPLICATION JUSTIFICATION STATEMENT 7914 Alta Cuesta Rancho Cucamonga, Ca VIZIO' S RESIDENCE We are requesting approval from the City of Rancho Cucamonga Historical Preservation Committee for a Landmark Alteration The alteration will take place at 7914 Alta Cuesta Rancho Cucamonga, Ca It will consist of some interior remodel, a 87 Sq Ft addition at the rear of the existing Dining Room, and a 49 Sq Ft addition to the rear of the existing Den The design of the proposed addition, whose materials and exterior finishes will match the existing residence will compliment the architecture of the existing residence We feel that this proposal is justified for the following reasons 1 The existing kitchen & bathrooms are small and have older materials from previous remodels that are not m keeping with the style & Architecture of the building 2 The existing Dining Room is too small to accommodate the Vizio's extended family The existing Den is also too small to accommodate the current uses for a Den in today way of living m addressing the client's needs, were proposing a small addition at each space The owners want to move back into their Family home and would Iike to restore it to its former condition ~ EXHIBIT D A18 • RESOLUTION NO 07-02 A RESOLUTION OF THE HISTORIC PRESERVATION COMMISSION OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, APPROVING LANDMARK ALTERATION PERMIT DRC2007-00116 FOR ALTERATIONS TO THE HISTORIC ADAMS HOUSE LOCATED AT 7914 ALTA CUESTA DRIVE, AND MAKING FINDINGS IN SUPPORT THEREOF - APN 0207-073-09 A Recitals 1 Michael and Margaret Vizio filed an application for the approval of Landmark Alteration Permit DRC2007-00116, as described in the title of this Resolution Hereinafter in this Resolution, the subject Landmark Alteration Permit request is referred to as "the application " 2 On April 11, 2007, the Historic Preservation Commission of the City of Rancho Cucamonga conducted a duly noticed public hearing on the application and concluded said hearing on that date 3 All legal prerequisites prior to the adoption of this Resolution have occurred B Resolution NOW, THEREFORE, it is herebyfound, determined, and resolved by the Historic Preservation Commission of the City of Rancho Cucamonga as follows 1 This Commission hereby speafically finds that all of the facts set forth in the Recitals, Part A, of this Resolution are true and correct 2 Based upon the substantial evidence presented to this Commission during the above-referenced public hearing on April 11, 2007, including written and oral staff reports, together with public testimony, and pursuant to Section 2 24 120 G of the Rancho Cucamonga Municipal Code, this Commission hereby specifically finds as follows a The application applies to the property located at 7914 Alta Cuesta Drive with a street frontage of 156 feet and lot depth of approximately 202 feet and is presently improved with the historic Adams House, and b The property to the north of the subject site is a golf course, zoned single-family residential, Low Density, the property to the south is single-family residential, Low Density, the property to the east is also single-family residential, Low Density, and the property to the west is the continuance of the golf course, zoned, single-family residential, Low Density, and c The Adams House, on the property of the proposed application, was designated as an Historic Landmark by the City Council on April 7, 1988, and d A Mills Act Agreement (MA-90) for the property was approved in 1990 • 3 Based upon the substantial evidence presented to this Commission during the above-referenced public hearing and upon the specific findings of the facts set forth in Paragraphs 1 and 2 above, this Commission hereby finds and concludes as follows A19 HISTORIC PRESERVATION COMMISSION RESOLUTION 07-02 DRC2007-001 1 6 -MICHAEL AND MARGARET VIZIO April 11, 2007 Page 2 a The proposed landmark alteration is in accord with the General Plan, the objectives of the Development Code, and the purposes of the district in which the site is located The proposed project is consistent with the land uses allowed in the underlying residential zoning district in which the home is located and design objectives of Development Code, and b The proposed use, together with the Landmark Alteration Permit, will not be detrimental to the public health, safety, or welfare or materially injurious to the properties or the improvements in the vicinity All applicable zoning and building codes will be incorporated into the project, and c The application, which contemplates operation of the proposed use, complies with each of the applicable provisions of the Development Code The proposed building additions will not alter the use of the property as a home and will meet all required setbacks and lot coverage standards of the underlying Low Density residential district, and d Based upon the changes and alterations which have been incorporated into the proposed project, no significant adverse environmental effects will occur 4 Based upon the findings and conclusions set fort in Paragraphs 1, 2, and 3 above, this Commission hereby approves the Landmark Alteration Permit DRC2007-00116, subject to each and every condition set forth below Planning Department 1) Approval is for two small building additions adding
