REDEVELOPMENT AGENCY, FIRE DISTRICT AND CITY COUNCIL
SPECIAL MEETING MINUTES
A. CALL TO ORDER
The special meeting of the Rancho Cucamonga Redevelopment Agency, Fire Protection District, and City
Council convened in the Council Chambers at the Civic Center, located at 10500 Civic Center Drive,
Rancho Cucamonga, California. Vice ChairmanNice PresidenUMayor Pro Tem L. Dennis Michael called
the meeting to order at 3:04 p.m.
Present were Agencymembers/Boardmembers/Councilmembers: Rex Gutierrez, Sam Spagnolo and
Vice ChairmanNice PresidenUMayor Pro Tem L. Dennis Michael. Chairman/PresidenUMayor Donald J.
Kurth arrived at 3:05 p.m. and Agencymember/Boardmember/Councilmember Diane Williams arrived at
3:06 p. m.
Also present were: Jack Lam, City Manager; Linda Daniels, Deputy City Manager; James Troyer,
Planning Director; Kevin McArdle, Community Services Director; Lois Schrader, Planning Commission
Secretary, Valerie Victorino, Planning Secretary and Debra McKay, Records Manager/Assistant City
Clerk. Sam Gennawey, Senior Project Manager and Laura Stetson, Vice President, from Hogle-Ireland,
Inc. were also present.
B. PUBLIC COMMUNICATIONS
No communication was made from the public.
C. ITEM FOR DISCUSSION
A. 2010 Draft General Plan Update Worksho
James Troyer, Planning Director, and Sam Gennawey, Senior Project Manager, presented the staff
report.
In response to Mayor Pro Tem Michael, it was noted that public comments on the plan are still being
accepted. It will be reviewed by the Planning Commission on April 28, 2010 and then scheduled for
adoption by the City Council on May 19, 2010.
Mayor Kurth noted that almost all of the buildings in the City were post World War II. Mr. Gennawey
indicated that one of the goals in the General Plan indicate that a standard would be developed to
determine if any post World War II structures should be preserved. In response to Councilmember
Williams, he addressed when structures are deemed to be historic and stated that buildings constructed
45 years prior or prior to 1960 would fall into this category.
Mayor Kurth indicated that mixed use development should be constructed for a reason. In response, Mr.
Troyer stated that there are a few opportunities far mixed use along Foothill Boulevard west of Haven
Avenue. Mr. Gennawey clarifed that the goal was not to develop mixed use projects but to ensure
connectivity between a mixed use project and adjacent uses.
Mayor Kurth addressed transit accessibility and the goal to keep what we already have in the City. He
also commented on the need to protect the hillsides. In response, Mr. Gennawey concurred that there
was a delicate balance between respecting private property owner's rights and ensuring conformance
with the City's high standards. In response to Mayor Kurth, he confirmed that design standards were in
place.

In response to Councilmember Williams, it was confirmed that about 13% of the City is undeveloped at
this time.
In response to Mayor Pro Tem Michael, Mr. Troyer commented on a goal listed in the General Plan to
build another community park. Mayor Pro Tem Michael commended the Planning Department for
engaging the entire community in the development of the General Plan.
Discussion was held regarding the application of City standards in the City's Sphere of Influence. It was
noted that the City's standards would apply to the hillside areas and that projects would need to conform
to City standards before they would be allowed to annex into the City. Mr. Troyer indicated that there is a
Memorandum of Understanding with the County that addresses conformance. After discussion, Ms.
Stetson noted that she would research the matter further to see if there was a policy addressing the
annexation of properties into the City. Mayor Pro Tem Michael referenced the historic structures identified
during the recent tour with the Cucamonga Valley Water District.
Mayor Pro Tem Michael commented on some positive features of the General Plan, including the goal to
ensure connectivity and the goal to provide mixed use opportunities along Foothill Boulevard west of
Haven Avenue.
Councilmember Spagnolo inquired if the Cucamonga Valley Water District or the U.S. Forest Service
could be contacted about the desire to preserve historic structures in the City's Sphere of Influence. In
response, Mr. Troyer confrmed that staff would discuss historical designation with the County.
Mayor Pro Tem Michael inquired about plans for future development around the Metrolink Station. In
response, Mr. Gennawey noted that the General Plan indicates the opportunity to move the station to
Haven Avenue. Mayor Pro Tem Michael did not support additional development around the existing
station.
Councilmember Gutierrez noted that the General Plan was well written. He suggested that it address the
use of aircraft above the hillside areas.
Mayor Pro Tem Michael and Councilmember Williams concurred that the General Plan was a very
comprehensive document. In response to Councilmember Williams, Mr. Gennawey concurred that it was
a very large document and suggested that the focus be on the Implementation Chapter. He confirmed
that the General Plan will be available on the Internet, noting that the draft document is currently
available.
In response to Councilmember Williams, Mr. Gennawey noted that there is not a map in the General Plan
showing the undeveloped areas, as it could become outdated very quickly. As such a map exists, Mr.
Troyer confirmed that it could be placed on the Internet and be updated as circumstances change.
In response to Mayor Pro Tem Michael, Mr. Troyer indicated that a public hearing would be held by the
Planning Commission on April 28, 2010. The Plan would be scheduled for Council's consideration on May
19, 2010.
In response to Councilmember Gutierrez, Mr. Troyer noted that the Housing Element (which is being
prepared by staff) has been completed and is being circulated for comments. As this is the second time
that it has been submitted for review, he expected that it will be certified by the State.
