PRE-APPLICATION REVIEW DRC2008-00045-ARCHITEKTON-Apre- application review of proposed General Plan and Development District amendments to change the land use classification of three (3) parcels of undeveloped land (approximately 2.5 acres) from Office Professional (OP) to General Commercial (GC) at the northwest corner of Archibald Avenue and Arrow Route. Troyer, AICP, Planning Director BY: Candyce Burnett, Senior Planner _ SUBJECT: A REQUEST BY THE HISTORIC PRESERVATION COMMISSION FOR THE ETIWANDA HISTORICAL SOCIETY TO PROVIDE COMMENT TO THE COMMISSION ON ALL HISTORIC PRESERVATION PROJECTS WITHIN THE CITY BOUNDARIES BACKGROUND • City staff has been reviewing all Historic Preservation projects within the City boundaries. City Staff, as a recent practice, has requested the Etiwanda Historical Society board members provide comment to the Commission on all projects within the Etiwanda area. At the January 9, 2008 Planning Commission hearing, the Historic Preservation Commission requested that staff consult with the Etiwanda Historical Society and determine their interest in reviewing all applications involving historic properties within the City limits. At the Etiwanda Historical Society's regular meeting on February 12, 2008, staff met with the board members and requested their feedback regarding the request. During the meeting, the Society board members expressed interest in reviewing applications and providing comments on each project. Therefore, staff developed the following procedures for all applications regarding historic properties. A courtesy notice will be sent to all Etiwanda Historical Society board members when an application is received. The notice will give the Society approximately 3-4 weeks to return comments back to staff. This is consistent with the current internal staff review process and timeline. Once comments are returned from the Society, the responses can be incorporated into the incompleteness comment letter if appropriate. The comments will also be incorporated into the staff report for the project. If the response back from the Society is minimal then the comments will be incorporated into discussions with the applicant and will be noted on the staff report as Etiwanda Historical Society comments. • If the project has a longer projected timeline (requiring California Environmental Quality Act • review, etc.) then staff will request a meeting with the board to discuss the project and ITEM A HISTORIC PRESERVATION COMMISSION STAFF REPORT Etiwanda Historic Society Review February 27, 2008 Page 2 receive feedback. Additionally, any comments will be incorporated into all staff reports, and any other correspondence documents that pertain to the project. RECOMMENDATION: Staff is recommending that all historic preservation applications be reviewed by the Etiwanda Historical Society, as requested by the Historic Preservation Commission, prior to being reviewed at a regularly scheduled Historic Preservation Commission meeting.
