Troyer, AICP, Planning Director BY: Mayuko Nakajima, Assistant Planner SUBJECT: CONSIDERATION OF HISTORIC AND CULTURAL SIGNIFICANCE DRC2008- 00147 -GAIL CASTELLINI - A review of the historic and cultural significance of the house and shed located at 8725 9th Street within the General Industrial district, Subarea 1 - APN: 0207-271-28. The review is in response to the proposed demolition of the structures. BACKGROUND: • A. Abstract: The applicant, Gail Castellini, requested permission to demolish a house and shed located at 8725 9'h Street in a letter dated August 20, 2007 (Exhibit A). According to the letter, the house is in severe disrepair and the family is concerned with public safety and liability. The house is listed as a resource of undetermined historic significance in the City of Rancho Cucamonga's "Designated & Potential Historic Site List." Staff placed a hold on the issuance of a Demolition Permit in order to conduct historic research on the house to determine its significance. B. Site Characteristics: The site is arectangular-shaped parcel located on the south side of 9th Street in an industrialized area. It is approximately 0.49 acre and zoned General Industrial, Subarea 1. The site is surrounded by land zoned General Industrial, Subarea 1 on the south, east, and west (Exhibit B). To the north, the site was zoned General Industrial as well but is now zoned Medium Residential following a General Plan and Development District Amendment adopted in 2005. ANALYSIS: A. Architectural Description: The existing house on the subject parcel is anorth-facing, single- story bungalow style house with shingled exterior walls, cross-gabled roof form, and an L- shaped floor plan. According to the property profile, the house was constructed circa 1925. There appears to have been a rear addition with clapboard siding added to the house at an unknown time. A detached garage and/or shed structure sits at the rear of the lot. B. Historic Significance: According to the property profile, the house on 8725 9th Street was built • in 1925. On February 19, 1927, William Ricci was granted the property by Angelo August Conti and his wife Genevieve Conti and has remained under the ownership of the Ricci family item A HISTORIC PRESERVATION COMMISSION STAFF REPORT DRC2008-00147 March 26, 2008 Page 2 I~,NDMARK DESIGNATION REVIEW CRITERIA: "When designating a landmark, the Historic Preservation Commission and the City Council shall consider the following criteria as a guide in making its determination" [RCMC Section 2.24.090]: A. type, style, region, or way of life. Fact/s: Although shingled sided structures are not as common in the City, there are other structures that have more merit or significance that have been recognized such as the Emory Allen house, Statom-Bingham house, or the Sycamore Inn. 2. Finding: The proposed landmark is a greater age than most of its kind. FacUs: Assuming that the house was built in 1925, it is approximately 83 years old. Other historic landmarks in the City are just as old or older. 3. Findin The proposed landmark was connected with someone renowned or important or a local personality. Fact/s: The house is associated with the Ricci family. Although they owned the K&R Fruit Products, Inc., there is no real evidence that they were especially important or a local personality. 4. Finding: The proposed landmark is connected with a business or use that was once common but is now rare. Facts: The two structures include asingle-family dwelling and shed, and are not connected to a rare use. B Finding: The overall effect of the design of the proposed landmark is beautiful or its details and materials are beautiful or unusual. since 1927. The Ricci family owned K&R Fruit Products, Inc., a fruit canning factory located on the southwest corner of 9th Street and Vineyard Avenue. Historical and Cultural Significance 1. Finding: The proposed landmark is particularly representative of a historic period, Historic Architectural and Engineering Significance: • Fact/s: The structures are built in the bungalow style with a shingled exterior on all elevations. Within the City limits, other shingle-sided structures have more historic significance and are architecturally superior to this structure. Although shingle houses are not as common in Rancho Cucamonga, this structure is not an outstanding example of the architectural style. C Neighborhood and Geographic Setting: 1. Findin The proposed landmark materially benefits the historic character of the neighborhood. A-2 HISTORIC PRESERVATION COMMISSION STAFF REPORT DRC2008-00147 • March 26, 2008 Page 3 Facts: There are no designated historic landmarks within the vicinity of the house. There is no sense of any historic character in the neighborhood. The existing neighborhood character has significantly changed during the past 83 years and the historical content or significance is no longer represented. The area is now predominantly industrial with some residential uses mixed in. The nearest recognized historic resource within the vicinity is approximately 1450 feet north; the Cucamonga Labor Camp is a designated "Point of Historic Interest," which is now a subdivision called "Cucamonga Ridge." Finding: The proposed landmark, in its location, represents an established and familiar visual feature of the neighborhood, community, or city. Fact/s: Although the house and garage have been in the neighborhood for approximately 83 years, it does not embody significant characteristics of landmark quality. Additionally, the surrounding area around the structure has changed considerably and no historical significance regarding the location or neighborhood exists. Staff concludes that demolition of the structures may remove a familiar, but less than significant, visual feature within the neighborhood. Etiwanda Historical Society Comments Staff met with the Etiwanda Historical Society at its Board meeting on March 11; 2008 to discuss Historic Preservation items on the March agenda. They concurred with Staff's opinion that the house and shed was not significant enough to merit attention and that we "cannot save everything." However, they felt that some sort of documentation of the area's history would be reasonable mitigation for the demolition of the structures. They suggested that the applicant be conditioned to submit exterior and interior photographs, a floor plan, and any relevant historical information on the property or family history. One member was concerned that shingle houses are not common in the City and would be unlikely to be ever built again. Staff concurred that shingle houses are rare in the City. However, Staff evaluates historic significance based on the criteria found in the Historic Preservation Ordinance. Considering that with limited ties to an important person(s) or events; the lack of an outstanding example of an historic architectural style and the presence of more significant structures existing in the City, staff believes the structures do riot meet the intent of landmark or historic point of interest status. Environmental Assessment: The Planning Department Staff has determined that the project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) and the City's CEQA Guidelines. The project qualifies as a Class 1 exemption under State CEQA Guidelines Section 15301(1) (1&4) (Demolition and removal of individual small structures) because the house and shed are defined as small structures and there is no substantial evidence that the project may have a significant effect on the environment. RECOMMENDATION: Staff recommends that the Historic Preservation Commission determine that the structures do not meet the City's criteria for local Landmark Designation and approve the • demolition of the house and shed located at 8725 9th Street.
