Troyer, AICP, Planning Director BY: _ Mayuko Nakajima, Assistant Planner SUBJECT: CONSIDERATION 'OF HISTORIC AND CULTURAL SIGNIFICANCE DRC2008-00289 - VICTORIA QUESADA - A review of the historic and cultural significance of the house located at 7745 Vineyard Avenue within the Low Residential district - APN: 0208-091-44. The review is in response to the proposed demolition of the structure. BACKGROUND • A. Abstract: The applicant is requesting permission to demolish the house located at 7745 Vineyard Avenue. The matter was brought to the attention of Planning Department staff by Code Enforcement who sent the applicant a letter regarding the current condition of the home and its violation of basic Code requirements. The house is listed as a "Potential Local Landmark" in the City of Rancho Cucamonga's "Designated & Potential Historic Site List." Because of this status, staff placed a hold on the issuance of a Demolition Permit in order to conduct more research on the house to determine its significance. B. Site Characteristics: The site is arectangular-shaped parcel located on the east side of Vineyard Avenue in a residential area. The site is approximately 1 acre in size and zoned Low Residential. The site is surrounded by land zoned Low Residential to the north, south, east, and west. ANALYSIS A. Architectural Description: The existing house on the subject 1-acre parcel is awest-facing, single-story Bungalow style house with side-gabled roofing, wood frame and siding, an L-shaped floor plan, and a field stone foundation. According to the property profile, the house was constructed in 1915. B. Historic Significance: Information and history regarding the structure and site is very limited. Staff contacted the Ontario City Library for information and found that William W. Richards lived in the home from about 1951 until his death in 1957. In 1959, the home was occupied by Ruth Gutierrez. • The obituary for Mr. Richards and the 1954 city directory states his address as 7745 Vineyard Avenue. The directories prior to 1954 state his address as being 261 N. Vineyard Avenue, which staff is assuming is the same home. Additionally, the telephone directories between ITEM A HISTORIC PRESERVATION STAFF REPORT DRC2008-00289 -VICTORIA QUESADA May 14, 2008 Page 2 • 1953 and 1957 state this address as 7761 Vineyard Avenue. According to the obituary, Mr. Richards lived in the area for 19 years. The City directories prior to 1951 state his address as 131 N. Vineyard Avenue. No other information regarding the structure was available prior to 1951. Therefore, the historic significance of this home is undetermined. A cluster of homes on Vineyard Avenue have been identified with the "Potential Local Landmark" status on the "Designated & Potential Historic Site List" (Exhibit C). Most of these homes seem to have been built in the earlier part of the 20th century in the bungalow or craftsman style. Perhaps these homes were classified as such because of their settings as a potential historic neighborhood or their location near the Nationally Registered Rains House museum, which is just south of this cluster of homes. LANDMARK DESIGNATION REVIEW CRITERIA: When designating a landmark, the Historic Preservation Commission and the City Council shall consider the followirig criteria as a guide in making its determi~iation: [RCMC Section 2.24.090] A. Historical and Cultural Significance: Finding 1: The proposed Landmark is particularly representative of an historic period, type, style, region, or way of life. FacUs: Although, the house may have represented a particular architectural style of the period, major alterations and disrepair have destroyed the original significance. Finding 2: The proposed Landmark is an example of a type of building that was once common • but is now rare. FacUs: The house is asingle-family dwelling that is not connected with a rare use. Finding 3: The proposed Landmark is of greater age than most of its kind. , FacUs: Assuming that the house was built in 1915, it is approximately 93 years old.: Other . historic landmarks in the City and in the area are just as old or older. The. Rains House, which is just south of the subject property, was built in 1860. Finding 4: The proposed Landmark was connected with someone renowned or important or a local personality. FacUs: There is no evidence or available documentation that the past owners were especially important or a local personality. B. Historic Architectural and Engineering Significance: Finding 2: The overall effect of the design of the proposed Landmark is beautiful, or its details and materials are beautiful or unusual. FacUs: The structure is a typical Bungalow style house with major alterations, in disrepair, and does not stand out as especially unusual or beautiful. C. Neighborhood and Geographic Setting: Finding 1: The proposed Landmark materially benefits the historic character of the neighborhood. • t A-2 HISTORIC PRESERVATION STAFF REPORT DRC2008-00289 -VICTORIA QUESADA May 14, 2008 • Page 3 FacUs: The house and site have not been maintained and is poor condition. All windows of the structure have been boarded up. The wood siding, foundation, chimney, and roof are in need of severe repairs because of years of neglect and decay. Based on the current condition of the house and the absence of any significant architectural style, the house does not materially benefit the historic character of the neighborhood. Finding 2: The proposed Landmark in its location represents an established and familiar visual feature of the neighborhood, community, or city. Facts: Although the house has remained in the neighborhood for approximately 93 years, it does not embody significant characteristics of landmark quality. Staff concludes that demolition of the structure may remove a familiar, but less-than-significant visual feature within the neighborhood. Etiwanda Historical Society Comments: Staff met with the Etiwanda Historical Society at their April 8, 2008, board meeting to discuss this property. They felt that with limited documentation on the original owner of the house, the property owner should submit a title deed or records search for the original owner prior to demolition. In addition, they felt that a photographic documentation (of the exterior and the interior) and a floor plan would be appropriate. Environmental Assessment: The Planning Department has determined that the project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) and the City's CEQA • Guidelines. The project qualifies as a Class 1 exemption under State CEQA Guidelines Section 15301(1) (1 &4) (Demolition and removal of individual small structures) because the house is defined as a small structure and there is no substantial evidence that the project may have significant effect on the environment. RECOMMENDATION: Staff recommends that the Historic Preservation Commission determine that the structure does not meet the City's criteria for local Landmark Designation and approve the demolition of the house located at 7745 Vineyard Avenue subject to the following conditions: Submission of exterior and interior photographs b. Submission of the existing floor plan c. Submission of a title search for the original owners of the property Respectfully submitted, Ja s R.
