This is the time and place for the Committee to discuss and provide direction to an applicant regarding their development application. The following items do not legally require any public testimony, although the Committee may open the meeting for public input. 7:10 p.m (Rick) ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 2001-00695 - KINDERCARELEARNING CENTERS -The developmentof a 10,208 square foot pre- schooland day care center on 1.58 acres of land in the Office Park District of the Terra Vista Community Plan, located on the south side of Base Line Road approximately 260 feet west of Milliken Avenue -APN: 1077-672-39. Related file: Tree Removal Permit DRC2002-00100. 7:30 p.m. (Brent) CONDITIONAL USE PERMIT DRC2002-00260 -ISLANDS RESTAURANT - A request to construct 15,431 square foot restaurant with baron 1.3 acres of land in the Industrial Park District (Subarea 7), located at the southeast corner of Milliken Avenue and Foothill Boulevard-APN: 229-011-25. PUBLIC COMMENTS This is the time and place for the general public to address the Committee. State law prohibits the Committee from addressing any issue not previously included on the Agenda. The Committee may receive testimony and set the matter for a subsequent meeting. Comments are limited to five minutes per individual. ADJOURNMENT DESIGN REVIEW COMMENTS • 7:00 p.m. Kirt Coury May 14, 2002 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW DRC2002-00006 - MOORE DEVELOPMENT - A request to construct two buildings, a 5,320 square foot garage structure and a 17,661 square foot industrial building in the General Industrial District Subarea 3, located on the south side of 9th Street between Helms Avenue and Industrial Lane at 9449 9th Street - APN: 09-032-21. Design Review Committee Action: Members Present: Larry McNiel, Pam Stewart, Nancy Fong Staff Planner: Kirt Coury The Committee reviewed the revised plans and recommended approval of the project subject to the following plan corrections: The proposed cantilevered frame element shall extend to the top sandblast band on the front elevation. The cantilevered element shall include solid sandblast columns with a gapped panel across the front building elevation, subject to City Planner review and approval. 2. The proposed parking lot of the industrial building shall include landscape finger planters in • the central portions of the proposed north, south, and west parking lot areas, subject to City Planner review and approval. LJ DESIGN REVIEW COMMENTS • 7:10 p.m. Rick Fisher May 14, 2002 ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 2001-00695 -KINDERCARE LEARNING CENTERS -The development of a 10,208 square foot pre-school and day care center on 1.58 acres of land in the Office Park District of the Terra Vista Community Plan, located on the south side of Base Line Road approximately 260 feet west of Milliken Avenue -APN: 1077-672-39. Related file: Tree Removal Permit DRC2002-00100. Design Parameters: The project site is vacant and is surrounded by residential development to the south and west, vacant land (future Central Park) to the north across Base Line Road, and Texaco/Del Taco to the east. A reciprocal access agreement has been provided to allow shared access with the gas station/food mart property. The proposed one-story pre-school building will face toward Milliken Avenue, with the entrance located on the south side of the building. A playground will be located on the north and west side of the building and will contain various types of equipment for toddlers and pre-school age children. The playground will be surrounded by a 6-foot block wall to the north and west, a 6-foot wrought iron fence on the south side of the play ground, and a combination 4-foot high CMU retaining wall and 6-foot wrought iron fence with pilasters on the east side of the building. Three shade canopies will be provided above picnic tables in the playground area. The parking lot will be fully landscaped and will contain 61 parking spaces located south and east of the building. Exterior building materials include cement plaster finish walls, mission file roof, horizontal reveal lines painted inset panels, ceramic file wainscot, and aluminum fixed glass windows and doors. The interior of the building will be comprised of a reception area, a pantry, and eleven classrooms. Staff Comments: The following comments are intended to provide an outline for Committee discussion. Maior Issues: The following broad design issues will be the focus of Committee discussion regarding this project: The applicant is proposing to remove 32 existing trees. These trees must be replaced elsewhere on-site with similar type trees. 2. The proposed outdoor shade structures in the playground areas shall be constructed of materials that match the design of the trellis at the adjacent Texaco station. Secondary Issues: Once all of the major issues have been addressed, and time permitting, the Committee will discuss the following secondary design issues: 1. The rain gutter downspouts shall be located inside the exterior walls of the building. 2. The 1-inch wide metal screened on all elevations shall be increased to 3 inches in width. Staff Recommendation: Staff recommends that the project be approved subject to the above comments. Design Review Committee Action: Members Present: Larry McNiel, Pam Stewart, Nancy Fong • Staff Planner: Rick Fisher DRC COMMENTS DRC2001-00695-KINDERCARE LEARNING CENTERS May 14, 2002 Page 2 The Committee recommended approval subject to the Major and Secondary Issues contained in the staff comments. The Committee modified the following Major and Secondary issues as follows: Major Issues: The applicant is proposing to remove 28 trees rather than 32 trees. Staff shall determine the size and type. 2. The proposed out door shade structures with the fabric canopy and metal posts are acceptable to the City provided they comply with requirements of the Uniform Building Code. Secondary Issue: The 1-inch wide metal screen on all elevations shall be increased to 2 inches in width. The Committee also added the following recommendations: Large canopy trees shall be installed in the front yard area to help screen the canopies from view of Base Line Road. Staff shall determine the size and type. • 2. Replace the 4 trees proposed for removal in the schoolyard area. Staff shall determine the size and type. C~ DESIGN REVIEW COMMENTS • 7:30 p.m. Brent Le Count May 14, 2002 CONDITIONAL USE PERMIT DRC2002-00260- ISLANDS RESTAURANT-A requestto construct 15,431 square foot restaurant with bar on 1.3 acres of land in the Industrial Park District (Subarea 7), located at the southeast corner of Milliken Avenue and Foothill Boulevard - APN: 229-011-25. Design Parameters: The site is a vacant pad in the Lowe's center that was originally planned for a sit down restaurant during review of the Lowe's project. At that time, no architectural schemes had been established for development of the pad, as the developer did not have a specific restaurant in mind. The Planning Commission stated that "signature architecture," that is architecture akin to a specific restaurant, would be acceptable for the site so long as the overall quality is on par with the Lowe's building. The Islands building is very different from Lowe's but without losing architectural integrity. Cohesion between the buildings will be achieved thru use of similar color schemes, trellis, and stucco. In 2001, the City adopted the Foothill Boulevard/Route 66 Visual Improvement Plan, which establishes design elements that reinforce the historic Route 66 theme. This is our last opportunity on this corner to implement these design elements. As is typical of development along the south side of Foothill Boulevard, the site sets approximately 8 feet below the level of Foothill Boulevard. This will mean a good bit of the base the building along the north and west elevations will be out of public view. Staff and the applicant have agreed to utilize less decorative materials in these locations in exchange for enhancements elsewhere such as substantial use of stone wainscoting on the south and east elevations and entry and octagonal • shaped towers on the southeast and northwest corners of the building. These towers are proposed to have corrugated metal roofing. There is an enclosed service area on the west side of the building with two-tone stucco walls and a trellis roof. The building has a skewed plotting so that the building walls are at angles relative to the street frontages. The Planning Commission held aPre-Application Review Workshop on the restaurant design on February 27, 2002. The Commission felt that the design of the building should take into account the depressed pad elevation and the visual prominence given the location at a major intersection (Foothill Boulevard and Milliken Avenue). The Commission appears to prefer the towerfeature and elevating high quality architect rural features as much as possible to establish adequate presence relative to street frontage. The tower feature should therefore be continued on other aspects of the building. See attached minutes for further details. Note that the current design scheme being presented tonight to the Design Review Committee has changed substantially since the Planning Commission Workshop. The building now has two octagonal towers, a pitched roof, and greater use of decorative materials such as clapboard siding and stone wainscoting. Staff Comments: The following comments are intended to provide an outline for Committee discussion. Maior Issues: The following broad design issues will be the focus of Committee discussion regarding this project: The applicant has worked diligently to resolve major design issues presented by the Planning Commission and by staff. There are no major issues. ~J DRC COMMENTS CUP DRC20902-00260 -ISLANDS RESTAURANT May 14, 2002 • Page 2 Secondary Issues: The Committee will discuss the following secondary design issues: Eliminate the stone wainscoting from the north elevation at the northwest corner of the building because it will be obscured by the high retaining wall adjacent to it and the cost of the materials would be better spent elsewhere on the building. Suggest either adding the stone to the service enclosure on the west side or heavier trellis members/rafter tails, etc. 2. Provide Route 66 Icon along the Foothill Boulevard frontage per the Foothill Boulevard/Route 66 Visual Improvement Plan (see attached). 3. Provide a bus shelter over the existing bus stop/bench on Foothill Boulevard per the Foothill Boulevard/Route 66 Visual Improvement Plan (see attached). The shelter must be built entirely on private property as opposed to within the public right-of-way. Policy Issues: The following items are a matter of Planning Commission policy and should be incorporated into the project design without discussion: There shall be a minimum of one tree per 30 linear feet of building wall. Thirty percent of all trees shall be 24-inch box size or larger. Staff Recommendation: Staff recommends that the Design Review Committee approve the project • subject to the above comments. Also, the Committee recommended the applicant incorporate the following design items for review at the next meeting under Consent Calendar review: The proposed corrugated metal roof element would not be an appropriate roof element in a commercial environment. The applicant was directed to bring back other roofing materials to substitute the corrugated metal. 2. Where rock cobble is used, it shall be river rock. CITY OF RANCHO CUCAMONGA PLANNING COMMISSION MINUTES Adjoumed Meeting Febmary 27, 2002 Chairman McNiel called the Adjoumed Meeting of the City of Rancho Cucamonga Planning Commission to order at 8:00 pm The meeting was held in the DeAnza Room at [he Rancho Cucamonga Civic Center, 10500 Ctvic Center Drive, Rancho Cucamonga, California. PRE-APPLICATION REVIEW DRC2002-00086-ISLANDS RESTAURANT-A request for review of architectural and site plan design concepts ofr a 5,267 square foot Ilandsa Restaurant, including the use of explsed corrugated steel as a building material, on 1.3 acres of land in the Industnal Park District (Subarea 7), located a[ the southeast comer of Milliken Avenue and Foothill Boulevard, APN: 229-011-25 Brad Buller, City Planner, reviewed [he purpose and basic procedures of the pre-application review. David Kendal with Lee and Sakahara Architects presented the proposed design. David handed out black and white reduced copies of another design [hat includes a pitched roof and a decorative tower feature accentuating [he building entry. David indicated that he was hopeful of obtaining [he Commission's opinions about the building design. He acknowledged [he visual prominence of the site and indicated that the new design presented tonight is taller to address the street scene. Brent Le Count, Associate Planner, reviewed staff's concerns. He told the Commissioners that in 1999 when the Lowe's project was being processed, the Commission had indicated that signature style architecture would be acceptable for the Lowe's restaurant pads so long as the architectural quality was high. He noted that since that time the Farmer Boys and Union Bank buildings have been reviewed, approved and constmcted and [hat these buildings happen to take significant architectural cues from the Lowe's design. Brent asked that the Commission consider whether this establishes an architectural theme for the site, thus baring the signature architecture as proposed by Islands. Brent also stated that should the Commission agree to signature architecture for Islands, staff would recommend that the architectural quality be at least on par with the Lowe's building. Brent indicated that the use of building materials is a concern and that the building lacks visual interest and change of plane. The building should be designed to address the visually prominent location with frontage onto Foothill Boulevard and Milliken Avenue. Finally, he indicated that the word "fine" in "fine burgers and drinks" would be considered ancillary advertising inconsistent with [he City's Sign Ordinance and should be removed. The Islands team indicated this to be acceptable. Commissioner Stewart said [hat [he building appears overly boxy and that the front entrance should be restudied. She is not in favor of using corrugated metal as an exterior building material. She prefers the alternative design presented tonight including the file roof and the tower design for the entry. She noted [hat ® the north and west elevations facing the major boulevards must have accentuated architecture and that both of the designs presented are lacking here. ~~' ,va+ Commissioner Tolstoy does no[ prefer [he original design with flat roof and corrugated metal. He noted that the site lies a[ a major intersection and is depressed below street level so he prefers the decorative tower feature for the entry as shown on the revised second design but the remainder of the building lacks interest. He said that corrugated metal might be appropriate if it is also used on the inside of the building. Commissioner McNeil said that he agrees with the other Commissioners but is opposed to the use of corrugated metal as an exterior building material. He said that even the second design alternative presented tonight deserves restudy to better address the major street frontages. If the comers of the building could all be treated as well as the tower feature over the entrance, this may justify the less visually interesting intermediate wall areas. Mr. McNeil said that he is excited to see a proposal by Islands Restaurant and wishes the project much success. Brad Buller, City Planner, summarized the Commission's concerns. Streetscape Furniture and Artwork/Icon Palettes One of the most important elements that cohesively ties an entire streetscape together is a uniform palette of furniture. The Streetscape Furniture Palette, as shown on the 11 x 17 color foldout, consists of thematic streetlights, benches, trash receptacles, pedestrian safety bollards, accent paving materials, newspaper racks, special accent clocks for focal points, and banners to be attached to the streetlight poles. All metal or painted surfaces of the streetscape furniture should be dark green (or matching the Pantone PMS color 343). The following is a listing of the elements shown on the Streetscape Furniture Palette, with a suggested manufacturer and standards for placement. It is recommended that these be installedrmplemented into the remaining 3 comers at this intersection. It is encouraged that bollards be installed at the busiesUlargest of the eight Activity Center intersection corners. All four corners of any intersection should have the same style bollard for consistency. However, styles (Alternative 1 or 2) may change from intersection to intersection, depending on the character of the adjacent development. Accent Paving Material The paving material used within the corner setback areas should match the existing improved corners with a herringbone pattern of concrete brick pavers. These brick- shaped pavers are called Holland Stone, tri-color mix of Sunburst B-2, Red Brown Charcoal, and are provided by Olsen Pavingstone Inc. (949) 728-0415. The paving material to be used in the crosswalks and intersection areas should be StreetPrint asphalt pavement. StreetPrint is a textured asphalt material that replicates the appearance of pavers. The pattern recommended is a herringbone to match the existing brick pavers. The color of the crosswalks should be terra cotta, and the intersections, sierra colors. It is intended that these colors match, as closely as possible, the colors used in the existing concrete brick pavers in medians and comers. StreetPrint Pavement Technology is provided by the Mark Company (714) 685-3462. Newsoaaer Racks Multi-unit concrete newspaper racks by Quick Crete Products (909) 737-6240. Newspaper racks on Foothill Boulevard should be grouped together in one unit, located at major pedestrian access points of the Activity Centers. The exact locations to be determined by the City. Design Parameters: The project site is vacant and is surrounded by residential development to the south and west, vacant land (future Central Park) to the north across Base Line Road, and Texaco/Del Taco to the east. A reciprocal access agreement has been provided to allow shared access with the gas station/food mart property. The proposed one-story pre-school building will face toward Milliken Avenue, with the entrance located on the south side of the building. A playground will be located on the north and west side of the building and will contain various types of equipment for toddlers and pre-school age children. The playground will be surrounded by a 6-foot block wall to the north and west, a 6-foot wrought iron fence on the south side of the play ground, and a combination 4-foot high CMU retaining wall and 6-foot wrought iron fence with pilasters on the east side of the building. Three shade canopies will be provided above picnic tables in the playground area. The parking lot will be fully landscaped and will contain 61 parking spaces located south and east of the building. Exterior building materials include cement plasterfinish walls, mission file roof, horizontal reveal lines painted inset panels, ceramic file wainscot, and aluminum fixed glass windows and doors. The interior of the building will be comprised of a receptiorrarea, a pantry, and eleven classrooms. • Staff Comments: The following comments are intended to provide an outline for Committee discussion. Maior Issues: The following broad design issues will be the focus of Committee discussion regarding this project: The applicant is proposing to remove 32 existing trees. These trees must be replaced elsewhere on-site with similar type trees. 2. The proposed outdoor shade structures in the playground areas shall be constructed of materials that match the design of the trellis at the adjacent Texaco station. Secondary Issues: Once all of the major issues have been addressed, and time permitting, the Committee will discuss the following secondary design issues: The rain gutter downspouts shall be located inside the exterior walls of the building. 2. Design Review Committee Action: Members Present: • Staff Planner: Rick Fisher DESIGN REVIEW COMMENTS • 7:30 p.m. Brent Le Count May 14, 2002 CONDITIONAL USE PERMIT DRC2002-00260- ISLANDS RESTAURANT-A request to construct 15,431 square foot restaurant with bar on 1.3 acres of land in the Industrial Park District (Subarea 7), located at the southeast corner of Milliken Avenue and Foothill Boulevard - APN: 229-011-25. Design Parameters: The site is a vacant pad in the Lowe's center that was originally planned for a sit down restaurant during review of the Lowe's project. At that time, no architectural schemes had been established for development of the pad, as the developer did not have a specific restaurant in mind. The Planning Commission stated that "signature architecture," that is architecture akin to a specific restaurant, would be acceptable for the site so long as the overall quality is on par with the Lowe's building. The Islands building is very different from Lowe's but without losing architectural integrity. Cohesion between the buildings will be achieved thru use of similar color schemes, trellis, and stucco. In 2001, the City adopted the Foothill Boulevard/Route 66 Visual Improvement Plan, which establishes design elements that reinforce the historic Route 66 theme. This is our last opportunity on this corner to implement these design elements. As is typical of development along the south side of Foothill Boulevard, the site sets approximately 8 feet below the level of Foothill Boulevard. This will mean a good bit of the base the building along the north and west elevations will be out of public view. Staff and the applicant have agreed to utilize less decorative materials in these locations in exchange for enhancements elsewhere such as substantial use of stone wainscoting on the south and east elevations and entry and octagonal • shaped towers on the southeast and northwest corners of the building. These towers are proposed to have corrugated metal roofing. There is an enclosed service area on the west side of the building with two-tone stucco walls and a trellis roof. The building has a skewed plotting so that the building walls are at angles relative to the street frontages. The Planning Commission held aPre-Application Review Workshop on the restaurant design on February 27, 2002. The Commission felt that the design of the building should take into account the depressed pad elevation and the visual prominence given the location at a major intersection (Foothill Boulevard and Milliken Avenue). The Commission appears to prefer the towerfeature and elevating high quality architect rural features as much as possible to establish adequate presence relative to street frontage. The tower feature should therefore be continued on other aspects of the building. See attached minutes for further details. Note that the current design scheme being presented tonight to the Design Review Committee has changed substantially since the Planning Commission Workshop. The building now has two octagonal towers, a pitched roof, and greater use of decorative materials such as clapboard siding and stone wainscoting. Staff Comments: The following comments are intended to provide an outline for Committee discussion. Maior Issues: The following broad design issues will be the focus of Committee discussion regarding this project: The applicant has worked diligently to resolve major design issues presented by the Planning Commission and by staff. Suggest either adding the stone to the service enclosure on the west side or heavier trellis members/rafter tails, etc. 2. Provide Route 66 Icon along the Foothill Boulevard frontage per the Foothill Boulevard/Route 66 Visual Improvement Plan (see attached). 3. Provide a bus shelter over the existing bus stop/bench on Foothill Boulevard per the Foothill Boulevard/Route 66 Visual Improvement Plan (see attached). The shelter must be built entirely on private property as opposed to within the public right-of-way. Policy Issues: The following items are a matter of Planning Commission policy and should be incorporated into the project design without discussion: There shall be a minimum of one tree per 30 linearfeet of building wall. Thirty percent of all trees shall be 24-inch box size or larger. Staff Recommendation: Staff recommends that the Design Review Committee approve the project • subject to the above comments. David Kendal with Lee and Sakahara Architects presented the proposed design. David handed out black and white reduced copies of another design that includes a pitched roof and a decorative tower feature accentuating the building entry. Davrd indicated that he was hopeful of obtaining the Conunission's opinions about the building design. He acknowledged the visual prominence of the srte and indicated that the new design presented tonight is taller to address the street scene. Brent Le Count, Associate Planner, reviewed staff s concerns. He told the Commissioners that m 1999 when the Lowe's project was being processed, the Commssion had indicated that signature style architecture would be acceptable for the Lowe's restaurant pads so long as the architectural quality was high. He noted that since that time the Farmer Boys and Union Bank buildings have been reviewed, approved and constmcted and that these buildings happen [o take significant architectural cues from the Lowe's design. Brent asked that the Commission consider whether this establishes an architectural theme for the site, thus baring the signature architecture as proposed by Islands. Brent also stated that should the Commissron agree to signature architectme for Islands, staff would recommend that the architectural quality be at least on par with the Lowe's building. Brent indicated that the use of building materials is a concern and that the building lacks visual interest and change of plane. The building should be designed to address the visually prominent location with frontage onto Foothill Boulevard and Milliken Avenue. Finally, he indicated that the word "fine" m "fine burgers and drinks" would be considered ancillary advertising inconsistent with the City's Sign Ordinance and should be removed. The Islands team indicated this to be acceptable. Commissioner Stewart said that the budding appears overly boxy and that the front entrance should be restudied. She is not in favor of using corrugated metal as an exterior building material. She prefers the ` alternative design presented tonight including the file roof and the tower design for [he entry. She noted that • the north and west elevations facing the major boulevards must have accentuated architecture and that both of the designs presented are lacking here. ~~~ ~Qo Commissioner Tolstoy does not prefer the original design with flat roof and corrugated metal. He noted that the site lies a[ a major intersection and is depressed below street level so he prefers the decora[tve tower feature for the entry as shown on [he revised second design but the remainder of the building lacks interest. He said that corrugated metal might be appropriate if it is also used on the inside of the building. Commissioner McNeil said [hat he agrees with [he other Commissioners but is opposed to the use of corrugated metal as an ex[enor bmlding material. He said that even [he second design alternative presented tonight deserves restudy to better address the major street frontages. If the corners of the building could all be treated as well as the tower feature over the entrance, [his may jus[tfy the less visually interesting intermediate wall areas. Mr. McNeil said that he is excited to see a proposal by Islands Restaurant and wishes the protect much success. Brad Buller, City Planner, summarized [he Commission's concerns. The Streetscape Furniture Palette, as shown on the 11 x 17 color foldout, consists of thematic streetlights, benches, trash receptacles, pedestrian safety bollards, accent paving materials, newspaper racks, special accent clocks for focal points, and banners to be attached to the streetlight poles. All metal or painted surfaces of the streetscape furniture should be dark green (or matching the Pantone PMS color 343). The following is a listing of the elements shown on the Streetscape Furniture Palette, with a suggested manufacturer and standards for placement. The paving material to be used in the crosswalks and intersection areas should be StreetPrint asphalt pavement. StreetPrint is a textured asphalt material that replicates the appearance of pavers.
