HomeMy WebLinkAbout12-133 - Resolutions RESOLUTION NO. 12-133 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, ESTABLISHING A HEALTHY FOOD AND BEVERAGE POLICY WHEREAS, the City of Rancho Cucamonga is committed to providing an all encompassing environment that is conducive to the health of all children and families; and WHEREAS, the League of California Cities, at its recent annual conference, unanimously adopted a resolution reaffirming its recognition of the important role cities play in combating the obesity epidemic and called upon cities in California to join the Let's Move Cities and Towns Campaign for which the City of Rancho Cucamonga is a member; and WHEREAS, a goal of the Let's Move Cities and Towns Campaign is to make healthy food available to children and families in municipal facilities; and WHEREAS, the League initiated the Healthy Eating Active Living Cities Campaign to support cities to adopt policies to increase access to healthy food; and WHEREAS, more than half of California's adults are overweight or obese and therefore at risk for many chronic conditions including diabetes, heart disease, cancer, arthritis, stroke, and, hypertension; and WHEREAS, more children are being diagnosed with diseases linked to overweight and obesity previously seen only in adults, such as Type 2 diabetes and heart disease; and WHEREAS, the current generation of children are expected to have shorter lives than their parents due to the consequences of obesity; and WHEREAS, the Inland Empire has the worst healthy food access in the state, with six times as many unhealthy food retail outlets as healthy ones, contributing to it being the 4l" most obese region in the nation with two out of three residents considered overweight or obese; WHEREAS, obesity and overweight take a tremendous toll on the health and productivity of all Californians, annually costing the state $21 billion; and WHEREAS, the City of Rancho Cucamonga bears a portion of these costs in health care premiums, sick days and lost productivity; and WHEREAS, teens and adults who consume one or more sodas or sugar sweetened beverages per day are more likely to be overweight or obese; and WHEREAS, foods and beverages of minimal nutritional value are marketed extensively; and WHEREAS, there are healthier alternatives that can be made accessible to employees and participants in programs and facilities throughout the city; and WHEREAS, the City of Rancho Cucamonga is committed to promoting the health and welfare of children and families; and WHEREAS, the City Council has jurisdiction over municipal facilities and programs serving employees and residents where they consume food and beverages; and WHEREAS, it is in the City's interest to use its facilities and programs to promote and support health; and NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Rancho Cucamonga adopts the following standards to ensure that the healthier choice is an easier choice in the City of Rancho Cucamonga: SECTION 1. All food and beverages provided, distributed, and/or sold in City facilities and programs (including but not limited to afterschool programs, City hall, community centers, parks, libraries, etc.), and all food and beverages served during meetings and events sponsored by the City of Rancho Cucamonga (public, staff, interdepartmental, intradepartmental, community input, etc.) shall meet the following standards: a. Vending Machines at City Facilities • Snacks At least 50% of snacks sold in vending machines shall meet the following specified nutrition standards based on nationally recognized and accepted guidelines outlined in SB 12 and SB965 (specific requirements for all snack food and beverages provided in California elementary, middle, and high schools). - Have no more than 35% of its calories from total fat (with the exclusion of nuts and seeds; snack mixes and other foods of which nuts and seeds are a part must meet the 35% standard). - Have no more than 10% of its calories from saturated fat(excluding eggs and individual cheese packages). - Have no more than 35% sugar by weight (excluding fruits and vegetables). - Have no more than 250 calories per serving or per portion. Snacks meeting the above referenced nutrition standards should be identified in such a way to promote its healthier benefits. • Beverages At least 50% of beverages sold in vending machines shall meet the following specified nutrition standards based on nationally recognized and accepted guidelines outlined in SB 12 and SB965 (specific requirements for all snack food and beverages provided in California elementary, middle, and high schools). - Drinking water without added sweeteners - Beverages that contain 50% fruit and vegetable juices without added sweeteners - 100%fruit or vegetable juices - 2%, 1% or nonfat milk, soy milk, rice milk, and other similar nondairy milk - Electrolyte Replacement beverages that contains no more than 42 grams of added sweetener per 20-ounce serving - Other non-caloric beverages, such as coffee and tea Beverages meeting the above referenced nutrition standards should be identified in such a way to promote its healthier benefits. Future procurement and or contractual negotiations for the provision of food snacks and beverages to be provided and or sold in vending machines at City facilities shall include a provision stipulating that food snacks and beverages to be purchased or provided through contracts shall meet the nutrition standards outlined above. Meetings and Events • Snacks and Beverages Snacks and beverages purchased with City funds and served at regularly scheduled City-sponsored meetings and events shall include no less than one option meeting the aforementioned standards. • Food Entrees It is strongly encouraged that healthier food options be included at regularly scheduled City-sponsored meetings and events where food entrees are provided. SECTION 2. It is strongly encouraged that any advertising present on vending machines or food retail services at City facilities shall include advertising of food and beverages that meet the aforementioned nutrition standards. SECTION 3. Programs that use City facilities will be encouraged to comply with the aforementioned nutrition standards and ensure that the message of health is modeled. SECTION 4. To assist in the implementation of this policy, the City of Rancho Cucamonga will designate appropriate staff to disseminate information and train relevant staff on the aforementioned nutrition standards to ensure complete comprehension and compliance. Training would also provide recommendations on meals/entrees and how to choose healthier catering and incorporate healthier options at special events. SECTION 5. To complement this policy, the City of Rancho Cucamonga will develop an educational campaign to promote and support healthier choices. SECTION 6. Space shall be made available for nutrition education materials at all City facilities that provide and/or sell food. SECTION 7. Upon request, the City of Rancho Cucamonga shall provide resources and lists of acceptable products that meet the aforementioned nutrition standards. SECTION 8. The City of Rancho Cucamonga will be available to consult with vending machine companies and other food retail service providers on healthy item identification strategies, and consumer outreach and education. SECTION 9. The City of Rancho Cucamonga shall support the development of healthy food and beverage policies of other local agencies in an effort to create a continuum of health across sectors. SECTION 10. The City of Rancho Cucamonga will conduct regular evaluation of policy implementation and continue to identify strategies to support the City's efforts to increase access to healthy food. SECTION 11. Content included in this resolution may be updated as State nutrition standards or new nationally recognized recommendations for healthier food options are developed.
