RANCHO CUCAMONGA CIVIC CENTER RAINS ROOM 10500 CIVIC CENTER DRIVE RANCHO CUCAMONGA Committee Members: Heinz Lumpp John Melcher Nancy Fong Alternates: Peter Tolstoy Dave Barker Larry McNiel CONSENT CALENDAR The following items are expected to be routine and non-controversial. Typically they are items such as plan revisions prepared in response to discussions at a previous meeting. NO ITEMS HAVE BEEN SUBMITTED PROJECT REVIEW ITEMS This is the time and place for the Committee to discuss and provide direction to an applicant regarding their development application. The following items do not legally require any public testimony, although the Committee may open the meeting for public input. 5:00 p.m. (Scott) ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 95-16 - SACRED HEART CATHOLIC CHURCH-A request to construct a church facility and school consisting of a 31,017 square foot church, a 28,480 square foot community center, a 16,460 square foot education center, a 10,898 square foot parish center office, a 9,400 rectory, a 10,110 adult education and youth center, a 5,180 square foot chapel, and a 9,387 square foot adult center on a 20.14 acre site in the Very Low Residential designation (1-2 dwelling units per acre) of the Etiwanda Specific Plan, located on the west side of Etiwanda Avenue, between Summit and Highland Avenues - APN: 225- 171-12, 20, 22, and 23. Associated with the application is Variance 95-04 and Tree Removal Permit 95-14. PUBLIC COMMENTS This is the time and place for the general public to address the Committee. State law prohibits the Committee from addressing any issue not previously included on the Agenda. The Committee may receive testimony and set the matter for a subsequent meeting. Comments are limited to five minutes per individual. T—7J O(j oe DESIGN REVIEW COMMENTS 5:00 p.m. Scott Murphy January 2, 1996 ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 95-16- SACRED HEART CATHOLIC CHURCH-A request to construct a church facility and school consisting of a')1,017 square foot church, a 28,480 square foot community center, a 16,460 square foot education center, a 10,898 square foot parish center office, a 9,400 rectory, a 10,110 adult education and youth center, a 5,180 square foot chapel, and a 9,387 square foot adult center on a 20.14 acre site in the Very Low Residential designation (1-2 dwelling units per acre) of the Etiwanda Specific Plan, located on the west side of Etiwanda Avenue, between Summit and Highland Avenues - APN: 225-171-12, 20, 22, and 23. Associated with the application is Variance 95-04 and Tree Removal Permit 95-14. Backeround: On September 19, 1995, the Design Review Committee considered the application. At that time, the Committee (Barker, Melcher, Fong) determined that the design of the facility did not meet the intent of the Etiwanda Specific Plan (ESP). The design-vas too urban for the setting. In addition, the Committee felt that the site planning resulted in the largest building being placed at the most constrained portion of the site. The Committee suggested shifting the structure to the west. The Committee suggested that a workshop with the Planning Commission may be appropriate to discuss the design in more detail. On November 29, 1995, the Planning Commission conducted a workshop on the application. The applicant presented revised building elevations that lowered the height of the facility and simplified some of the architectural elements. The Planning Commission found the revised architectural plans acceptable. Staff indicated that they will continue to work with the applicant on refinements to the Grading Plan. Staff stated they would bring the revised plans back to Design Review Committee prior to the Planning Commission public hearing. Analysis: At the time of comment preparation, the application was making refinements to the building elevations and Site Plan. Therefore, an oral presentation will be made to the Committee outlining the changes to the plans. Staff Recommendation: Staff recommends that the Committee review the revised elevations and Site Plan and recommend approval of the application to the Planning Commission with conditions to address any outstanding concerns. Design Review Committee Action: Members Present: Heinz Lumpp, Larry McNiel, Nancy Fong Staff Planner: Scott Murphy The Committee reviewed the application and recommended approval subject to the following: 1. Additional brick work should be provided at the planter areas around the base of the building. 2. The glu-lam fascia should receive a stain finish. 3. The rear elevation of the Community Center building should be receive additional architectural treatment. 5. The walls on both sides of the rotunda on the church's rear elevation should receive additional architectural treatment. The placement of statues was suggested for these areas. 6. The Committee was split on whether the bell tower should be increased in height. The applicant should prepare a sketch showing the increased height for consideration by the Planning Commission.
