RANCHO CUCAMONGA CIVIC CENTER RAINS ROOM 10500 CIVIC CENTER DRIVE RANCHO CUCAMONGA Committee Members: Bill Bethel Rich Macias Dan Coleman Alternates: Peter Tolstoy Dave Barker Larry McNiel CONSENT CALENDAR The following items are expected to be routine and non-controversial. Typically they are items such a plan revisions prepared in response to discussions at a previous meeting. NO ITEMS HAVE BEEN SUBMITTED PROJECT REVIEW ITEMS This is the time and place for the Committee to discuss and provide direction to an applicant regarding their development application. The following items do not legally require any public testimony, although the Committee may open the meeting for public input. 6:00 p.m. (Tom) DEVELOPMENT REVIEW 96-27 - MASTERCRAFT HOMES - A review of the detailed Site Plan and building elevations for Phase 1 of Tract 14380, consisting of 25 single family lots in the Low Residential designation (2-4 dwelling units per acre) of the Etiwanda North Specific Plan, located on the west side of Etiwanda Avenue,to the north and south of North Overlook Drive - APN: 225-451-39 to 58 and 225-461-57 to 60. 6:40 p.m. (Brad) ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 95-25 - RODRIGUEZ-A request to construct a 2,900 square foot drive-thru facility and a 5,548 square foot restaurant on 3.7 acres of land in the Community Commercial designation of the Foothill Boulevard Specific Plan, located at the southwest corner of Foothill Boulevard and Vineyard Avenue - APN: 207-211-12 and U. PUBLIC COMMENTS This is the time and place for the general public to address the Committee. State law prohibits the Committee from addressing any issue not previously included on the Agenda. The Committee may receive testimony and set the matter for a subsequent meeting. Comments are limited to five minutes per individual. DESIGN REVIEW COMMENTS 6:00 p.m. Tom Grahn February 18, 1997 DEVELOPMENT REVIEW 96-27 - MASTERCRAFT HOMES - A review of the detailed Site Plan and building elevations for Phase 1 of Tract 14380, consisting of 25 single family lots in the Low Residential designation (2-4 dwelling units per acre) of the Etiwanda North Specific Plan, located on the west side of Etiwanda Avenue, to the north and south of North Overlook Drive - APN: 225-451-39 to 58 and 225-461-57 to 60. Project History: This project was previously reviewed by the Design Review Committee on three separate occasions and approved by the Planning Commission on January 22, 1997. At the initial Design Review Committee meeting, the applicant was directed to revise the elevations by incorporating additional design elements (e.g., shutters, exposed rafter tails, break up roof lines, etc.) and to provide additional siding on the side and rear elevations when siding is used as a significant element on the front elevation. The applicant revised their elevations to incorporate additional design features, but did not significantly revise the use of siding. At the following Committee meetings the applicant was directed to revise their use of siding based upon previous comments, but prior to the Planning Commission meeting the use of siding was eliminated from the selected elevations. Based upon previous direction by the Committee, staff included a condition of approval to provide additional siding on selected elevations. This condition requires the Committee's review and approval prior to issuance of building permits. The condition was not appealed. The elevations have not been revised since the project was reviewed by the Planning Commission. The applicant will be prepared to discuss their project to justify how the elevations were revised through the design process and to demonstrate how their project meets City policy. Staff Comments: The following comments are intended to provide an outline for Committee discussion. Maior Issues: The staff report for the January 22, 1997, Planning Commission meeting identified that the use of siding should be included on the front, side, and rear elevations of the following plans so that siding appears as a primary architectural feature. The following elevations were recommended for revision: Plan 1 "Ranch" Plan 2 "Country" Plan 3 "Ranch" Plan 4 'Ranch" Staff Recommendation: Staff recommends that additional siding be provided per the condition of approval. DRC AGENDA DR 96-27 - MASTERCRAFT HOMES February 18, 1997 Page 2 Design Review Committee Action: Members Present: Bill Bethel, Dan Coleman Staff Planner: Tom Grahn The Planning Commission Conditions of Approval for Design Review 96-27 required that revised elevations be subject to Design Review Committee review and approval, prior to issuance of building permits. The Committee recommended approval of the project subject to the following: 1. Siding shall be provided on the front elevations as initially shown to the Committee. 2. On applicable side and rear elevations, siding shall be provided below the gable roof element. Background: The Design Review Committee last reviewed the project on February 4, 1997, where the Committee directed the applicant to have a specific roof plan and possible architectural enhancements for the proposed roof parapet available for review at the next meeting. Staff Comments: The following comments are intended to provide an outline for Committee discussion: At the time of comment preparation, the requested roof plan had not yet been received by staff. An oral presentation will be provided at the meeting. Staff Recommendation: Staff recommends that the Committee forward the project to the Planning Commission for their consideration at the February 26, 1997 meeting. Design Review Committee Action: Members Present: Bill Bethel, Dan Coleman Staff Planner: Brad Buller The applicant was unable to submit a Roof Plan for Burger King and did not submit revised elevations which accurately depicted the roof elements. Further, the applicant stated that the chimney element would probably be deleted. The Committee did not recommend approval of roof screen Alternatives A, B or C. The Committee did not recommend approval and requested the applicant to address the following, prior to the Planning Commission meeting: 1. Submit a Roof Plan for Burger King. 2. Submit revised elevations for Burger King which correct all inconsistencies. 3. Explain why the chimney, that was previously indicated by the applicant as functional, is no longer necessary? Submit documentation that the four condensation units can fit onto the 5-foot x 5-foot platform indicated and meet manufacturer's specifications for proper air circulation around the units. 5. Verify the dimension of the 10 ton A/C units, particularly the height. The applicant was also advised of the Grading Committee recommendation to not approve the Conceptual Grading Plan. The applicant was reminded to submit a complete set of colored plans, including the Site Plan, Landscape Plan, and elevations, as well as, 8 %: inch x 11-inch reductions of all sheets within the development package.
