Typically they are items such as plan revisions prepared in response to discussions at a previous meeting. NO ITEMS HAVE BEEN SUBMITTED PROJECT REVIEW ITEMS This is the time and place for the Committee to discuss and provide direction to an applicant regarding their development application. The following items do not legally require any public testimony, although the Committee may open the meeting for public input. 6:00 p.m. (Tom) ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT 15485 - HR ENGINEERING - A residential subdivision of 39 single family lots on 11.4 acres of land in the Low Residential District (2-4 dwelling units per acre) of the Etiwanda North Specific Plan, located north of the future Route 30 Freeway and west of Locust Avenue- APN: 225-161-34 and a portion of 19, 32, and 33. 6:40 p.m. (Brent) CONDITIONAL USE PERMIT 97-05 - SEARING INDUSTRIES - A request to construct a 104,810 square foot warehouse/manufacturing building on 4.31 acres of land in Subarea 2 (General Industrial) of the Industrial Area Specific Plan, located at the northeast comer of Vineyard Avenue and 9th Street - APN: 209-012-17 7:20 p.m. (Steve) ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 97-0') - CARL KARCHER ENTERPRISES - A request to construct a 3,050 square foot quick service restaurant with drive-thru on a 1.14 acre parcel within the Terra Vista Promenade Shopping Center, located on the north side of Foothill Boulevard, west of the extension of Masi Drive - APN: 227-151-44. PUBLIC COMMENTS This is the time and place for the general public to address the Committee. State law prohibits the Committee from addressing any issue not previously included on the Agenda. The Committee may receive testimony and set the matter for a subsequent meeting. Comments are limited to five minutes per individual. NN - DESIGN REVIEW COMMENTS 6:00 p.m. Tom Grahn March 18, 1997 ENVIRONMENTAL ASSESSMENT AND TENTATIVE TRACT 15485 - HR ENGINEERING - A residential subdivision of 39 single family lots on 11.4 acres of land in the Low Residential District (2-4 dwelling units per acre) of the Etiwanda North Specific Plan, located north of the future Route 30 Freeway and west of Locust Avenue - APN: 225-161-34 and a portion of 19, 32, and 33. Design Parameters: The project site is currently surrounded by vacant land. To the north and east of the project site is Tract 13812, which has been rough graded but not developed. To the south is the corridor of the future Route 30 freeway. An existing single family residence is located to the northwest of the project site and currently has an access driveway through the westem portion of the site. The tract was designed to connect to the street pattern of the adjacent tract to the east and was also master planned to consider a logical continuation of streets to the northwest. Staff Comments: The following comments are intended to provide an outline for Committee discussion. Major Issues: The following broad design issues will be the focus of Committee discussion regarding this project: 1. To avoid the creation of rear yard to side yard conditions, those lots currently aligned in an east- west orientation (Lots 18 to 20) should be revised to a north-south orientation (see attached). Policv Issues: The following items are a matter of Planning Commission policy and should be incorporated into the project design without discussion: 1. Because of the proximity of the proposed Route 30 freeway, noise reduction and insulation features must be installed to achieve compliance with the maximum exterior noise levels for the project. Prior to scheduling the project for Planning Commission consideration the applicant will be required to submit a noise study, prepared by an acoustical engineer, to address exterior and interior noise attenuation within the proposed project. Part of the noise attenuation will be addressed by the installation of a sound attenuation wall along the north side of the freeway right of way adjacent to the south side of the project. The sound wall should be designed consistent with existing walls along the corridor, except the ultimate height will be determined by the acoustical study. Staff Recommendation: Staff recommends that the project be recommended for approval and redesigned to reflect the identified issues. '! l � \ DESIGN REVIEW COMMENTS 6:40 p.m. Brent Le Count March 18, 1997 CONDITIONAL USE PERMIT 97-05 - SEARING INDUSTRIES - A request to construct a 104,810 square foot warehouse/manufacturing building on 4.31 acres of land in Subarea 2 (General Industrial) of the Industrial Area Specific Plan, located at the northeast comer of Vineyard Avenue and 9th Street -APN: 209-012-17 Design Parameters: The site is vacant and is located directly south of the existing Searing Industries plant. There is a mini- storage development across Vineyard Avenue to the west, vacant land to the south across 9th Street and existing warehouse distribution development to the east. The site slopes gently downward at approximately 2 percent from north to south. The building will function as warehousing for the existing Searing operation with on-site truck circulation. The building is proposed to have a 16' by 20' truck drive- thru opening on the southeast (9th Street frontage) corner and another on the northeast corner to handle truck traffic/loading between the existing Searing building to the north and 9th Street to the south. Staff Comments: The following comments are intended to provide an outline for Committee discussion. Major Issues: The following broad design issues will be the focus of Committee discussion regarding this project: 1. The proposed building design is essentially a box, it lacks articulation' and architectural embellishments to building surface. Overall architectural elements such as colors and materials, change of plane, fenestration'and surface textures should be restudied to avoid an uninteresting, box like appearance. The west elevation, northwest comer, and southwest corners of the building are of particular concern due to their street visibility. 2. The office/entry portion of the building at the southwest corner should be stronger. Provide a more formal/articulated entry statement by modulation of colors, materials, and change of plane. Special attention should be paid to how the building/entry relates to pedestrian users and passersby. 3. Sandblasted concrete elements should be a signficiant proportion of the building. The 2' 2" band around the building is a token effort. Recommend that sandblasted concrete be used primarily on the west elevation facing Vineyard Avenue and the office portion of the south elevation. 4. Glazing should be extended twice as far along west elevation, up to the end of the offset in panels, to create a stronger architectural statement. Secondary Issues: Once all of the major issues have been addressed, and time permitting, the Committee will discuss the following secondary design issues: 1. Variance required for project security fence which does not meet required 25-foot building setback along 9th Street , as measured from ultimate curb face. A 20-foot landscape setback is shown for the westerly two-thirds of the frontage. The Industrial Area Specific Plan standard is that "walls or fences over three feet in height are subject to building setbacks." Staff does not support a variance for this property and is not aware of any precedent for similar circumstances (i.e., right turn lane). Articulation is a variation in the building planes (vertically or horizontally). z Fenestration is the placement of windows and doors. DRC COMMENTS CUP 97-05 - SEARING INDUSTRIES March 18, 1997 Page 2 2. "Employee outdoor eating areas shall be provided as an integral part of site designs," states the Industrial Area Specific Plan. Provide shade, tables, and seats and preferably away from loading areas. A detailed blow-up of this area should be provided on the Conceptual Landscape Plan. 3. Provide undulating berms along both street frontages with an average height of 3-feet (max. slope not to exceed 3 1/2:1) per Industrial Area Specific Plan standards. 4. Relocate the three parking spaces at the southeast corner of the site and replace them with heavy landscaping to further screen truck loading door on south elevation of building. 5. Provide pilasters in the 6-foot high wrought iron security fence to avoid monotony. Policv Issues: The following items are a matter of Planning Commission policy and should be incorporated into the project design without discussion: 1. Resolution No. 89-158 requires the creative use of at least two primary building materials. The 2' 2" band around the building is a token effort. Sandblasted concrete elements should be a signficiant proportion of the building. Recommend that sandblasted concrete be used primarily on the west elevation facing Vineyard and the office portion of the south elevation. Staff Recommendation: Staff recommends that the project be revised and return for review by the Design Review Committee. Design Review Committee Action: Members Present: Bill Bethel, David Barker, Daniel Coleman Staff Planner: Brent Le Count The applicant provided a revised design addressing staffs comments at the meeting. The Design Review Committee recommended that the project return to the Committee as a Consent Calendar item with the following recommended issues addressed: 1. Provide a colored rendering of the revised design. 2. Provide shade trees along the south portion of the employee outdoor eating area. 3. Provide assurance that rooftop equipment will not be visible from any public rights-of--way. DESIGN REVIEW COMMENTS 7:20 p.m. Steve Hayes March 18, 1997 ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 97-02-CARL KARCHER ENTERPRISES - A request to construct a 3,050 square foot quick service restaurant with drive-thru on a 1.14 acre parcel within the Terra Vista Promenade Shopping Center, located on the north side of Foothill Boulevard, west of the extension of Masi Drive - APN: 227-151-44. Design Parameters: The site is a rough graded and hydroseeded pad along the Foothill Boulevard frontage within the Terra Vista Promenade Shopping Center. The pad is immediately west of the major signalized intersection into the shopping center off Foothill Boulevard, opposite the ARCO am/pm mini market that is currently under construction. Curb, gutter and sidewalk exist along the property frontage. No significant vegetation or natural features exist on the site. The site currently slopes from north to south at roughly 2 percent. Staff Comments: The following comments are intended to provide an outline for Committee discussion. Major Issues: The following broad design issues will be the focus of Committee discussion regarding this project: 1. The Design Review Committee (McNiel, Macias, Fong) reviewed the preliminary Site Plan and building elevations on a courtesy basis at the request of the developer on December 3, 1996. At that time, the Committee recommended the following: a. The building should be re-oriented to be at an angle, consistent with the Master Plan for the Terra Vista Promenade Shopping Center (see attached Master Plan - Exhibit "A"). b. A tower element, similar to that used on the ARCO service station on the opposite side of the main drive aisle, should be integrated into the design of the building (see attached example - Exhibit "B"). C. The architectural concept should be revised to be more consistent with the Design Guidelines for the Terra Vista Promenade for satellite pad buildings (see attached example - Exhibit "C"). Staff believes that the angled "tower' elements are not significant enough to compensate for not angling the building and that the design of the towers themselves is not consistent with the design guidelines for the shopping center. Staff would recommend that the Site Plan and building elevations be revised further to be more consistent with the established design guidelines for the shopping center and the previous direction of the Design Review Committee. Secondary Issues: Once all of the major issues have been addressed, and time permitting, the Committee will discuss the following secondary design issues: 1. The proposed stacked stone screen wall adjacent to the drive-thru lane should be extended in both directions to screen a larger portion of the drive-thru from view of Foothill Boulevard and the main driveway entrance into the shopping center. DRC COMMENTS CUP 97-02 - CARL KARCHER ENTERPRISES March 18, 1997 Page 2 2. The proposed design of the wood trellises appears to be consistent with those used within the shopping center. However, staff is concerned with how the trellises tie into the walls of the building. Staff would recommend that columns or an alternative support element be utilized adjacent to the building side of the trellis structures to give the appearance that they are freestanding structures. 3. The column and pole for the clearance sign should be consistent in design with the building. Policv Issues: The following items are a matter of Planning Commission policy and should be incorporated into the project design without discussion: 1. Berming and hedges of evergreen landscape shrubs should be used in combination with the proposed screen wall to screen activities in the drive-thru lane from public view. 2. The proposed transformer should be completely screened from view by landscaping and/or walls. 3. The size and spacing of the trellis members should be consistent with those constructed throughout the shopping center. 4. Light fixtures should be consistent in design with those already used throughout the shopping center. Staff Recommendation: Staff recommends that the Design Review Committee direct the applicant to revise the plans accordingly consistent with the previous direction of the Committee. Once deemed acceptable to staff, then the project will be scheduled for further review of the Committee. Attachment Design Review Committee Action: Members Present: David Barker, Bill Bethel, Dan Coleman Staff Planner: Steve Hayes The Committee did not recommended approval and requested that the project be redesigned to create a stronger design statement for this main entrance into the Terra Vista Promenade shopping center. The Committee expressed disappointment that the applicant had not responded to the recommendations of the Committee on December 3, 1996 on substantially the same design scheme.
