The deadline for submitting these items is 6:00 p.m. on Tuesday, one week prior to the meeting. The City Clerk's Office receives all such items. A. CALL TO ORDER Roll Call: Alexander Biane Curatalo Dutton__ and Williams B. ANNOUNCEMENTS/PRESENTATIONS Presentation of Certificates of Achievement recognizing the generous support of businesses, service clubs and schools who participated in the 1999 Library Telethon campaign with donations of $500 and above. Presentation of Certificate of Achievement to Jerry La Pointe of Jerry La Pointe Video Productions. His original production "Our Favorite Place," describing the services and opportunities for youngsters visiting the Rancho Cucamonga Public Library, received the Platinum "Best of Show" Award in the 1999 Aurora Awards Film and Video competition. C. COMMUNICATIONS FROM THE PUBLIC This is the time and place for the general public to address the City Council. State law prohibits the City Council from addressing any issue not previously included on the Agenda. The City Council may receive testimony and set the matter for a subsequent meeting. Comments are to be limited to five minutes per individual. BACKGROUND Kaufman and Broad of Southern California Development Corporation has begun construction of Terre Vista Park ~3, which is located in the Terra Vista Planned Community on Tetra Vista Parkway, just south of Mountain View Drive. A site plan is attached for your reference. This 5 acre park will contain a 60/70 ft ballfield, a full basketball court, a play area/tot lot, an exercise course, picnicking amenities, a restroom building and on site parking for 34 cars, including 2 handicap accessible stalls. Once completed, only La Mission Park will remain to be constructed in the Terre Vista Planned Community. At the Park and Recreation Commission meeting on November 18, 1999, the Commission reviewed a list of names presented by staff for the park and selected "Mountain View Park" as the name to recommend to the City Council for the park. The City's Park Development Commission in 1985 originally proposed this name for a future park in Tetra Vista (no specific site was identified), when considering names for future parks in Rancho Cucamonga. Although they also considered "Terra Vista Park" as one of the names for the park, the current Commission selected "Mountain yiew" based on it's proximity to Mountain View Drive, as well as that they felt that the CITY COUNCIL MEETING NAMING OF TERRA VISTA PARK DECEMBER 15, 1999 PAGE 2 name "Terra Vista" is overly used in the community. These guidelines will be used to insure consistency, while minimizing confusion in the selection of names for new and existing park areas. The following factors that may be considered are: e e e ~ · If a park site is located adjacent to a school and the school has been officially named, then the park may be named after the school. This will minimize facility identification confusion and encourage the intent of the City's General Plan which recommends the school/park complex developments. If the school has not been officially named the City shall work with the School District to develop a mutually acceptable name for the school/park complex. Contests by students to name the school/park complex should be encouraged.. If a park site is located near a significant geographical, historic and/or other physical element, and is not adjacent t9 a school, the park may be named after the significant feature. A park site may be named after an adjacent street, or an commemorative event if it is not located adjacent to a school site or a significant physical element. This would encompass such park facilities as the Rancho Cucamonga Neighborhood Center, Red Hill Park and Heritage Park. A park site or certain area improvements within park facilities may be named after individuals or non-profit organizations if those individuals or organizations contributed significantly to the development of the specific park or the general park system within the City of Rancho cucamonga. Examples of this would include Lions Park. RECOMMENDATION: It is recommended that City Council authorize the California Cities Home Ownership Authority (CCHOA) to make home loans within the incorporated city limits of Rancho Cucamonga using the Taxable Single Family Mortgage Bond Program. BACKGROUND: The City of Rancho Cucamonga continually looks for innovative ways to provide home ownership opportunities to all segments of the community. In January 1999, the California Cities Home Ownership Authority (CCHOA), a ten-member joint powers authority that the City of Rancho Cucamonga is a member, began making lease-to-own loans. On October 14, 1999 the CCHOA Board approved the issuance of taxable bonds to fund an additional home ownership program that will provide down payment and closing cost assistance to home purchasers. CCHOA staff made a presentation to the City's Housing Subcommittee on October 20, 1999 recommending that the City of Rancho Cucamonga allow loans to be made through the Taxable Bond Home Ownership Program. The Subcommittee members accepted the recommendation and directed staff to present the item before the entire City Council for approval. ANALYSIS: The Taxable Home Ownership Program provides qualifying homebuyers a 4% grant towards down payment and closing costs when purchasing a home. The home purchaser would need to pay some closing costs and the portion of the down payment not covered by the Program and then make normal mortgage payments (principal, interest, taxes, insurance). The Program will make fixed rate mortgage loans at 0.75% above the FHA market rate. The home purchaser's income must conform to income limits of 115% of the County median income for newly constructed homes, and 90% of median income for one-half of existing homes and 100% for the other half. All loans made under the Program would count toward the Redevelopment Agency's affordable housing production requirements although neither the Agency nor the City will contribute funds to the Program. Funding for the Program will come from bond proceeds issued in $2 million increments. A maximum of $50 million in bonds can be issued based on demand. The term of the Program is three years after the first bonds are issued. There is no cost to the City for CCHOA to make loans within the city limits. Bonds sold by the CCHOA will finance the Program and pay for administrative costs. CCHOA will not have the power to obligate the City financially. Taxable bond debt issued by CCHOA will be Authority debt and not a debt or obligation of any participating city. The City may withdraw from the program at any time. RA C HO COMMUNITY CUCAMONGA SERVICES TO: FROM: DATE: SUBJECT: Mayor and Members of the City Council Jack Lam, AICP, City Manager Kevin McArdle, Community Services Director December 15, 1999 APPROVAL OF AN AGREEMENT BETVVEEN RC-SPOT AND THE CITY OF RANCHO CUCAMONGA FOR THE DEVELOPMENT AND MAINTENANCE OF A DOG PARK RECOMMENDATION It is recommended that the City Council approve the proposed agreement (Exhibit No. 2) between the City of Rancho Cucamonga and RC-SPOT for the development and maintenance of an off-leash dog area at Etiwanda Creek Park. BACKGROUND/ANALYSIS The City Council has previously approved the development of an off-leash dog area in the northwest corner of Etiwanda Creek Park. This approval was the result of a request from a number of Rancho Cucamonga residents, who offered to raise the necessary funds and to install the required improvements. On September 15, 1999, the "Friends of the Rancho Cucamonga Pooch Park" (subsequently renamed RC-SPOT...Rancho Cucamonga-Socializing Pets and Owners Together) submitted a "Statement of Commitment" to the City Council. This statement outlined their promise to not only fundraise and construct the area, but also to assist in supervision, maintenance and community education associated with the new facility. A copy of that commitment letter is attached as Exhibit No. 1. Since the initial conceptual approval, the City Council has approved the ordinance necessary to amend the Municipal Code to allow off-leash dog areas in the city's parks. The Council also approved a resolution designating the northwest corner of Etiwanda Creek Park as an approved location. Representatives of RC-SPOT have been actively soliciting community support for their fund raising efforts. As directed by the City Council, staff has been working with RC-SPOT to develop an agreement outlining the responsibilities of both the City and the group relating to the off- leash dog area. Attached as Exhibit No. 2 is the proposed agreement which was prepared by the City Attorney and approved by RC-SPOT. Promote the Pooch Park as a City resource to all of its citizens G. Create a self-governing body to oversee the park, assuring that park users also maintain the park as a clean and safe environment. Create a cadre of Park Assistants whose roles will be to monitor behaviors of both citizens and their pets, to ensure proper park cleanup, and where necessary to work with citizens and pets as to the proper use of a Pooch Park The committee will formally organize itself in any reasonable form as might be required by the City, or others to carry out the above stated commitments. The committee will be happy to enter into an agreement with the City defining each paYty's roles and obligations. In exchange for this commitment, the committee expects the City to establish and maintain this park, as the City would any other park, including electricity, water and irrigation, lawn and sod maintenance, and garbage collection. Exhibit No. 2 AGREEMENT BETWEEN RC-SPOT AND THE CITY OF RANCHO CUCAMONGA FOR THE DEVELOPMENT AND MAINTENANCE OF A DOG PARK This Agreement is made and entered into this __ day of ,1999, between Rancho Cucamonga-Socializing Pets and Owners Together, an unincorpomted association CRC-SPOT" hereinafter) and the City of Rancho Cucamonga, a municipal corporation ("CITY" hereinat'cer), with respect to the development and maintenance of an off-leash dog park at Etiwanda Creek Park in the City ofRancho Cucamonga. A. Recitals: (i) CITY has been working with representatives from RC-SPOT to establish a dog park in the CITY which would be an enclosed space within a City park where dogs would be permitted to be off-leash subject to certain rules and regulations. (ii) RC-SPOT is an association of persons interested in the establishment of a dog park within the CITY to meet the recreational needs of residents who own dogs and to provide exercise and positive social interaction for dogs and their owners. (iii) RC-SPOT desires to raise funds for improving public property with a recreational dog park thereby benefiting the CITY and its residents. B. A~reement. NOW, THEREFORE, in consideration of the mutual terms and considerations of this Agreement, CITY and RC-SPOT agree as follows: City Obligations CITY shall allow use by the public of the approximately one acre "meadow" portion of the northwest comer of Etiwanda Creek Park as an off-leash dog park (the "dog park" hereinafter), provided CITY has taken any and all necessary administrative and legislative action, and any and all other legal prerequisites to such use have been satisfied. CITY shall provide assistance, coordination, maintenance and supervision of the dog park improvements supplied and installed by RC-SPOT, as more fully described in Section 9 herein. CITY shall design and post signs at the dog park as it deems necessary to provide notice of the dog park and that use thereof is subject to established roles. -1- Nothing herein shall affect CITY's current maintenance of Etiwanda Creek Park. However, in the event CITY desires to utilize pesticides within the dog park, CITY agrees to utilize pesticides represented as being "animal safe." CITY also agrees to provide routine repair of dog park improvements, such as fencing, drinking fountains, and benches. It is understood that costs associated with the installation of, and/or major repairs to, the improvements shall be the responsibility of RC-SPOT. The CITY reserves the right to periodically close the dog park or adjust the operating hours as necessary to facilitate maintenance and/or public safety. The CITY recognizes that citizens comprising RC-SPOT have done so with the philanthropic intent to raise funds and develop the dog park for the benefit of the CITY and the residents of the CITY and surrounding areas. Though development of the dog park will be paid for by RC-SPOT, the CITY shall retain the complete rights, responsibilities and liability for the dog park, except as provided herein. CITY agrees to defend and indemnify RC-SPOT and its members with respect to any and all claims, liabilities, or litigation arising out of CITY's acts and/or omissions in the performance of this Agreement. RC-SPOT shall defend and indemnify the CITY and its elected officials, officers and employees with respect to any and all claims, liabilities or litigation arising out of the acts and/or omissions of RC-SPOT and/or any of its members in the performance of this Agreement. This obligation to indemnify CITY shall apply to individual members of RC-SPOT only with respect to any such member's willrid and/or grossly negligent acts. Furthermore, RC-SPOT shall have no liability to indemnify the CITY for claims or liabilities arising out of the design and/or construction of the dog park. CITY may request any member of RC-SPOT to leave the dog park, and the member shall do so, in the event such member is observed violating any provision of this Agreement. In such event, the incident shall be documented by CITY and a report concerning the incident shall be forwarded to RC-SPOT. RC-SPOT Obligations RC-SPOT (its members individually and/or as a whole) shall raise funds as necessary for the establishment, maintenance and enhancement of the dog park. Said funds shall be used to pay for the improvements, including all necessary materials and supplies, at the time the costs thereof are incurred. -2- 10. 11. 12. 13. 14. 15. As RC-SPOTs funding permits, RC-SPOT will design and construct the proposed dog park improvements, including, but not limited to, fencing, irrigation modifications, seating areas, sponsor signage board, drinking fountain(s), dog wash area, additional lighting as necessary and other required equipment and will provide plans for said improvements to the CITY for approval prior to any construction. All construction of the improvements shall be completed under the supervision of the CITY and in accordance with all applicable city, state and federal laws and standards. RC-SPOT will create a "Good Neighbor" program as necessary to address any concerns of the community surrounding the dog park. This program shall be reviewed and approved by CITY prior to construction of the dog park. RC-SPOT shall establish a program, either on its own or in conjunction with other organizations, to educate and enlighten the community to the responsibilities and rewards of pet ownership. RC-SPOT shall explore the feasibility of periodic or regularly scheduled events for dog owners to promote the dog park and the community. It shall also hold a Park Opening Celebration. At no time, however, shall RC-SPOT in any way preclude use of the dog park by the public without CITY' s prior written consent. RC-SPOT shall promote the dog park as a City resource to all of the residents of Rancho Cucamonga. At present, RC-SPOT is an unincorporated community group operating as an affiliate of the Rancho Cucamonga Community Foundation. To carry out its obligations, RC-SPOT will formally organize itself as a nonprofit organization (e.g., a formal association or other type of non-corporate organization) as required by the CITY within sixty (60) days following execution of this Agreement. Incorporation may be considered at a later date as RC-SPOT's finances permit. RC-SPOT shall create a group of its members who will provide voluntary monitoring of citizens and dogs using the dog park. These volunteers may provide information to park users regarding proper cleanup and proper use of the dog park. At no time, however, will any member of RC-SPOT physically engage, or display hostility towards, any dog park user. Should a violation of park rules occur, RC-SPOT members may either provide appropriate information to the user, or a CITY employee or member of the Sheriffs Department may be requested to respond. RC-SPOT members shall immediately report the occurrence of any criminal activities observed to the Sheriffs Department. -3- 16. 17. 18. 19. 20. 21. 22. RC-SPOT shall provide supplies and materials at the dog park, such as shovels, scoopers, baggies, etc., to users thereof, to encourage and assist dog owners in picking up their dog's litter. If so desired by RC-SPOT, RC-SPOT shall assume responsibility for the costs and installation of a signage board appropriate to recognize dog park donors, sponsors, volunteers, etc. It is understood that all such signage must be incorporated into a centralized sign, and that any signage shall be subject to the advance written approval of CITY. Except as provided in Section 6 hereof, the obligations of RC-SPOT set forth in this Agreement are joint and several obligations of RC-SPOT and its individual members. Following the initial three-year term, this Agreement shall be automatically renewed on an annual basis for one (1) year periods. This Agreement may be terminated by CITY at any time by giving written notice of intent to terminate to RC-SPOT at least sixty (60) days prior to the termination date. RC-SPOT may not assign or transfer any interest in this Agreement without CITY's prior written consent. This Agreement contains the entire agreement between the parties hereto. No representation or promise made by any party, written or oral, which is not contained herein shall be binding on any party hereto. -4- 23. The prevailing party in any action to enforce any provision of this Agreement shall be entitled to payment of its attorneys' fees and all court costs. Analysis The City Council directs Staff on how to proceed with filling vacancies on the Planning/Historic Preservation Commission. A. PARKS AND FACILITIES UPDATE Central Park: · The Task Force meeting for the month of December was cancelled. The Task Force will reconvene on January 28, 2000 at 6:00 p.m. at Lions West Community Center. Windrows Park: · Removal and replacement of the play equipment has been completed and the tot lot is open to the public. Church Street Park: · Removal and replacement of play equipment has been completed. It is anticipated that the tot lot will be completed by mid-December. CITY COUNCIL PARKS, RECREATION FACILITIES AND COMMUNITY SERVICES UPDATE December 15, 1999 · The Chumh Street Lighting Project was awarded on December 1, 1999, to D&J Foothill Electrical Contractors, Inc. Ellena Park: · The resilient material located in the tot lot has been replaced. Golden Oak Park: · Construction of the 5-acre park, located on 6th Street, west of Archibald, is well under way. Anticipated construction of the park in early 2000. Tetra Vista Park #6: · The Park is under construction by Kaufman and Broad. At the December 15th City Council meeting, the Park and Recreation Commission is recommending the name Mountain View Park for approval. Lions West Community Center: · Carpeting material has been ordered for the Filippi Room. It was anticipated that it would be delivered by the first of December. Rancho Cucamonga Family Sports Center: · Basketball courts are tentatively scheduled to be refinished on December 12th. · New carpet will be installed in the Jazzercise Room. Rancho Cucamonga Senior Center: · New carpet was installed in the Royalty Room. · All the return vents were cleaned. · The main entrance and south entrance exteriors were painted. · Performed preventive maintenance on all drains in the building. Heritage Park: · Staff is in the process of reviewing conceptual plans prepared by Architerra Design Group for the tot lot renovation design project. Red ttill Park: · Research is currently being done by Facilities for the revamping of the pump and filtration system at Red Hill Park. -2- CITY COLYNCIL PARKS, RECREATION FACILITIES AND COMMUNITY SERVICES UPDATE December 15, 1999 Parks and Paseos: The Sports and Exterior Lighting contract closed on November 15m and was awarded to Flouresco Lighting and Sign. This company performs maintenance lighting services all throughout California and Arizona. Flouresco will be responsible for maintaining all sports lighting, parking lot lights and paseo lighting. A new energy system by General Electric will be replacing the current Sage System (lighting control system), which is not Y2K compliant. Facilities has taken over the responsibility for installing, maintaining and repairing the system. An important feature to the new system and its accompanying software is that it will allow Facilities staff to by replacement parts from numerous industrial electrical supply warehouses. Thus providing staff with greater purchasing options and power. Another important feature of the new system is that it is expandable. For example, it can be expanded to control exhaust fans, parking lot lighting and the pumps, such as the one located in the pond at Red Hill Park. GE's programmable logic controller, is a state-of-the-art system that will operate through a handheld computer. It is waterproof and will interface with other software programs. B. Community Services Update Seniors: The Senior Center will host a flee festive Holiday Party on Wednesday, December 22. Elaborate decorations, refreshments and special holiday entertainment featuring the angelic voice of Nicole Feuerborn, accompanied by Chris Hodnick, will make this a joyous event for all. Santa might even show up if he's not to busy and you have been nice, not naughty. A series of Millennium Parties will be held at the Senior Center on December 28, 29, and 30. One day is just not enough for the party of the century. To celebrate this once in a lifetime special event, the Senior Center will present 3 flee millennium parties starting off with the popular Rancho Cucamonga Senior Chorale on Tuesda the 28% followed by a Broadway Review featuring the fabulous Carr's on Wednesday, the 29~ and ending with a sensational Vaudeville Show featuring Arlene and Berks Baker. Of course, we will have balloons, hats, music, and noisemakers to go with the cheer on all three days. A special program entitled, Hemingway's World will be presented on Wednesday, December 22 at the Senior Center. The Senior Center presents actor/writer, Thomas Prosser performing a myriad of roles in a special program about the lives and times of some of the most gifted writers and artists of the past century. Prosset, using Ernest Hemingway as your guide, takes you into literary salons and car6 societies of 1920's Paris. The Senior Advisory Committee met on November 22 and discussed the following items: Expansion of the Senior Center, Senior Gasoline Program, Age Qualifications for Membership on the Committee, and heard a presentation from Eleanor Wiebe of the Inland Fair Housing and Mediation Board. The Committee will not meet in December because of the holiday time. Their next regular meeting will be held on January 24. -3- CITY COUNCIL PARKS, RECREATION FACILITIES AND COMMUNITY SERVICES UPDATE December 15, 1999 The Senior Center will introduce a new PACE (People with Arthritis Can Exercise) Fitness Prom'am, beginning on December 10. This program is sponsored jointly by the Senior Center and the American Arthritis Foundation. · A monthly Hospitality/Welcoming program designed for new members will be introduced at the Senior Center in late January. Youth Activities: Playschool continues to add classes including several early evening classes. The new classes will bring enrollment close to six hundred (600) children. Playschool classes have also designed the City Hall decorations for the holidays and will be on display in City Hall starting the week of December 6. Teens: The Teen Center is expanding hours for the school holiday break, as well as for the Martin Luther King holiday. The Center is especially busy during school holidays. In December, the Center is hosting a pool tournament with lots of great prizes. The Teen Center will be hosting its first Super Bowl Sunday party in January. · The Teen Trip Program is going to Magic Mountain on December 18. Traditionally, this is one of the most popular trips of the year. The Teen Recreation Activity Club (TRAC) is holding the Night on the Town Babysitting Program twice per month at Lions Center East from 6:00 p.m. to mid night. Staff and teens offer an evening of crafts, games, movies and fun. Approximately 25 children attend each evening. The Teen Recreation Activity Club (TRAC) was very active at the Founders Day Parade and Celebration on November 13. TRAC provided volunteers to carry the opening parade banner. In addition, TRAC hosted a busy snack bar at the Celebmtinn. TRAC is also providing a snack bar for some of the Performing Arts Academy programs and is working with the Fire Department on an upcoming event. Teen staff have been out in the community soliciting donations and give-away for the Skate Park. The donations will be given to youth at the park that are wearing their safety gear. Staff is also in the process of planning the next Safety Clinic and Demonstration event for the park. A Babysitting Workshop for Teens will be held on January 22 at Lions West from 10 a.m. to 12 noon. The Police Department, Fire Department and the Community Services Department will make presentations. The Career Fair Steering Committee, consisting of City and school staff, is meeting regularly to plan the City's first career fair. This is the same committee that organizes the successful College Fair. The Career Fair is scheduled for early April. · Research is continuing for the formation of a second teen center at Vineyard Junior High School. Staff is researching costs for a portable building, building and fire codes and utility hook up costs. -4- CITY COUNCIL PARKS, RECREATION FACILITIES AND COMMUNITY SERVICES UPDATE December 15, 1999 Staff is also meeting with school officials and the YMCA to discuss programming and collaboration ideas. Youth Sports: · Fall Youth Roller Hockey has two hundred ten (210) boys and girls ages 5-17 participating on twenty-three (23) teams. The season continues through January. Nine hundred fifty (950) boys and girls ages 5-17 are participating on one hundred nineteen (119) teams for the Winter Youth Basketball season. Practice begins December 20, 1999 and games begin January 8, 2000. AIm Loma High, Rancho Cucamonga High, Etiwanda Intermediate, Summit Intermediate, Vineyard Jr. High and the R.C. Family Sports Center will be utilized for games on Saturdays. All practices will be outside at schools within the City. Pee Wee Deck Hockey has one hundred thirty (130) boys and girls ages 3 through 5 participating on sixteen (16) teams. The program continues through January. Practices and games are played at the R.C. Family Sports Center on Monday and Tuesday from 6 p.m. - 7 p.m. and Saturdays from 8 a.m. - 9 a.m. and 9:30 a.m. - 10:30 a.m. · Sports Advisory Committee will meet again on January 12, 2000 at 7:00 p.m. at City Hall. RC Family Sports Center: · Youth Volleyball continues through mid-December. Thirty-six (36) girls are participating on four (4) teams. · One hundred forty-eight (148) boys and girls are participating in Youth Indoor Soccer, which continues through the end of December. · Adult Racquetball Leagues have twelve (12) players participating. · Adult Basketball Leagues have one hundred eight (108) men participating on twelve (12) full court teams. · Adult 3 on 3 Basketball Leagues have forty (40) men participating on eight (8) teams. · Ninety-six (96) men and women are participating on twelve (12) teams in the Adult Volleyball League. · One hundred eight (108) boys and girls ages 6-12 are participating in the Youth Organized Play Basketball Classes that meets for nine weeks on Wednesday nights this season. The Family Sports Center continues to be busy. During the month of November 1999, facility usage for open/drop-in play was as follows: Adult Basketball - 502; Youth Basketball - 531; Adult Racquetball - 429; Youth Racquetball - 24; Adult Volleyball - 53; Youth Volleyball - 49. -5- CITY COUNCIL PARKS, RECREATION FACILITIES AND COMMUNITY SERVICES UPDATE December 15, 1999 Adult Sports: Two thousand five hundred twelve (2,512) men and women are participating on one hundred fifty- seven (157) softball teams. The Fall Softball Leagues will conclude in January. Games are played Monday - Friday and Sunday evenings. · The Adult Soccer Leagues have two hundred fifty-three (253) players participating on twenty-three (23) teams in the 6-on-6 leagues. Three hundred twenty (320) men and women are participating on (20) twenty full field teams. Gmnes are played at the Epicenter Sports Complex on Monday - Thursday evenings and on Sundays. · Adult Flag Football has twenty-two (22) teams and two hundred twenty (220) players participating on Tuesday nights and Saturday mornings. · Adult Softball Tournaments continue every Saturday with an average of 12 - 16 teams. · Adult Tennis has twenty-six (26) men and women participating in three (3) leagues. Games are played at Beryl and Lions Park on Monday, Tuesday, and Thursday evenings. Trips and Tours: Universal Amphitheater - "Rockcites", Tuesday, December 21. The Universal Amphitheater will showcase the famed Rockettes performing special holiday dances. These long-limbed beauties from Radio City Music Hall show off the intricate routines and eye-catching kicks that has made them a legend in the world of dance. (Sorry, trip is sold out.) Rose Bowl Parade, Saturday, January 1. The world famous Rose Parade will be even bigger and better in the new millennium. Price includes transportation, grandstand seats, and a box lunch. (Sorry, no seats available.) Museum of Tolerance, Tuesday, January 18. First on the itinerary is lunch at Junior's Delicatessen, followed by a tour of the Simon Weisenthal Center and Museum of Tolerance. The museum is a one- of-a-kind educational and interactive experience that focuses on two central themes: the dynamics of racism and tolerance and the story of the Holocaust. (Seats are still available.) Human Services: Women's Group. The Senior Center will be forming a women's group at the beginning of the year. Its purpose will be to bring women closer together creating a sisterhood camaraderie where women can share time, ideas, talents and just be a friend to those in need. The Center will kick it off the group with a Secret Sisters Club. The Senior Center hosted a community education program on Memory Loss, Dementia, and Alzheimer's Disease on December 13. Called "What's Wrong with Marvin's Memory" (and what can be done about it?) The Inland Caregiver Resource Center, and featured special guest speaker Dr. Ruth Mulnard, Assistant Professor for the Institute for Brain Aging and Dementia, at U.C. Irving sponsored this special program. This full day program covered topics as: the causes of memory loss -6- CITY COUNCIL PARKS, RECREATION FACILITIES AND COMMUNITY SERVICES UPDATE December 15, 1999 as we age; diagnosis, treatment and care of illnesses that affect memory; an update on research on the brain and memory; how to manage a person with severe memory loss problem; tips on communicating with a person with dementia; and caring for a person with dementia at home. Several agencies worked in cooperation to bring this program to the Center. The next visit of Mobile Solutions to our Senior Center will be on Thursday, December 16, from 9 a.m.-l:30 p.m. The best way to describe Mobile Solutions is to say it is the "Braille Institute to go". Mobile Solutions is a specialized van equipped to bring Braille Institute's programs and services to people who are not able to travel to one of their regional centers. The Doctor Is In - During the month of December, Dr. Harvey C. Cohen, M.D. will present a free lecture at the Senior Center on Tuesday, December 21, at noon. The topic is "Holiday Blues: What Can We Do About It?" Dr. Cohen will also present an evening lecture on Wednesday, December 15, at 7:00 PM. The topic of this presentation is "Pneumonia." Better Breathers, Wednesday, December 22 at 1 p.m. The Better Breathers Club meets on the fourth Wednesday of the month at the Senior Center. It is a support group for those suffering from respiratory problems. The club is open to sufferers of respiratory problems, or anyone interested in finding out more information about them. The Club is co-sponsored with Heritage Hospital and the American Lung Association. · Volunteers provide Blood Pressure Screening each Monday at the Senior Center at 10:00 a.m. Facilities: Heritage Park Equestrian Center - There are three events taking place at the Heritage Park Equestrian Center during the timeframe of the middle of December through the middle of January. On December 17th, the Alta Loma Riding Club will be having their Christmas Carol Party from 6:30 p.m. - 9:00 9:00 p.m. Park Reservations - Park reservations are very light at this time of the year. About 10 groups have reserved one of the parks in December. To date, we have no reservations for the month of January 2000. Park Monitors are on the job every week, Monday through Saturday and offer a valuable service to the community members using the parks and to the Community Services Department. On a daily basis, the monitors daily make sure that the groups and individuals using the parks are doing so within the guidelines for the reserveable parks. The monitors also are on hand to report vandalism, disorderly conduct or abuse to the facilities. The community has a connection to the Community Services Department even after hours or on weekends due to our new park monitors being on duty. Community Wide Special Events: Deck the Halls Holiday Craft Fair - This event is scheduled at Lions East and West Community Centers for Friday, December 10tn from 5:00 p.m. to 9:00 p.m. and Saturday, from 8:00 a.m. to 4:00 p.m. On Friday there will be a free "Taste of the Town" provided by local restaurants including -7- CITY COLFNC1L PARKS, RECREATION FACILITIES AND COMMUNITY SERVICES UPDATE December 15, 1999 Zendejas, Soup Plantation, Cucamonga Produce and Tole House Caf~. On Saturday, a snack bar will be provided by TRAC. This event will feature unique quality crafts, live music entertainment and strolling carolers. City staff will provide supervision for children participating in the free Fun Zone offering an opportunity to create hands-on crafts or stories. Trolley rides with Santa will be available for $ 1.00 for adults. At the time this reporting was prepared, the event had not yet taken place. Additional information concerning the results of the event will be provided to the Council in their next update report. Founders Day Parade and Celebration. The new and improved parade held on November 13% featured 16 high school and junior high bands, plus numerous equestrian and novelty entries, dozens of youth groups and the City's first float entry. The City float featured the popular children's musical group the Happy Crowd. The Celebration, which moved to Red Hill Park, was a resounding success, with food, entertainment, a new Kids Zone entertainment area, a larger Chamber of Commerce Expo, and a new City display area. The Community Services Department formed a comprehensive special event team to coordinate and revamp the Founders Day Parade and Celebration. The annual Breakfast with Santa was held on Saturday, December 4% The event attracted nearly 300 children and parents (100 for each of the three breakfast seatings). The event included a pancake breakfast, sponsored, cooked and served by the Rancho Grande Kiwanis Club, crafls, entertainment and a visit with Santa. Rancho Cucamonga Performing Arts Academy: Lewis Retail Centers continues to collaborate with the City of Rancho Cucamonga to provide a Fall/Winter academy program through February 28, 2000. Holiday Extravaganza - This program gave families time to get together to celebrate the holidays. On Thursday, December 2, 1999, from 6 p.m. to 9 p.m. the City and Lewis Retail Centers hosted a Tree Lighting Ceremony at the Terra Vista Town Center. Hundreds of community members attended the event and enjoyed special performances by local school groups including the Rancho Cucamonga Chamber Singers and the Etiwanda High School Marching Band. The event also included a holiday reception that included caroling, pictures with Santa, a preview of "Ebeneezer" and a holiday puppet show. The Runcho Cucamonga Community Foundation hosted an informational booth to let the community know about their organization. "Ebeneezer" (A Starlight Production) - Performances will be held on December 3, 4, 5, 10, 11, 12, 17, 18, 19, 1999. The programs are scheduled at 7:00 p.m. on Friday and Saturday and at 2:00 p.m. at the Sunday matinee. Amusing Children's Theater - On Saturday, January 15, 2000, "The American Cowboy and Native Dancer's Show" will offer community members songs, tricks, stories, trick roping, bull whipping, Native dances, historical information and lots of audience participation. Tickets are $6.00 for everyone over the age of two. On Saturday, February 5, 2000, "King Arthur's Court" will be performed complete with songs, stories, magic and puppets. This production is by Ken Frawley and Johlin the Wizard. In addition, "Dave Kinnoin" (a Disney and Muppets songwriter) will present interactive songs. The performance will begin at 7:00 p.m. Tickets are $6.00 for all spectators over two years old. -8- CITY COUNCIL PARKS, RECREATION FACILITIES AND COMMUNITY SERVICES UPDATE December 15, 1999 Upcomin~ Events at the Academy include: A Comedy Night - Back by popular demand, this fun- filled evening is scheduled for Saturday, January 29, 2000 at 7:00 p.m. Three outstanding anmedy acts will be performing. In addition, a New Orleans Monte Carlo Night will be held on Saturday, February 26, 2000, between 7:00 p.m.-midnight. This event will be sponsored by the Rancho Cucamonga Community Foundation with the support of the Community Services Department. Contract Classes: · Total enrollment for fall classes was two thousand two hundred forty-five (2,245). Enrollment for winter classes begins in January. Grapevine: The Winter Issue of the Grapevine was delivered to residents in early December. The colorful cover featured a "Road to the Millennium" theme. Production on the spring issue will begin in January. The cover of the spring issue will feature the Family Entertainment Series at the Epicenter. CPRS Conference: With approximately 3 months until the Califomia and Pacific Southwest Recreation and Training Conference staff is finalizing preparations for the event. As a co-host City, Community Services staff has major involvement in the following areas: Local Host Chair (overseeing all conference logistics and activities), Spouse and Children Activities Chair and Volunteer Coordinator. Individual staff members will also be volunteering on one of the over 20 conference committees. The Conference is scheduled for March 15 - 18th in Ontario.
