Review of design modifications to previously approved 8,000 square foot retail store building to be constructed at 7890 Kew Avenue in Victoria Gardens Lifestyle Center. PROJECT REVIEW ITEMS This is the time and place for the Committee to discuss and provide direction to an applicant regarding their development application. Design Review Committee Action: Members Present: McPhail, Stewart, Coleman Staff Planner: Michael Diaz The Committee recommended approval of the project as presented. • • • DESIGN REVIEW COMMENTS 7:10 p.m. Michael Diaz October 4, 2005 DEVELOPMENT REVIEW DRC2005-00771 - FOREST CITY—Development of two retail buildings within the Victoria Gardens Lifestyle Center in the Mixed Use District of the Victoria Community Plan, located at 7800 Monet Avenue and 7815 Monticello Avenue—APN: 0227-452-12 and 13. Design Parameters: The two proposed infill buildings will be located in the block that is bounded by North and South Mainstreets, Monticello Avenue on the east, and Monet Avenue on the west. The Cheesecake Factory, Borders, Bombay Co.,and the recently approved Crate&Barrel Store are the major anchors for this block. The larger building will face Monet Avenue and be constructed directly south and adjacent to the recently approved Crate and Barrel building to be built at the corner of Monet Avenue and North Mainstreet. The smaller building will face Monticello Avenue and fill in the area between the existing Cheesecake Factory and the Borders bookstore buildings. Adequate parking will be available for the proposed buildings and subsequent retail uses in the parking lots/structure to the north of the site. New building projects, including signs, within the Victoria Gardens are subject to final approval by the City Planner following a review and approval of the design of the project by the Committee. Protect Description and Architectural Design: • 7800 Monet Avenue: The new building for this location will be approximately 14,295 square feet in overall size and divided into two lease spaces of 11,025 square feet and 2,905 square feet. The larger lease space has been earmarked for the "Anthropologic" clothing and housewares stores. The exterior of this space is designed as an unpretentious plastered building with deeply recessed window and door openings accented with brick veneer, large wood trim work, and a cast concrete base. The design for the storefront of the smaller lease space features the use of decorative perforated metal panels attached above a metal canopy and window assembly. Other exterior building materials include polished granite on the bottom third of the pilasters, sandstone as the base, and a two color exterior plaster wall surface. The location(s) of identification signs for the future tenant have not been specified on the plans. • 7815 Monticello Avenue: The proposed single-story building for this location will be approximately 3,000 square feet in size that can be divided in half to allow for two lease spaces if necessary. The contemporary design of the building features a finished exposed structural metal frame accented by "weathered"stainless corrugated steel decking material attached to the top and bottom of the walls. The colors for the building will be two tones of gray smooth plaster, the gray color of stainless steel decking, and the "brick" color of the exposed steel frame. Identification signs for the business have not been indicated on the plans. . • Staff Comments: The following comments are intended to provide an outline for Committee discussion. DRC ACTION AGENDA DRC2005-00771 — FOREST CITY October 4, 2005 • Page 2 Major Issues: None. The proposed buildings have been well designed and feature high quality materials and finishes. As such,these two buildings will be complementary to the other buildings in the block and contribute to the further enhancement of the existing streetscape in this portion of the center. Staff Recommendation: Staff recommends approval of this project.
