PUBLIC COMMENTS There were no public comments ADJOURNMENT The meeting adjourned at 7.•15 p.m. DESIGN REVIEW COMMENTS 7:00 p.m. Jennifer Nakamura February 5, 2008 DEVELOPMENT DESIGN REVIEW DRC2007-00573 - CALPO, HOM & DONG ARCHITECTS - A request to construct a 13,600 square foot office building on 0.97 acre of land in the Industrial Park District, Subarea 7, located at the southwest corner of Elm Avenue and Maple Place — APN: 0208-355-18. Design Parameters: The 0.97-acre project site is located at the southeast corner of Elm Avenue and Maple Place. The site is currently vacant and has non-irrigated Palm trees around the perimeter. The lot is an irregularly shaped triangle with no significant topography. The lot is surrounded to the north, east, and west by street frontage, with an industrial building flanking its southern boundary. The applicant is proposing to construct a 13,600 square foot, two-story office building with a 43-space parking lot. The building will be situated on the northeast portion of the property, along Maple Place. Along Elm Street, a courtyard will be developed with benches and flag poles, as well as a future memorial feature. The existing Palm trees will be replaced with additional landscaping and street trees. The building has been designed to complement the unusual shape of the property. By placing the building adjacent to Maple Place and near the apex of Elm Avenue and Maple Place, the proposed building provides a visual icon for the intersection. The parking becomes ancillary to the building, as opposed to the typical design. Architectural details include metal roofing with skylights, brick and cultured limestone columns, spandrel glass, and metal accents with a palette of tans and blues. The east elevation is curved to take advantage of the shape of the property along Maple Place. The west elevation consists of sharp angles that provide increased visual interest and juxtapose the smooth curve on the opposing elevation. A full landscaping palette includes African Sumac, Eastern Redbud, Sycamore and Palo Verde trees, with a variety of accent plants and shrubs. Staff Comments: The following comments are intended to provide an outline for Committee discussion. Major Issues: The following broad design issues will be the focus of Committee discussion regarding this project. There are no major issues. Secondary Issues: Once all of the major issues have been addressed, and time permitting, the Committee will discuss the following secondary design issue: In staff's opinion, the south elevation needs additional architectural enhancements to complement the remaining elevations. Suggestions include, but are not limited to, increasing the mass of the brick and cultured stone columns, continuing band of metal siding to the elevation, and adding windows to the first and second stories. Staff Recommendation: Staff recommends that the Design Review Committee review and approve the project subject to the further enhancement of the southerly building elevation, as noted above. DRC ACTION AGENDA DRC2007-00573 - CALPO, HOM & DONG ARCHITECTS February 5, 2008 Page 2 Design Review Committee Action: Members Present: Munoz, Stewart, Nicholson Staff Planner: Jennifer Nakamura The Committee accepted the proposed revisions to the south elevation supplied by the applicant and asked for an additional window to be placed adjacent to the stairwell on the south elevation. The Committee also asked for additional upgrades to the wall surrounding the outdoor lunch area. At the request of the applicant, the Committee also approved potentially removing the proposed metal canopy on the front elevation if it is deemed a maintenance problem because of birds. The Committee asked for the project to be reconsidered with these changes as a consent item at a future Design Review Committee meeting.
