Typically they are items such as plan revisions prepared in response to discussions at a previous meeting. NO ITEMS SUBMITTED PROJECT REVIEW ITEM This is the time and place for the Committee to discuss and provide direction to an applicant regarding their development application. The following items do not legally require any public testimony, although the Committee may open the meeting for public input. 5:00 p.m. (Scott) ENVIRONMENTAL ASSESSMENT AND DEVELOPMENT REVIEW 94-06 - MISSION FOODS - A request to construct a 300,000 square foot industrial building on 18.65 acres of land in the Minimum Impact Heavy Industrial designation (Subarea 9) of the Industrial Specific Plan, located on the south side of Jersey Boulevard, east of Milliken Avenue - APN: 229-111-48 and 49. 5:30 p.m. (Scott) ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 93-46 - FLORES - A request to construct a gas station and mini-market on a 0.63 acre parcel in the Community Commercial designation of the Foothill Boulevard Specific Plan (Subarea 2) , located at the southeast corner of Foothill Boulevard and Vineyard Avenue - APN: 208-192-06. PUBLIC COMMENTS This is the time and place for the general public to address the Committee. State law prohibits the Committee from addressing any issue not previously included on the Agenda. The Committee may receive testimony and set the matter for a subsequent meeting. Comments are limited to five minutes per individual. ADJOURNMENT DESIGN REVIEW COMMENTS DR 94-06 - MISSION FOODS May 17, 1994 Page 2 Major Issues: The following broad design issues will be the focus of Committee discussion regarding this project: 1 . A second primary building material should be introduced on the office portion of the north elevation. The applicant is proposing a concrete tilt-up building painted with two primary colors. The current Planning Commission design policies for industrial buildings (Resolution No. 89-158) requires a minimum of 2 primary building materials to be used. Primary and secondary materials are defined as follows: a. Primary building materials - concrete, sandblasted concrete, textured block, brick, granite, marble, and similar materials as approved by the Design Review Committee. b. Secondary building materials - glass, tile, polished brass or copper, brick, concrete, painted metal elements, painted accent stripe, and other materials as approved by the Design Review Committee. 2. Landscaping should be provided along the southerly project boundary per the Industrial Specific Plan standard of 1 tree per 30 linear feet. The Metrolink Commuter Rail uses the railroad main line immediately to the south of the site. Previously, the Commission has expressed concern about visibility into sites from the rail line. There is existing landscaping to the east and west of the site, leaving a 450-foot window into the subject site. The depth of landscaping should be comparable to the neighboring properties which is 8-10 feet. Secondary Issues: Once all of the major issues have been addressed, and time permitting, the Committee will discuss the following secondary issues: 1. Additional landscaping should be provided at the Jersey Boulevard main entry to create a greater focal point. The landscaping fingers along the street frontage may be reduced to 6 feet in width and the additional width may be shifted to the main entry. Staff Recommendation: Staff recommends that the Design Review Committee approve the project subject to conditions adequate to address staff comments. The movement, massing, and expression of form exhibited by the plans represents an architectural design meeting the intent of the Commission's policy relative to providing two primary building materials. 2. Landscaping should be provided along the southern portion of the site. Clusters may be provided at selected areas to meet the Code requirements. 3. Additional landscaping should be provided at the main entry. Revisions to the plans should be reviewed and approved by the City Planner. DESIGN REVIEW COMMENTS 5:30 p.m. Scott Murphy May 17, 1994 ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 93-46 - FLARES - A request to construct a gas station and mini-market on a 0.63 acre parcel in the Community Commercial designation of the Foothill Boulevard Specific Plan (Subarea 2) , located at the southeast corner of Foothill Boulevard and Vineyard Avenue - APN: 208-192-06. Background: On January 18, 1994, the Design Review Committee (Lumpp, Coleman) reviewed the plans submitted by the applicant. The project included variance requests to reduce the landscape setbacks along Foothill Boulevard, Vineyard Avenue, and the south property line (adjacent to residential). The Committee recommended that the plans be revised to address the following concerns: 1. The proposed Variances create design issues that are not acceptable. The applicant should work to provide additional landscaping along the south side and along Vineyard Avenue. 2. The gable roof over the mini-market should be evaluated to consider: a. The building mass. b. The materials used - possible using board-and-batten siding. 3. Additional variation should be provided along the Foothill Boulevard and Vineyard Avenue frontages. The Complete Design Review Committee comments, including background on the previous approval is attached for your review. Design Parameters: The project is subject to the Design Guidelines of the Foothill Boulevard Specific Plan. To address the Committees concerns, the applicant has scaled back the mini- market size from 2,545 square feet to 2,000 square feet. The reduction of the building size reduces the number of parking spaces required, freeing up room on the site. The landscape setback has been revised to provide a 15-foot setback along the south property line, a 45-foot landscape setback along Vineyard Avenue, and a 40-foot landscape setback along Foothill Boulevard. The south setback conforms to the Foothill Boulevard Specific Plan requirements. The Foothill Boulevard setback is consistent with the Variance approved in 1989. The 45-foot Vineyard Avenue landscape setback is greater than the Variance approved in 1989 allowing a 43-foot landscape setback. Staff Comments: The following comments are intended to provide an outline for Committee discussion. DESIGN REVIEW COMMENTS CUP 93-46 - FLORES May 17, 1994 Page 2 Major Issues: The following broad design issues will be the focus of Committee discussion regarding this project: 1 . The mini-market building is fairly symmetrical around the corner. The central element, however, is offset to one side, creating some awkward roof angles. The element should be shifted to the southwest to provide a more symmetric design and a focal point in line with the street corner. 2. The central element appears out of proportion with the balance of the structure. Possibly lowering the element will bring it more into scale. 3. Consistent with previous Design Review and Pre-Application Review comments, the structure should be designed with more board-and-batten siding. Secondary Issues : Once all of the major issues have been addressed, and time permitting, the Committee will discuss the following secondary issues: 1. Should the 88-foot long canopy roof line be broken-up with other elements (i.e. , roof height variety, intersecting gable, etc. )? 2. Construction details should be clarified with staff prior to Planning Commission, such as, the horizontal band, how the river rock will die into the band, size of wood pieces, board-and-batten siding, window systems, and trellises. 3. The 36-inch high river rock wall should extend along Vineyard Avenue to screen pump islands as done on Foothill Boulevard. Staff Recommendation: Staff recommends that the building elevations be revised to address the above comments. The revised plans should be reviewed by the City Planner prior to scheduling for Planning Commission. Attachment: January 18, 1994 Design Review Comments Design Review Committee Action: Members Present: John Melcher, Peter Tolstoy, Dan Coleman Staff Planner: Scott Murphy The applicant provided a revised site plan and building elevations to address staff's comments. The plans incorporated the following: 1 . A tower element centered on the street intersection. 2. The mini-market entry was redesigned with a smaller gable-end roof structure. , 3. A raised planter is provided at the base of the building. DESIGN REVIEW COMMENTS CUP 93-46 - FLORES May 17, 1994 Page 3 4. The building materials include stucco on the tower and mini-market entry, board-and-batten siding, and river rock. The Committee reviewed the revised plans and felt that the plans better reflected the intent of the Foothill Boulevard Specific Plan guidelines. The Committee, however, recommended that the plans be revised to address the following: 1. The building notch along Foothill Boulevard should be eliminated and the east "wing" of the building should be more consistent with the south wing. 2. Detailed plans, including a cross-section, should be provided for the canopy. 3. The plans should be revised to coordinate the various aspects of the project. Each sheet currently depicts planters and sidewalks in different locations or does not show them at all. 4. The details of the project should be worked out with staff. The details include transition from rock to stucco, air and water location, where windows will be located to minimize visibility of stocked merchandise, etc. 5. The applicant agreed to placement of a low rock screen wall along Vineyard Avenue. The revised plans should be resubmitted for additional Committee review.
