Typically they are items such as plan revisions prepared in response to discussions at a previous meeting. PROJECT REVIEW ITEMS This is the time and place for the Committee to discuss and provide direction to an applicant regarding their development application. The following items do not legally require any public testimony, although the Committee may open the meeting for public input. 5:00 p.m. (Beverly) DESIGN REVIEW FOR VESTING TENTATIVE TRACT 13890 - GREYSTONE - The design review of building elevations and detailed site plan for 71 lots of a previously approved vesting tract map consisting of 165 single family lots on 40 acres of land in the Low Medium Residential District, located north of Highland Avenue, south of Banyan, west of Deer Creek Channel - APN: 201-271-37, 88 and 89. PUBLIC COMMENTS This is the time and place for the general public to address the Committee. State law prohibits the Committee from addressing any issue not previously included on the Agenda. The Committee may receive testimony and set the matter for a subsequent meeting. Comments are limited to five minutes per individual. ADJOURNMENT DESIGN REVIEW COMMENTS 5:00 - 5:30 Beverly Luttrell August 16, 1994 DESIGN REVIEW FOR VESTING TENTATIVE TRACT 13890 - GREYSTONE - The design review 'of building elevations and detailed site plan for 71 lots of a previously approved vesting tract map consisting of 165 single family lots on 40 acres of land in the Low Medium Residential District, located north of Highland Avenue, south of Banyan, west of Deer Creek Channel - APN: 201-271-37, 88 and 89. Background: Vesting Tentative Tract 13890 was originally approved by the Planning Commission on June 8, 1988. At the time of the approval, the applicant (Acacia) proposed four floor plans each )gith three elevations for all 165 lots. The homes ranged in size from 1,685 to 2, 162 square feet. A mix of one and two-story elevations was provided. Four models were constructed by Homestead Development on Lots 18-21 along the south tract boundary, but the remainder of the project was never constructed and was subsequently sold to Greystone Homes. Greystone received Design Review approval of Phases 1 and 2 (91 lots) by the Planning Commission on September 28, 1992. The majority of these homes have been constructed. The approved product by Greystone Homes consisted of one and two-story models ranging in size from 1,701 to 2,537 square feet. Four floor plans, each with three elevations were provided. Design Parameters: The current submittal for the remaining two phases consists of four floor plans. Plans 1 and 2 are single story and Plans 3 and 4 are two-story. The homes range in size from 1 ,715 to 2,638 square feet. Each of the proposed floor plans has three elevations. The floor plans and elevations are essentially the same as the original approval. Plans 2 and 3 have minor modifications to the front elevation and the second story pop-out has been deleted from Plan 4. Staff Comments: The following comments are intended to provide an outline for Committee discussion. Major Issues : The following broad design issues will be the focus of Committee discussion regarding this project: 1 . Rear elevations of those units backing up or siding onto perimeter streets should have greater variation in order to create a varied streetscape. 2. More movement should be provided in the footprint of Plan 4; by reinstating the second story pop-out as originally approved with the previous application. 3. Driveways should be tapered down to a standard ( 16-17 feet) at the street to reduce the amount of concrete along the streetscape. DRC COMMENTS TT 13990- Greystone August 16, 1994 Page 2 Secondary Issues: Once of all the major issues have been addressed, and time permitting, the Committee will discuss the following secondary design issues: 1. If possible, some of the houses should be reverse plotted on the lots in order to pair driveways and provide larger areas for continuously landscaped front yards. Staff Recommendation: Staff recommends approval with the noted modifications to be added as conditions of approval. Design Review Committee Action: Members Present: John Melcher, Dan Coleman Staff Planner: Beverly Luttrell The Design Review Committee (Melcher, Coleman) approved the project with the following conditions: 1. All walls shall be deleted within the front yard setback area. 2. Contrasting color shall be provided on one surface only, of reveals and pop- outs, rather than on three surfaces as was done in Phase 1 and 2 of the approved project. 3. Stucco-over detailing shall be provided in all cases. 4. Driveways shall be tapered down to a standard (16-17 feet) at the street to reduce the amount of concrete along the streetscape. The project does not need to be reviewed by Planning Commission and may submit for plan check upon receipt by the City Planner approval letter appeal period.
