Typically they are items such as plan revisions prepared in response to discussions at a previous meeting. NO ITEMS SUBMITTED This is the time and place for the Committee to discuss and provide direction to an applicant regarding their development application. The following items do not legally require any public testimony, although the Committee may open the meeting for public input. 5:00 p.m. (Alan) DEVELOPMENT REVIEW 95-02 - RALPH PH KAR I N-A request to construct four concrete tilt-up warehouse buildings totaling 236,068 square feet on 10 acres of land in the Minimum Impact Heavy Industrial designation (Subarea 9) of the Industrial Area Specific Plan, located on the south side of Jersey Boulevard,±1,227 feet east of White Oak Avenue - APN: 209-143-29. 5:40 p.m. (Steve H.) ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 95-15 OBIN -The proposed development of a 75,192 square foot public storage facility with caretakers residence on 5.48 acres of land in the General Industrial District(Subarea 8) of the Industrial Area Specific Plan, located on the north side of Arrow Route, east of Rochester Avenue - APN: 229-021-36. PUBLIC COMMENTS This is the time and place for the general public to address the Committee. State law prohibits the Committee from addressing any issue not previously included on the Agenda. The Committee may receive testimony and set the matter for a subsequent meeting. Comments are limited to five minutes per individual. DESIGN REVIEW COMMENTS 5:00 p.m. Alan Warren July 18, 1995 DEVELOPMENT REVIEW 95-02-RALPH PH KAR IAN- A request to construct four concrete tilt-up warehouse buildings totaling 236,068 square feet on 10 acres of land in the Minimum Impact Heavy Industrial designation(Subarea 9) of the Industrial Area Specific Plan, located on the south side of Jersey Boulevard, ±1,227 feet east of White Oak Avenue - APN: 209-143-29. Design Parameters: The site is located between existing industrial developments and bordered on the south by the Metrolink tracks. The rear of the project is highly visible from the Metrolink station. The applicant is requesting Master Plan approval to allow for the zero lot line placement of the buildings. Emergency access requirements are provided, in part, by access through adjacent properties. The four buildings are designed using tilt-up painted and sandblasted concrete with aluminum/glass office fronts. Staff Comments: The following comments are intended to provide an outline for Committee discussion. MAJor Issues: The following broad design issues will be the focus of Committee discussion regarding this project. 1. The rear of Buildings "C" and "D" will be highly visible from the Metrolink line and the loading platform on the south side of the tracks. Staff has recommended special landscape and wall detail treatments along this rear property line. While the 10-foot to 16-foot setback is normally sufficient for adequate landscaping, the sewer line beneath will not permit tree planting. Alternate solutions (in order of staff preference) are as follows: a. Increase building setback to allow 10 feet of tree planter beyond sewer easement; or b. Extensive architectural detailing beyond what is proposed; or C. Art work should be provided on the south elevations (facing the station); or d. Extensive evergreen(with showy color)vine planting attached to south elevation walls. Such planting should be allowed to grow to the full height of the walls and remain as an integral part of the design review approval. 1 The minimum side yard setback is 5 feet. The applicant is requesting that this requirement be waived subject to Master Plan approval as allowed by the ISP. Master Plan provisions are to "address harmonious site plan relationships and the potential for shared access and reciprocal parking by illustrating conceptual building pad locations, circulation, and parking lot configurations." The central shared access and parking accommodations and emergency access to neighboring properties provide some measure of master planning. The lack of side yard setbacks does, however, significantly reduce the amount of planting area for perimeter landscaping. Staff recommends the site plan be approved as a master plan concept. DRC COMMENTS DR 95-02 -RALPH KARUBIAN July 18, 1995 Page 2 3. A decorative screen wall (at least 10 feet in height) should connect Buildings C and D along the south side of the adjacent trailer area. This wall should be an integral design with the south building elevations(i.e., concrete tilt-up). 4. The long expanse of the building walls facing the east and west neighboring properties need to be "broken up" with additional detailing similar to that exhibited at the corners. Secondary Issues: Once all of the major issues have been addressed, and time permitting, the Committee will discuss the following secondary design issues. 1. Parking - With 186 parking spaces, the plan provides little extra parking accommodations for 224,265 square feet of warehousing space and 11,803 square feet (5 percent) of office space. In "maxing out" the warehousing building area with near minimum parking accommodation, the project will probably be limited, by ISP parking standards, solely to warehouse uses. 2. Roof equipment screens that exhibit strone design consistency with the buildings should be provided and form a part of the design review approval. The design should show the materials and colors, as well as typical line-of-sight analysis. Policy Issues: The following items are a matter of Planning Commission policy and should be incorporated into the project design without discussion. 1. Screen the front parking area from public view with mounding and grade differentials in conjunction with shrub and tree planting 2. Twenty percent (20%) of all trees are to be 24" box size or larger. 3. All ground-mounted and roof-mounted equipment and utilities shall be screened from view. Staff Recommendation: Staff recommends that the Design Review Committee approve Development Review 95-02 subject to conditions noted above. In regards to Major Issue #1, one or more of the alternate solutions should be incorporated into the approval. Design Review Committee Action: Members Present: Heinz Lumpp, Larry McNiel, Nancy Fong Staff Planner: Alan Warren The Committee recommended approval of the application subject the following conditions: 1. The Committee did not believe that the project had sufficient side lot landscaping (on adjoining properties) to justify the zero side lot line configuration. It was recommended that landscape setbacks be provided extending from the fronts of Buildings A and B and from the rear of Buildings C and D. The landscape setback need not extend the full length of the building sides, but sufficient to provide a substantial view of plant material and trees along the side property lines. The applicant is to work with staff on determining and amount of setback for this purpose. DRC COMMENTS DR 95-02 -RALPH KARUBIAN July 18, 1995 Page 3 2. Additional planting area between the building walls and the rear property line needs to be provided to ensure tree plantings opposite the Metrolink station. The Committee suggested the applicant work with staff to determine an appropriate area for tree plantings (Palms-not Washingtonias-are acceptable). 3. The parking area, while meeting minimum standards, appeared too tight for truck maneuvering and the parking accommodation too limited to provide for interior expansion of future tenants. The Committee suggested that the parking area be "loosened up" to provide more parking and more truck maneuvering space. The Committee requested that the applicant provide analysis of why the proposed site plan is the only viable configuration to be considered. 4. A continuous wall/gate structure should be provided across the space between the two rear buildings to screen the loading area from the Metrolink station. The walls should be at least 12 feet high and be constructed as integral part of the building design. The wall/gate materials should be the same as the building and align with features exhibited on the buildings. A gate must be included for emergency access and maintenance purposes. 5. Parapet wall extensions are to have "kick back" return walls to ensure a substantial architectural appearance to these elements. 6. The "tuck under" office windows shall be provided with a greater depth from the front wall line (in excess of 4 feet). 7. The east and west building elevations shall be provided with additional architectural treatment to break up the expansive wall area. 8. A master sign plan, in conformance with the Sign Ordinance provisions, should be submitted indicating where tenant identification (wall and monument) signs are to be located. The Committee did not recommend approval for the project and directed that the revised plan be resubmitted for the Committee's review. DESIGN REVIEW COMMENTS 5:40 p.m Steve Hayes July 18, 1995 ENVIRONMENTAL ASSESSMENT AND CONDITIONAL USE PERMIT 95-15 - HOB IN - The proposed development of a 75,192 square foot public storage facility with caretakers residence on 5.48 acres of land in the General Industrial District (Subarea 8) of the Industrial Area Specific Plan, located on the north side of Arrow Route, east of Rochester Avenue - APN: 229-021-36. Design Parameters: The site is currently vacant and does not have any structures or significant vegetation. To the north is the parking lot expansion for the Quakes baseball stadium, to the south is existing industrial development, and land to the east and west is currently vacant. The site slopes gently from north to south and does not include any public improvements at this time, Staff Comments: The following comments are intended to provide an outline for Committee discussion. - or Issues: The following broad design issues will be the focus of Committee discussion regarding this project. 1. The exterior design of the proposed facility closely matches the exterior treatments used at Quakes Stadium and the Animal Shelter. Given the close proximity of the public storage facility to these buildings, staff feels the material use and design will complement each other. Seconda[y Issues: Once all of the major issues have been addressed, and time permitting, the Committee will discuss the following secondary design issues. 1. . The landscape area on the south side of Building E should be increased in depth to allow for sufficient room for trees to mature. 2. Additional trees should be provided in the bermed portion of the streetscape area to further screen the parking areas from view. 3. Trees should be provided along the entire length of the west property line, including the area slated for a future industrial building. 4. Additional thorny vines should be used on the exposed perimeter walls to discourage graffiti. 5. A cap or fascia element should be provided on the exposed sides of the storage unit buildings. Policy Issues: The following items are a matter of Planning Commission policy and should be incorporated into the project design without discussion. 1. Stucco over wood trim should be provided around all windows exposed to public view on the caretakers residence. Staff Recommendation: Staff recommends that the Design Review Committee recommend approval of Conditional Use Permit _ 95-15 with the recommendations contained therein as conditions of approval. DRC COMMENTS CONDITIONAL USE PERMIT 95-15 - HOBIN July 18, 1995 Page 2 Design Review Committee Action: Members Present: Heinz Lumpp, Larry McNiel, Nancy Fong Staff Planner: Steve Hayes The Design Review Committee recommended approval of the project subject to the following conditions: 1. Shrub hedgerows and additional vining should be added along the base of the exposed perimeter walls to prevent graffiti. 2. The proposed vine arbors should be composed of a 2-inch thick metal perimeter frame with members on the inside being a minimum of 1-inch thick. 3. The north elevation should be upgraded to include additional articulation, to the satisfaction of the Planning Division. 4. All other secondary and policy design issues included in the Design Review Committee Comments should be addressed by the applicant. The Committee recommended that these issues be shown on the revised plans to the satisfaction of the Planning Division. Once addressed, the item can be scheduled for a Planning Commission Public Hearing. DESIGN REVIEW CONMIENTS JULY 18, 1995 PUBLIC COMMENTS There were no public comments at this time.
