RECOMMENDATION
It is recommended that the Community Foundation approve affiliate status for the City's Public
Works Services Department.
BACKGROUND/ANALYSIS i
As the Foundation may be aware, the Engineering & Public Works Services Departments have
been tasked with creating a program for the Pacific Electric Trail that will allow individuals and
groups to make monetary donations toward building enhanced 'rest stops" at different
locations along the trail This request was originated by Council Member Diane Williams, on
behalf of the Friends of the Trail. The Friends of the Trail would like make a contribution
toward this objective, as well as raise additional funds from other sources for the rest stops
Although the Friends of the Trail may be coordinating their own fundraising efforts, the Public
Works Services Department will be administering the program. The program will accept any
donation, as most donors will not be able to fully fund a rest stop (estimated to cost $6,000).
After each rest stop has been built, the Public Works Services Department will install a
brick/plaque naming the donor(s) who made that particular rest stop possible
By consenting to affiliate status for the Public Works Services Department, the Community ISI
Foundation will help to facilitate fundraising efforts and partnerships for those groups'and
private individuals wishing to contribute to the further enhancement of the Pacific Electric Trail.

It is recommended that the Board review and consider support for the 2008 Founders Festival.
BACKGROUND
The Community Services Department is pleased to present an all-new expanded Founders
Festival. This two-weekend event features an impressive line up of activities (see attached).
Weekend 1 - October 31 — November 2 at the Epicenter
Activities include the RC Chamber of Commerce Grape Harvest Festival (carnival, business expo,
Grape Stamp), a City Department Faire, concert and fireworks, and the brand-new Grape Pumpkin
Race.
Weekend 2— November 8 - 9 at the Victoria Gardens
Saturday features our annual community parade at Victoria Gardens, followed by a birthday i
celebration and performance by 80's pop star Tiffany, who is also riding on a float in the parade.
The Etiwanda Historical Society will also host its annual Street Faire on Etiwanda Avenue. We
conclude the festival on Sunday, with the Silver Fox Follies, a local talent showcase.
The Founders Festival brings the City, multiple community organizations (including the Chamber of
Commerce and the Etiwanda Historical Society), and schools together to celebrate the City's
incorporation. The Community Foundation may benefit by joining the list of supporters of the
Festival. On Friday, October 31 from 7 — 9 p m , the Festival features a performance at the
Epicenter of Phat Cat Swinger, a lively swing band with toe tapping music, great for dancing. The
concert will be followed by a fireworks presentation. The Foundation may consider a $2,000 i
sponsorship for the concert and would receive recognition as the presenting sponsor of the Phat
Cat Swinger band.
Other sponsorship opportunities include:
Sponsorship of large"Macy's Parade" style cold-air balloon for parade: $3,000
Sponsorship of the "Tiffany"float in the parade: $3,000
Staff would be happy to discuss any other interests or alternatives for Foundation involvement.

BACKGROUNDIANALYSIS
As the Board is aware, the Community Foundation is hosting a $100,000 Golf Tournament on
Monday, November 17' at Red Hill Country Club. Assisting the Foundation with the tournament is
Stephen Wagner, a consultant retained by the Board. The tournament has been designed to be a
high end event with an opportunity for the Foundation to raise significant funds. Board Member
Chuck Buquet and Mayor Pro Tem Dennis Michael are serving as the Co-Chairs of the event and
Chuck's wife, Suzanne Buquet has volunteered to head-up the Auction Committee. State
Assemblyman Bill Emmerson is serving as Honorary Host Committee Chairman for the event.
Additional Community Foundation Board Members working on the event include: Judy Gibson,
Lupe Jaramillo and Marian Nelson.
Since the Foundation Board's last meeting in June the Golf Committee has developed a save the
date magnet and a sponsorship packet for solicitation of high end supporters. To date, 50 packets
have been mailed out with an additional 60 prospects being researched.
In order for the tournament to be successful Board support and participation is needed. Board
Members are especially needed to get the sponsorship packets into the hands of the appropriate
businesses and corporations who will support the Foundation in this fundraising effort. Board
Members are asked to provide a list of at least 4-6 personal business or corporate contacts who
might be interested in supporting the tournament, possibly including your own. Additional support
by the Board in securing high-end donations for the awards and auction is also needed. Board
Members are requested to forward their list of potential sponsors to staff as soon as possible.

BACKGROUND/ANALYSIS
As the Foundation is aware, the 2009 Gala for the Arts is scheduled for Saturday, May 16, 2009 at
the Victoria Gardens Cultural Center. This year's event will be chaired by Board Member Marian
Nelson with assistance from Board Members Judy Gibson and Lupe Jaramillo and a community
group of volunteers that includes Suzanne Buquel, Tracy Elefante, Dee Matreyek- Kurth, Janice
Mizuhara, and Sharon Neault. A special emphasis will be placed this year on securing
sponsorships for the Gala
An initial meeting with the Chair and staff took place this past week with the goal of brainstorming
ideas and a timeline for the planning of the event. A list of potential entertainers was developed for
further research regarding cost and availability. Securing an entertainment sponsor was also
discussed. It was felt that an entertainment sponsor would provide the opportunity to book a more
recognizable artist, who could potentially draw greater participation in and support of the Gala.
It was decided to keep sponsorship levels and single ticket prices the same as last year(Host
Sponsor- $5,000, Event Sponsor- $3,000, Table Sponsor- $1,000 and $125 for single tickets)
In order not to compete with the Foundation's Golf Tournament, the full Gala Committee will not
start meeting until January In the meantime, staff will work with Marian in the development of a
save-the-date magnet for the Gala that would be sent out at the end of November. In addition, the
next 3-months will be used to secure entertainment for the Gala as well as an MC. A timeline for
other critical components for the planning of the event include: distribution of sponsorship letters out
— February 2009, formal invitation mailed — March 2009 and auction solicitation—January through
April 2009.

This report is provided for informational purposes only, no action needs to be taken.
BACKGROUND
Over the past several months a number of Board prospects have been identified for possible
addition to the Foundation's Board of Directors. Staff has been unsuccessful in scheduling a time
with key members of the Foundation to meet with these individuals. As it has been determined that
it is important not to miss this opportunity to broaden the membership on the Board, staff will be
arranging a date/time to meet with the Board prospects to evaluate their strengths and determine
their ability to fundraise for the projects supported by the Foundation. Once a date for this meeting
has been determined, staff will contact the ChairNice-Chair of the Foundation as well as the Chair
of the Nominating/Membership Committee to see if their schedule would allow them to attend as
well. Regardless, due to the amount of time that has passed since the Board prospects were first
identified, it is important that we move forward with this task, even if we only have staff'involvement.

BACKGROUND
The Community Foundation, as part of its budget process, approved support of several Cultural
Center programs including:
• Presenting Sponsor—Courtyard World Music Series
• Artist in Residency at Elementary Schools
• School Student Field Trip Sponsor
• Presenting Sponsor—January 10, 2009 Headline Performance
• Presenting Sponsor—2008-09 Community Theater Series
Staff would like to update the board on these programs
World Music Series
The World Music Series features performances throughout the year in Imagination Courtyard
representing various cultures. Our first concert was the "Around the World 8 8 08 Festival" with a
featured performance by the African music, drum and dance troupe, Adawee. Over 800 people
attended the festival which also featured multiple performances including flamenco dancers, bag
pipes, and Polynesian music and dance. A banner was created for the series recognizing the
Foundation as the sponsor and will be hung in the courtyard for all concerts Future concerts are
scheduled for March, April and July. Staff will keep the Foundation posted on the exact dates, times
and entertainment for each of the concerts.
Artist In Residence Program
This exciting new program is designed to provide students, teachers, and community members with !
hands-on experiences and personal interactions with a working artist. We are pleased to announce
that our first Artist In Residence will be the renowned Theatre for Young Audiences playwright and
children's author David Wood Mr. Wood is traveling from the U.K. for a series of events, including
participation in our production of his play, James and the Giant Peach. Mr. Wood will be in Rancho
Cucamonga from October 16 — 22. During that time he will participate in an interview for the
National Report Series, provide a reading program in the Library, participate in an audience "talk

back" after selected school and public performances of James, hold a book signing and visit with
community members in the Lobby and Courtyard Primary to the program, Mr. Wood will conduct a
program with teachers and students at Terra Vista Elementary School. Mr. Wood is also helping us
to launch a new partnership with Mrs. Nelson's Toy and Book Shop in La Verne, and will make an
appearance there to promote our production. Because Mr. Wood's book on Theatre for Young
Audiences is used a text book in many college theatre departments, we are hosting a very special
reception and lecture for students and practitioners of theatre on Monday, October 20. An invitation
to this event will be distributed to you at your meeting on the 17'"of September.
Our goal is to make the Artist in Residence program at least an annual event and each time
highlight a different artistic discipline such as music, dance, or theatre.
School Student Field Trip Sponsorships
In our first season, the Playhouse created the Play Partners Program Monies donated from
businesses wishing to support school show tickets for children from Title 1 schools are used for this
program. Schools request the tickets through an application process. The Foundation committed
$1,500 to fund over 200 school show tickets. These tickets have already been reserved for very
grateful schools and students coming from Ontario and Pomona.
Presenting Sponsor—Art Garfunkel
The Foundation is our presenting sponsor for the January 10, 2009, headline performance of Art
Garfunkel. The Community Foundation is listed as the presenting sponsor in the Season Brochure
and on all marketing materials.
Presenting Sponsor—Community Theatre
The Community Theatre program is getting ready to launch its new season on September 26"with
the musical revue, Smokey Joe's Cafe. Future productions include: Noises Off (November) and
Steel Magnolias (May 2009).The Community Foundation is listed as the presenting sponsor in the
Season Brochure and on all marketing materials.
The Community Services Department is very grateful to the Foundation for its fund raising efforts
and on-going support of arts programs at the Victoria Gardens Cultural Center.

On November 17, 2008, the Rancho Cucamonga Community Foundation will be hosting their 7"
annual $100,000 Golf Tournament at Red Hill Country Club. What makes this tournament stand out
from all the other golf tournaments? Well, first of all the Community Foundation's tournament is
different, exciting and unique in that each golfer has the opportunity to win $100,000 in gifts, cash and
prizes. Secondly, the Community Foundation's $100,000 Golf Tournament will support the
Foundation's Programming Fund for the Lewis Family Playhouse at the Victoria Gardens Cultural
Center which is the cultural destination for the Inland Empire!

1. If the Community Foundation continues to successful, how will others describe the
Foundation in 10 years?

with the projects we have been involved in making successful. It will also be an
organization that the community at large brings suggestions and ideas for us to

➢ It is all of the above because they are interrelated and interdependent.
➢ Since a large part of our"purpose" is to raise an endowment, money would
obviously be a major factor. I also believe that quantity and types of projects we
can assist with along with the community response (turnout) to these events.

who are supportive of the arts and related programs. With a result of a four fold
increase in the foundation's mailing list and donor base.

I do not have a vision.

• The foundation should seek input from parts of the community that seek to serve
such as art, music and theatre patrons.

perhaps some Public type of meetings, or an online survey?

➢ I do not see any changes to the relationship. I believe that it is important that
what has worked well up to now continue.

➢ The Community Foundation should grow according to its name by not being
limited to events at the Cultural Center. For example, an Art in the Park display
at Central Park

Identify the current strengths, weaknesses, opportunities and threats of the Community
Foundation.
As identified in the Rancho Cucamonga Community Foundation's By-Laws, the purpose of the
Foundation is "to establish a permanent endowment fund to assist the City In improving the
cultural and recreational services to the citizens of Rancho Cucamonga."
Since April 2003, the Community Foundation together with the Rancho Cucamonga Public i
Library Foundation, have focused their efforts to raise funds in support of the Victoria Gardens
Cultural Center.
Given the current operations of the Community Foundation, Board Members are requested to I
share their opinions of the current Strengths, Weaknesses, Opportunities and Threats of the
Community Foundation, using the table below.
