MILLS ACT APPLICATION DRC2009-00695 - CINDY HAMPTON - A request to
implement the use of the Mills Act to reduce property tax for the George E. Frost House,

BACKGROUND
• A. Historical Significance: The Frost family is considered to be a pioneer family of Etiwanda. In
the early 1880s, George Frost brought his family to the Etiwanda area from Canada to work
for the Chaffey brothers. His son George E. Frost (aka Geo) was just a small child when they
arrived. In 1887, George purchased the land at the southwest corner of Etiwanda and
Victoria Avenue and constructed a small general merchandise store called 'The Frost
Brothers General Store." George Frost was the organizer of three fruit-growers associations
that were formed to protect the interests of fruit-growers in the Etiwanda area.
In 1914, Geo purchased the property located on East Avenue and the Pacific Electric railway
and in 1918 he constructed the craftsman style grove house on the site. A 1948 aerial shows
the dwelling being surrounded by orchards and vineyards. Geo was a citrus farmer/clerk with
the citrus association, the area constable, and was also a member of the Etiwanda Service
Club.
Geo lived in the grove house until his death in 1941: Grove houses were once very common
in the Etiwanda area because of the fruit packing industry but have become increasingly rare
as new development has occurred.
B. Site Characteristics: The house sits on a 19,578 square foot parcel (.45 acre) on the north
side of the Pacific Electric Trail and west of East Avenue. It is currently surrounded by
residential development and the trail to the south. The land use zoning of the site is
designated Low Residential (2-4 dwellings per acre). To the east and south of the property is
designated Low-Medium Residential (4-8 dwellings per acre).

ANALYSIS
A. General: The house was identified in the City of Rancho Cucamonga's "Designated and
Potential Historic Site List" as a "Potential Local Landmark." The house is a 3,250 square
foot, two-story, wood-framed building with a composite shingle roof. Although a major
addition was added on to the south elevation of the home, the home retains its original
construction with a medium level of integrity. It complies with the Secretary of Interior's
Standards for Rehabilitation because the side addition is done in an appropriate manner, set
back from the original building but mimicking the original architecture. While the house has
lost some of its setting as a grove house, as it is currently situated within a modern housing
tract, it still has a strong relationship to the Pacific Electric Trail, which runs immediately south
of the property.
B. Landmark Designation: The subject site qualifies for landmark designation based upon much
of the criteria from the City's Historic Preservation Ordinance, including such significant areas
as historical, cultural, neighborhood, and geographic setting. Details related to these areas of
significance are contained in the Facts for Findings Section. The purpose of the designation
is to preserve, protect, enhance, and perpetuate a significant feature that contributes to the
cultural and aesthetic benefit of Rancho Cucamonga.
C. Mills Act Agreement: In accordance with City policy, the owner has requested a Mills Act •
Agreement. The Agreement Schedule List of Improvements has been drafted and reviewed
and is attached for reference (Exhibit C).
The concept of the Mills Act Program is to provide an incentive for the property owner to
• protect and preserve the property by retaining its characteristics of historical significance.
This intent is encouraged through the reduction of property taxes, thus enabling the property
owner to reinvest the money saved from the reduced property tax on the improvements. The
properties that enter into the agreement are to be inspected by City staff on an annual basis to
determine whether notable progress has been made in rehabilitating the property. Staff
estimates the property tax savings to the owner could be as much as $2,291 per year. The
exact amounts are dependent upon the County Assessor's property valuation, which is based
on income potential and capitalization rate at the time of the assessment.
D. Environmental Assessment: The project is categorically exempt under Section 15331 as a
Class 31 exemption of the guidelines for the California Environmental Quality Act.
FACTS FOR FINDING:
A. Historical and Cultural Significance:
Finding 1: The proposed landmark is particularly representative of a historical period, type,
style, region, or way of life.
Facts: The property is an example of life in early Etiwanda. Most residents here were
associated with growing citrus and/or vineyards and lived nearby their work. This •
is a grove house that was surrounded by orchards and vineyards. The property,

being adjacent to the Pacific Electric Trail, made it convenient for the owners to
live and work in the same area as part of the fruit industry.
Finding 2: The proposed landmark is an example of a type of building which was once
common but now rare.
Facts: Grove houses were once common in Etiwanda but are now rare. This was
predominately a citrus/vineyard area, but new development has encroached
around the grove houses or has been built on what were once citrus groves and
vineyards.
Finding 3: The proposed landmark is of greater age than most of its kind.
Fact/s: The dwelling was built in 1918, which makes it 91 years old.
Finding 4: The proposed landmark was connected with someone renowned or important or
a local personality.
Fact/s: Geo E. Frost was the son of George Frost who was prominent in the Etiwanda
community. Geo was a citrus farmer/clerk with the citrus association, the area
constable, and also was a member of the Etiwanda Service Club.
B. • Neighborhood and Geographic Setting:
• Finding 1: The proposed landmark materially benefits the historic character of the
neighborhood.
Fact/s: The proposed landmark contributes to the character of the historic neighborhood
as a grove house which once was amidst acres of orchards and vineyards. It
represents the history of Etiwanda's agricultural past.
Finding 2: The proposed landmark in its location represents an established and familiar
visual feature of the neighborhood, community, or City.
Fact/s: The proposed landmark was in close proximity to the Pacific Electric railway,
packing houses, and village on Etiwanda Avenue. Based on its location to the
rail-line and street, it has been a familiar visual feature in the Etiwanda
neighborhood since 1918.
CORRESPONDENCE: The Historic Landmark Designation and Mills Act Agreement was
advertised as a public hearing in the Inland Valley Daily Bulletin newspaper, the property was
posted, and notices were mailed to all property owners within 660 feet of the project site.

The property consists of a single-family residence constructed circa 1918 in the Craftsman style.The house has an asymmetrical facade that
faces the east. It has a medium-pitched, front-gabled roof with overhanging eaves and exposed rafters. The roof is composed of
shake/shingle. It is constructed of horizontal boards over wood frame. The house retains its original windows, which are single-hung with
square panes on the top. Two symmetrical paneled doors are on the façade.There are numerous porches in the front, side,and back.
The property has a"medium"level of integrity with major alterations being the side addition, loss of side entrance, alteration of the primary
entrance,and some loss of setting. The side addition is done in an appropriate fashion,set back from the original building and mimicking the
original architecture. While the house has lost some of its setting,as it is currently situated within a modem housing tract, it still has a strong
relationship to the Pacific Electric Trail, which runs immediately south of the property, and sits on the periphery of the area that may to be
designated as the Old Etiwanda Neighborhood Character Area(Conservation District)(Chattel Architecture).

In the Etiwanda City Directory(1914), it lists Geo E. Frost owning property at the west side of East Avenue and south of Victoria Avenue.
According to the San Bernardino County Assessor's Office,Geo E. Frost and J.H. Millick owned the property in 1936.The Frosts continued
to own it until 1947, until it was acquired by George H.and Edith B. Lappard in 1948. It was then acquired by Eugene Craig(date unknown)
until 2004,where the current owners,Scott and Cindy Hampton gained ownership of the property and are currently the property owners.
A structure exists on the NW comer of East Avenue and the Pacific Electric Railway on the: 1929 Cucamonga, CA Topographic map,the
1954 Ontario, CA Topographic map, and the 1966 Cucamonga Peak, CA Topographic map. It is not confirmed if this is the subject
structure.
George Edgar Frost was a citrus farmer/clerk with the citrus association and was also the area constable. He was also a member of the
Etiwanda Service Club. He died at the East Ave home in 1941.The Frost family is considered a pioneer family of Etiwanda,and George E.
arrived here from Canada in 1882 or 1883 as a little boy with his father George and the rest of the family. His father was George Frost,who
came from Canada to work for the Chaffey brothers. He purchased 20 acres of land and planted them with orchards and vineyards. In
• 1887, he purchased land and built a small general store called "The Frost Brothers general store" in 1890, which was a general
merchandise store located on the southwest corner of Etiwanda and Victoria Avenue. The store became a flourishing business and
conducted the only store in the area. He also served as postmaster, having the post office in the store. He was also the organizer of three
fruit-growers associations,to protect interests of fruit-growers in the Etiwanda area. Geo E.Frost was also engaged in the fruit industry.

A RESOLUTION OF THE HISTORIC PRESERVATION COMMISSION OF THE
CITY OF RANCHO CUCAMONGA, CALIFORNIA, RECOMMENDING
APPROVAL OF HISTORIC LANDMARK DESIGNATION DRC2009-00679,
DESIGNATING THE GEORGE E. FROST HOUSE A HISTORIC LANDMARK,
LOCATED AT 7082 EAST AVENUE; AND MAKING FINDINGS IN SUPPORT
THEREOF -APN: 0227-092-03.
A. Recitals.
1. Cindy Hampton filed an application for a Landmark as described in the title of this
Resolution. Hereinafter in this Resolution, the subject Landmark is referred to as"the application."
2. On October 14, 2009, the Historic Preservation Commission of the City of Rancho
Cucamonga conducted a duly noticed public hearing on the application and concluded said hearing
on that date.
3. All legal prerequisites prior to the adoption of this Resolution have occurred.
B. Resolution.
NOW, THEREFORE, it is hereby found,determined, and resolved by the Historic Preservation
Commission of the City of Rancho Cucamonga as follows:
• 1. This Commission hereby specifically finds that all of the facts set forth in the Recitals,
Part "A," of this Resolution are true and correct.
2. The application applies to approximately .45 acre of land, basically a rectangular
configuration, located at 7082 East Avenue.
3. Based upon substantial evidence presented to this Commission during the
above-referenced public hearing on October 14, 2009, including written and oral staff reports,
together with public testimony, and pursuant to Section 2.24.090 of the Rancho Cucamonga
Municipal Code, this Commission hereby makes the following findings and facts:
A. Historical and Cultural Significance:
Finding 1: The proposed landmark is particularly representative of a historical
period, type, style, region, or way of life.
Facts: The property is an example of life in early Etiwanda. Most residents
here were associated with growing citrus and/or vineyards and lived
nearby their work. This is a grove house that was surrounded by
orchards and vineyards. The property, being adjacent to the
Pacific Electric Trail, made it convenient for the owners to live and
work in the same area as part of the fruit industry.
Finding 2: The proposed landmark is an example of a type of building which
• was once common but now rare.

Fact/s: Grove houses were once common in Etiwanda but are now rare.
This was predominately a citrus/vineyard area, but new development
has encroached around the grove houses or has been built on what
were once citrus groves and vineyards.
Finding 3: The proposed landmark is of greater age than most of its kind.
Fact/s: The dwelling was built in 1918, which makes it 91 years old.
Finding 4: The proposed landmark was connected with someone renowned or
important or a local personality.
Fact/s: Geo E. Frost was the son of George Frost who was prominent in the
Etiwanda community. Geo was a citrus farmer/clerk with the citrus
• association, the area constable, and also was a member of the
Etiwanda Service Club.
B. Neighborhood and Geographic Setting:
Finding 1: The proposed landmark materially benefits the historic character of
• the neighborhood.
Fact/s: The proposed landmark contributes to the character of the historic •
neighborhood as a grove house which once was amidst acres of
orchards and vineyards. It represents the history of Etiwanda's
agricultural past.
Finding 2: The proposed landmark in its location represents an established and
familiar visual feature of the neighborhood, community, or City.
Fact/s: The proposed landmark was in close proximity to the Pacific Electric
railway, packing houses, and village on Etiwanda Avenue. Based on
its location to the rail-line and street, it has been a familiar visual
feature in the Etiwanda neighborhood since 1918.
4. This Commission hereby finds that the project has been reviewed and considered in
compliance with the California Environmental Quality Act (CEQA) of 1970, as amended, and the
Guidelines promulgated thereunder. The Council finds that this Landmark Designation is exempt
under CEQA, pursuant to State CEQA Guidelines Section 15331, as a Class 31 exemption
(Historical Resource Restoration/Rehabilitation).
5. Based upon the findings and conclusions set forth in paragraphs 1, 2, 3, and 4 above,
this Commission hereby resolves that, pursuant to Chapter 2.24 of the Rancho Cucamonga
Municipal Code, the Historic Preservation Commission of the City of Rancho Cucamonga hereby
recommends approval of Landmark Designation on the 14th day of October, 2009.
6. The Secretary to this Commission shall certify to the adoption of this Resolution.
