Subject: AN UPDATE REPORT REGARDING THE "LOCAL HISTORY DIGITAL
RESOURCES PROJECT' (LHDRP) GRANT AWARDED TO THE RANCHO
CUCAMONGA LIBRARY
GENERAL: The City of Rancho Cucamonga Library was awarded a grant called the "Local
History Digital Resources Project" (LHDRP). This grant is separate from the $10,000 grant for
the "California of the Past" Digital Storytelling Project but ties into the same historical theme and
educational purpose. Each year the California State Library selects a group of institutions to
scan and catalogue approximately 200 items for inclusion in the Online Archive of California
(OAC), Calisphere, and publication on local websites. These items can include photos, maps,
aerials, wine labels, etc. The Library staff is working together with the Planning staff to identify
itei as that would be the most beneficial for public access.
• The items proposed for digitization include a collection of historical photographs and ephemera that
have been donated to the City of Rancho Cucamonga Archives, as well as a collection of photos
from the Rancho Cucamonga Fire District. Some examples include aerials, photos of buildings
(wineries, homes, infrastructures, commercial buildings on Route 66, etc.), people of local historical
significance, orchards, vineyards, landscapes, postcards, wine labels, and brochures. These are all
items that pertain to the City's early history, mainly as an agricultural community, that is growing
more and more scarce because of the City's rapid suburban residential growth.
Currently, these historical items are used internally by staff members at the City for research
purposes. There is limited space at the Library and City Hall for these items to be displayed, and
the policy restricts the public from "borrowing" items. Interested researchers can make a request to
view the item at City Hall but a service order must be placed and it may take up to two weeks to
obtain the item from the Archive storage. This makes it difficult for our resources to be available to
the public. Approximately twice a month, City Hall receives requests for historical information on a
particular area, building, or person. These requests come from individuals throughout the country,
usually from people who once lived here or have/had family in the area. In addition, the libraries
receive queries for historical information on a regular basis. There are only a handful of books
written about Rancho Cucamonga, but they have been checked out over 2,500 times.
If materials were available in electronic form, it would provide far more efficiency and availability of
these resources to everyone. The City of Rancho Cucamonga is largely a commuter community,
and the use of the library's online resources is continuing to grow. Last year, according to the
Library, we had 6 million website hits and databases with over 1 million searches. Digital books
• including audio and eBook formats have nearly tripled in downloads.. Besides potentially high
usage, time and money would be saved for both public and private entities by using a digital
system. The public would be able to receive the information faster and be able to obtain more

information at one time. Staff research time would be limited by reducing the need to search for
the physical item and retrieving it off-site.
The Library has a successful record of receiving and implementing excellent and innovative
projects with State Library funding, such as the Biane Library at Victoria Gardens and the most
recent "California of the Past" Digital Storytelling Project. The Planning staff is excited for the
opportunity to work in partnership with the Library again. Staff from both the Library and Planning
Departments have begun the process by attending a Webinar kick-off meeting and a Copyright
Workshop.
RECOMMENDATION: Staff recommends that the Historic Preservation Commission receive
and file the report for future reference.
