The meeting was called to order at 7:40 p.m. by Mayor James C. Frost. The pledge of allegiance to the flag was led by Mayor James C. Front. ROLL CALL PRESENT: Ccuneil member! Jun D. Mikela, Michael Polombo, Phillip D. Schlosser, Charles A. West; Mayor James C. Frost. Interim City Manager H. K. Hunter, and Interim City Attorney Samuel Crowe, ABSENT: None. MINUTES Motion: Moved by Hest, seconded by Seh:osror and carried unanimously to apprcve the minutes of the special meeting cf December 21 19771 and of the reguiar meeting of recember 7, 1977. RESOLUT.TON NO. 77 -28 A .1ESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO CUCAMONGA APPOINTING THE DIRECTOR OF BUILDING AND SAFETY OF THE COUNTY OF SAN BER!NARDINO, STATE OF CALI- FORNIA, AS CHIEF BUILDING OFFICIAL OF THE CITY OF RANCHO CUCAMONGA The Resolution was read by title only (complete text in Resolution Book). Moved by Falombo, ceconded by Schloeser and unanimously carried to waive father reading. 0 Motion: Moved by Palombo, seconded by West and una —iii mously carried to adopt Resolution No. 77 -28. Mr. Robert J. Mitten, Director of the Building and Safety Department for the E..vironmental Im- provement Agency of Sun Bernardino County was introduced as the new Chief Building Official of the City. APPROVAL OF A letter frcv the County Surveyor, Eugene P. Ehe, TTRAI-V= dated December 1977, regarding two subdivision TROfff-M. final maps for: Tract No. 9329, Rancho Remona Eetateq and Tract No. 9377, Bub Jansen, Builder, for the Council's consideration that were carried over from the last meeting of the Council on December 7, 1977. The Council was also in receipt of letters, dated December 7, 1977, from Acting City Engineer, John R. Shona, regarding these two tracts to be con- sidered. Motion: Moved by West, seconded by Schlosser that we accept both of these tracts together. Motion carried with Mikels opposed. ACCEPTANCE A request was made to the City Manager, Ken Hunter, Zr_ZURY_ by a letter,datod, December 7, 19771 from Harold �N Zenz, for a zone extension for Western Properties. 30PPINO Ken Topping, San Bernardino County Planning Direc- Z'ENTEii tor, recommended that the Council proceed with the Zone Extension request of sixty (60) days, on a community shopping center of 8.21 acres, located at the Northeast corner of 19th Street and Carnelian Avenue in Alta Loma. Motion: Moved by Weot, seconded by Mikels and card unanimously that we extend it for 60 days as requested. PROPOSED SITE The Planning Department of the City of Rancho 7MV1R _FUT - Cucamonga was in receipt of a letter, datud, 7URTC7i7=A- December 7, 1977, from Jack L. Lundquist, Director RUNUA -1 Fi- of Safety and Construction for Chaffey Union High YCH07— School District, regarding the Location of New -2- High School. Interim City Manager, H. K. Hunter, said this was for the Council's information and required no action. SMOKING Councilman Palombo requested that a place in WR= the room be designated for the smokers and a ISbONATED place for the non - smokers. Mayor Frost desilsmated that the East Section of the Community Room would be set aside for the smokers and the West Section for the non - smokers. RECESS 8 :28 p.m., and The Chair declared a e:: ,at at 8:45 P.m. the meet reconvened with all members of the Counci_ p.asent. PLANITING Mayor Frost stated that the next item on the S1aitRSHGF Agenda was a workshop presented by the Planning Department of the County of San Bernardino. Robert R. Rigney, Agency Administrator for the Environmental Improvement Agency of Son Bernar- dino County, spoke, and then introduced Ken Topping, Planning Director for the County, who was in nharge of the Planning Workshop for the evening. Ken Topping introduced the West Valley Planning Team consisting of Tom Stephens, Senior Planner; Ann Finan, Associate Planner; and Marianne C -dova, Planner I. The Council was told by Ken Topping, that ac- cording to State Law, the Council could either appoint a Planning Commission, or comprise one of their own - -but that there must be a Planner. A lengthy presentation by Ken Topping of back- ground information was presented to the Council in order that they would understand the various procedural steps in the Planning Process governed by law. REPORT Mr. John Beale, Chairman of the Tr1- Community 10M71TMMUNITY Citizens Advisory Council, presented a written 71"j+'ZENT— and an oral report with information about the 7JiVI':ti3iiY General Plan, activites of the Committee, and L�6Q17CLR— also the Council's recommendations. -3- 0 F ' * d MAP A request was made by lira. MucBay, a member 7{pAY� TY of the Citizens Advisory Committee, that t maps for the next Council meeting be made available in advance at the Community Service Building. Ken Topping responded sayir.g that he was not sure the City was ready to maintain a file, as there would be a security problem of how to keep these valuable records. Interim City Manager, H. K. Hunter, concurred with Mr. Toppi ^q saying that the City was not ready to maintain a file of these records at this time. Meeting adjourned at 11:15 p.m. i Betty t[azelton Helper tc Acting City Clerk -4- RESOLUTION N0. 77- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO CUCAmONGA.APPOINTING UE ACTING CITY TREASURER WHEREAS, the City of Rancho Cucamonga was incorporated on November 22, 1977, as a general law city of the State of California; and WHEREAS, it is necesnary that an Acting City Treasurer be appointed imaediately in order that the affairs of the City may be proparly administered; NUN, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO CUCAMONGA DOES RESOLVE, DETERMINE, AND ORDER AS FOLLOWS: Section 1. is hereby appointed Acting City Treasurer of the City of Rancho Cucamonga to servo at the pleasure of the City Council. Section 2. The Acting City Treasurer will furnish a corporate surety bond to be approved by the City Council in such amount as cay be determined by the said City Council, and it shall be conditioned upon the satisfactory performance of the duties imposed upon the City Treasurer as herein prescribed. AN ORDINANCE OF TILE CITY OF RANCHO CUCANONGA ESTABLISHING SALARIES FOR :•tE:HiERS OF THE CITY COUNCIL THE CITY COUNCIL OF THE CITY OF PAACHO CUCA14ONGA DOES ORDAIN AS FOLLOWS: Section 1. This Ordinance io enacted pursuant to she provis ona of Section 36516 of the Government code of the State of California, authorizing the Council to provide by ordinance that each member of the Council sball receive a prescribed salary, the amount of which shall be based upon the population of the City as determined by estimates made by the State Department of Financn. Section 2. As of November 30, 1977 the latest estimate o popu ation of the City made by the State Depart- ment of Finance is ¢40,470. Section 3. Each member of the Council shall raceivu as salary Ure sum of :200.00 per month, as prescribed in Section 36516 of the Government Code of the State For cities in th•. 35,000 to 50,000 population group. Said salary shall be paid at the sale tire and in the same manner as salaries are paid to other officers and employees of the City. Section 4. Following any new and later authorized estimate o7-P-3-Fu t on or census placing the City in a popula- tion group other than that set Porth in Section 2 of this ordinance, the salary payable to each member. of the Cotwcil . shall be increased or decreased accordingly to equal the aim prescribed for that population group in said Section 36516 of the Government Code of the State; provided, however, the salary so increased cr decreased shall become payable only on and after the date upon which one or more members of the Council become eligible therefore by virtue or beginning a new term of office follaaing the next succeeding general municipal election held in the City. We were told that we must be heard by the City Council of Rancho Cucamonga and to contact Mr H. Y,. Hunter, the City Manager, and file for an application for a hearing. The Sub - division Committee related to us, at that time, that they had no ob;ection to the extension, although, they could not act upon the extension request, as Rancho Cucamonga is now an incorporated City. The reason for the extension request, is due to lengthy negotiations with our major market tenant. We have now finalized our lease and are on the way with working drawings on the market and shops and current ly under negottettons with a bank an the immediate corner We do ex- pect some minor changes in the site plan, although, we can conform to all standards contained in the conditions of appproval of the development plan and T- standards, as required and approved by the San Bernardino Planning Commis.ion and the County Board of Supervisors. It is also our intent to continue to work closely with the Citizens Committee and the City Council in developing a shopping center that will be a credit to the City of Rancho Cucamonga and, hopefully will be pointed to as a set of standards for all commercial projects in the futurii for the City. Undoubtedly you must to about swooped with the problems of establishing a now city, including the location of a city hall. The newspapers have covered the issue and the short term solrtion of a meeting hall but have said nothing about planning beyond the irnodiate present. I have a suggestion I hope you will consider: locating the city hall at the old Garrett and Company (Virginia Dare) Winery. Using an abandoned winery as the seat of city government will probably cause some amusor_ent and wisecracking for a while, but there are same yood reac,ans for using this particular site. First, it is centrally located to the three communities and should be the least objectionable from that standpoint. Sectional rivalries that ware apparent during the incorporation should is minimized with the Haver. and Foothill site. Second, the road system as it exists now and as it is planned in the future is ideal. Haven Avenue and Foothill Boulevard are both major arterials: they are both built to their ultimate width with left turn Imes and signalized with the moat modern devices now in use. Foothill is a state highway connecting Rancho Cucamonga to Pontoon and Rialto to the east and Upland and Ontario to the west. Haven in a main access to the existing San Bernardino Freeway and will be in the future to the Foothill Freeway. Third, the area across the street is planned for a regional shopping center, one of a largo magnitude, making it likely that Haven and Foothill will become the center of commerical activity in the future since none, exists now and no other plrns are in the works to my knowledge. The only existing area which my be considered, Foothill and Archibald, has soma objectionable points. The location of the existing school, and the ragionai park are two min points, along with the lack of expansion capabilities as caaparad to Haven and Foothill. (continued) J` zi Jams Frost. Fifth, the building is, or can be, architecturally pleasing. It is also known as the Mission Winery because of its design, which incidentally, was done by the Cam man that designed the Mission Inn in Riverside. Sixth, the building should give Rancho Cucamonga some recognition among Southern Californians because of its appearance in so many movies and telovision shows. Sevanth, the building is a reminder that although Rancho Cucamonga is the newest city in the state, its ties go back into the early history of California. The building was constructed in 1910 and is historic in itself, but it is aloo representative of the wine industry and Cucamonga's role in the development of that industry. There my be many other reasons why the Garrott Winary would make a good city hall, but I believe these to be sufficient to at least investigate in eon detail. The Interim City Manager also recommended that the Council officially recognize the State Harmless Claus* that the Council had received from the County dated December 140 1977. Motion: Moved by Palumbo, seconded by Hikels and carried unanimously to accept Mr. Hunter's recommendation of approval of the 65,000,000 umbrella policy and to recognize the State Harmless Clause from the County.
