Implementaticn of Model Home Directional Signal Program.
It is recommended that the criteria to be established for the
model home directional sign program be referred to the Planning
Commission for review and a recommandation to the City Council.
This unique program was discussed during the hearings on the
Sign Ordinance. It is anticipated that when implemented, the
progran will result in the elimination of illegal signs advertising
the various housing tracts in the City.

Last year, the Foothill Fire District utilized guidelines of
their governing board for control and, fortunately, attained
cooperation of the organizations engaged in the sales. The
proposed ordinance will provide necessary enforcement and
penalty capabilities which were tacking last year.
The City of Rancho Cucamonga is concerned with malntainir,D
construction, zoning, and electrical standards, which have
also been incorporated into the ordinance
RECOMMENDATION: It is the recoamendation of the Building and
Safety Division and the Foothill Fire Protection District
that the proposed fireworks ordinance be approved by the City
Council.

Willie is working an a detailed report concerning redevelopment
alternatives. The report will be presented in June _

Elected officials met on April 26, 1979, and discussed the role
of the West Valley Local Planning Copunittee, and its relationship
•.7itn CETA programs.
During this meeting, it was decided that rather than staff persons
serving as alternates to the committee, elected officials should be
appointed as alternates with staff in attendance.
Another meeting has been scheduled for May 17, 1979 at 3:00 p.m.
in Supervisor McElwain's Ontario office located at 325 East C
Street (Corner of Plum 6 C).
We look forward to seeing you And your staff representative there
to allow for further discussion and input on the formation of the
West Valley Local Planning Committee.

SUBJECI.- Appeal of Director Review No. 79 -12 - Sierra Savings -
Appealing the Planning Commission decision to deny the
use of a monument saga for Sierra Savings and loan
business located within the Vora /Thrifty shopping center
on the northeast cornor of 19th and Carnalian
Sierra Savings and Loan had submitted an application requesting approval of their
sign program. The sign program as submitted by Sierra Savings included one 25
square foot double faced monument sign (including time and temperature), thrda-
wall signs equaling 36 square feet each and several directional signs The
Director, under the authority Lf the Sign Ordinance, approved the sign program
with the exception of the proposed monument sign The use of a monument sign
identifying an individual business within a shopping center is not permitted by
• the Sign Ordinance Therefore, the applicants appealed the Director's decision
to the Planning Commission
The Planning Commission, at its meeting of April 11, 1979, reviewed the appeal
submitted by the applicant The Planning Commission found that there were not
any unique or unusual circumstances attributable to the project site that would
justify the use of a monument sign and that alternative signing is available to
provide adequate identification for the business Attached as Exhibit 'A' is a
copy of the minutes of that meeting Following as Exhibit 'B' is a copy of the
Resolution denying such appeal.
The applicant is new appealing the decision of the Planning Commission to the
City Council for their review and consideration Attached as Exhibit C is a
letter from the applicant outlining their request. Following the letter,
Exhibits b, E and F dloplay the montment sign requested and the other approved
signs for the site.
The Sign Ordinance permits businesses within shopping centers one wall sign for
each street frontage and main parking lot not to exceed three per business in
addition, shopping center complexes are permitted one monument sign per street
frontage to identify the center or two mayor tenants The applicant has received
approval for three wa31 signs and does not qualify as a major tenant of the
center.
The Sierra Savings and Loan building which is under construction, is the closest
building to the intersection of Carnelian and 19th Street and it has the most
® visibility of the business within the cancer. There are no topography problems
that would obstruct the vim of the proposed wall afgne nor is there any land-
scaping problems that would obstruct the view of the proposed wall signs. Neither the
Planning Commission nor the staff could find any unusual circumstances in terms

of visibility or unusual topography that would justify the use of the proposed •
monument sign. The Sign Ordinance would permit the use of a time and temperature
sign at a avu:imum of 12 square feat which could be incorporated into the wall signs
or building design.
RECOMMEENDATION: After review of the appeal by the Planning Commission, the
Commission felt that such a request in not justified under the provision of the
Sign Ordinance. Staff rocotmenda that the City Council uphold the decision of
the Planning Commtssioo and deny the appeal.

feel the way the new ordinance is written that they are entitled to a free standing

body of their sign in only 16 square feet plus the 74 square feet of public
service panels for the time and temperature. In the future, when the trees are
full grown, It will obstruct the view of the sign an the building This is one
of the r,.n1n reasons they are asking for a small monument sign at the corner
They have to have identification where people can see the business They feel
they are being deprived of a privilege that is allowed other persons.
Commissioner Dahl asked if this development being a separate parcel from the _
shopping center has any effect on the signs allowed

standing signs; however, new banks only have structure signs Those with

This is a request to appeal your planning connission
decision of April 11, 1979 on behalf of Sierra Savings.
It is felt that justification was presented in the
written word as wall as in our oral presentation. In addition
to our wcittcn word, we would add the following based upon
your code as wall as exhibits presented
1. The natter concerning this project has been in existance
before your incorporation as a city.
2 A permit for a trailer serving as a temporary office
was obtained March 13, 1978
3. Adequacy of signsge is a necessity.

6 There will be no proliferation of signs, even if a
second free - standing sign is approved.
7. Area wise, Sierra Savings leases a greater portion of
the center (1 2 acres) than any other o= cupany.
8 Just as with the retail outlets, this savings instit-
ution is competitive. Note that each bank or savinggs
and loan in your city now have one or two free- stand-
ing pale signs ( see pictures presented to the Plann-
ing Department)
9. Other centers now have the privilege of not only iden-
tifying the center but a tennant or two
10. Approval of this will allow the general pablic to have
knowledge of oar exact whereabouts This in turn
alleviates any possible traffic hazards because persons
desiring oar services will have greater time to prepare
ingress savely
11 In no gay will approval effect the general public,
health, safety and welfare. It serves a useful purpose
not only for identification but as a pablic service

12. Such monumental type of signs are a permitted use in
residential zones which we feel would be more objection-
able than when it is in a commercial zone such as ours

There can be one monument sign each street frontage con -
taining the theme name of the center and /or aujor tennant
identification
Our sign devoted to the name is only 17 5 square feet,
that devoted to pablic service is 7 5 square feet which
in combined area can be only twenty -four (24) square
feet, or piace public service portion on the building.

�C Last year the City Council of the city of Rancho Cucamonga authorized the con-
; tlnuation of a fixed route bus system, one Dial -A -Ride sedan for the elderly
and handicapped and 1/6 of the cost to operate two lift equipped vans for the
handicapped to the Nest End of San Bernardino County
For fiscal year 1919 -80 staff is recartmending a continuation of the fixed routs
system and the City's 1/6 share of the cost to operate the lift equipped vans
to insure that the City's transportation needs are net. Currently cotes cannot
use transportation funds for streets and read purposes unless public transit needs
are met In addition staff is recommending a continuation of the Dial -A -Ride sedan
for the elderly, but recommending that use of the Dial -A -Rine sedan be expanded to
the general populace so that all citizens would have access to Dial -A -Ride. Service
to all age groups will be a more effective use of this one sedan and will hope-
fully help to ease the burden of continually increasing transportation costs for
the general public. Unfortunately for tits current fiscal year Omnitrans was
unable to implement Dias -A -Ride service for the elderly in Rancho Cucamonga because
of delays in federal grant monies and the lead tine required to purchase the sedans
However, we are impeful that the elderly Dial -A -Ride can be implemented before the
end of this fiscal year. Transportation monies encumbered but not expended for this
purpose last year will be credited to the City's share of capital costs for next
'+ fiscal year

Including the Dial -A -Ride will be approximately $170,329 He anticipate that
actual -fists will be available in June for Council's consideration and approval
However, staff would request that Council approve in concept the continuation
of these transit services and the expansion of the elderly Dial -A -Ride sedan to
insure a more effective use of our transportation dollars
Reconmendation: That Council approve to concept expansion of the approved elderly
Dial -A -Ride sedan for general use in the City of Rancho Cucamonga for fiscal year
1979 -80.

Subject: SAN BERNARDINO COUNTY CONSOLIDATED GENMJ, PLAN
As the Council is aware, the County has been in the process of developing
and reviewing a County -wide Consolidated General Plan. The County Plan-
ning Department has made a presentation of the plan to the Planning Com-
mission for their review and comment
The Planning Commission's concerns were focused on the hillside directly
north of the City because of the environmental sensitivity of the area.
The proposed plan Indicates residential uses at densities of one (1) unit
per ten (10) acres of land. The Planning Commission felt that this is an
appropriate density given the environmental constraints of the area
. The County Planning Commission recently held public hearings to review the
General Plan We loarned that as a result of those meetings the County
Planning Commission has recommended to the Board of Supervisors that the
hillside orva north of our City be changed to permit one (1) d•mlling unit
per five (5) acres; thus doubling the proposed density.
Staff has sent a letter to the County voicing our objections to this potential
increase in density. This letter will be included as part of all of the com-
ments on the FIR. In order to assure that the City's viewpoint is brought to
the forefrmnt of discussion, we prepared a Resolution for the Planning Ccamis-
sion and rte City Council for adoption. The Environmental Impact Report does
not anal,.e the impacts of a higher density The Pla -ning Commission has
adopted th♦ resolution supporting the proposed densities of the General Plan
at one (1) unit per ten (10) acres (see attached).
A like Resolution for consideration by the City Council is attached If r/
adoprnd, the Council resolution will be sent with the Conasiosion resolution y
to the County Buar.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY •
OF RANCHO CUCAMONGA REGARDING ADOPTION OF The
SAN BERNARDINO COUNTY CONSOLIDATED GENERAL PLAN
UIEREAS, the Rancho Cucamonga City Council has reviewed the
proposed Consolidated General Plan for San Bernardino County and agrees
with the general concepts proposed by the plan; and
WHEREAS, the City of Rancho Cucamonga has adopted the City /County
Coordination Policy for Planning Activities and recommends that the San
Bernardino County Planning Commission and Board of Supervisors adopt the
acme; and
WHEREAS, it is in the beat laterests of all jurisdictions involved
to coordinate planning efforts for spheres of influence and planning areas;
and
WHEREAS, the proposed land use designation for Rancho LS:eamonga
planning area, located north rr, the City, is designated as one dwelling unit
per 10 acres and the draft EIR for the Consolidated General Plan discusses
the sensitivity of this area regarding development, and this recommendation
is supported by the San Bernardino County Planning Staff; and
WHEREAS, the adopted Interim land Use, Circulation and Public S
Facilities Element of the Rancho Cucamonga General Plan discusses the
areas sensitive nature, its excessive elopes, geology, seismicity and
the like; and
WHEREAS, selected areas within the study area may support addi-
tional densities but such can be based only upon future studies that would
analyza higher densities relative to the environmental and public service
constraints.
NOW, THEREFORE, BE IT RESOLVED that the Rancho Cucamonga City
Council does hereby recommand that the County of San Bernardino:
1) Leave the designation of 1 dwelling unit per 10 acres for
the area north of the corporate boundaries of Rancho Cucr-
conga; and
2) Adopt the Consolidated General Plan as revised for Rancho
Cucamonga

uphold the decision of the Planning Di.islon based upon findings listed in
Resolution No. 79 -36.
Nr Eugene Orlosemaister, representing Sierra Savings, stated this project has
been Coins on since 1977 This Is a separate nap -al of record and contains
1 2 acres It is integrated within the canea. Ibu Asi& separate parcel. They
feel the way the new ordinance is written -that they are.entltled to a free standing
monument type sign The ordinance allows up to a 24 squart, foot sign, the main
body of their sign is only 16 square feet plus the 74 square feet of public
service panels for time time and temperature In the future, when the trees are
full grown, it will obstruct the view of the aign on the building This is one
of the main reasons they are asking for a small monument sign at the corner
They have to have identification where ,eople can ace the business They feel
they are being deprived of a privilege that is allowed other persons
Conelssioner Dahl asked it this development being a separate parcel from the
shopping center tins nny effect on the signs allowed -
Hr Lam stated the statement that all banks In the City have monument signs is
not an accurate statement There are several older banks which hav+ free
standing signs; however, net, banks only have structure signs. Those with
individual signs are those parcels along Foothill Boulevard He indicated the
ordinance allows a monument sign for major tenants of shopping centers
`Ir Hopson stated in order for the Comsaisslon to allow the sign It needs to
determine that because of rpecial circumstanceo such as size, shape, topography,
location or surroundings, the strict application of the zoning ordinance would
result in a hardship. That is a necessary condition for the Commission to approve
a monument sign which varies from the sign ordinance

purposes of settling a family estate Hr. Sanchez further maintains tna'
flood hazards on Turner restrict the construction of these improvements
Under Section 2 12 (f) of the City Subdivision Ordinance Ilo 28. the Council
has found that all off -site improvements be constructed within a period of
nine (9) months following the recordation of a parcel map for each lot upon
which there exists a building or other usable structure at the time of re-
cordation. Under these provisions, the staff and Pld-rning Commission have
no authority to waive the conditions of improvement.

SUBJECTS DEER CREEK BRIDGE DESIGN STANDARDS
At the April 18, 1979 meeting of the City Council, the Engineering Division
presented proposed oridge design standards for betterments to bridges over
Deer Creek At that time, the Council requested that this matter be referred
to the Advisory Committees for review and recommendation As a result of this
review, the Advisory Committees endorsed the staff recommendation A further
review by the Planning Commission was conducted at their April 25, 1979 meet-
ing. At this meeting, the Commission expressed concern that full five foot
sidewalks be provided on the bridges in "North Town' The Commission thereby -
requested that further data be developed on traffic and pedestrian volumes
for this area After review of this information and future land use potential
for the area, the Commission voted to accept staff recommendation with pro-
vision of full sidewalk imprevements at 24th, 25th and 26th Streets This
would result in 5 foot siJxvalks on each side of the bridge The estimated
cost of these improvements would increase tot31 costs by approximately $30,000

Me Lam stated the ordinance uhich was recently adopted restricts the
parking of RV's on streets This is going to have an effect on where
petple park There are a large number of areas that do not have an area
to park their vehicles. if the feeling is that there is need for recrea-
tional vehicle storage that should be located in areas other than commercial
and industrial, than same provision be written into the ordinance so this
may be provided The Citizens Advisory Camalttcc was involved with the
ordinance for recreational vehicles and it might be advisable to consult
with them in regard to this matter They should be consulted on whether
they concur with n need for recreational storage within the residential _
areas and if so what kind of standards should be developed In the mean-
time, Mrs Donna's present use could remain

tion of Phase VII of the Cucamonga Creek Project The attached letter from
the Flood Control District indicates that khese bridges are scheduled for con-
struction in larch of 1980. The estimated 5210,000 coup be required by that
date to be taken from next fiscal years budget Includeu in the program for
this year will also be projects included in Phave VI of the project including. _

We are preparing prellminarybridge plans for the roads crossing the Deer
Creek Channel to be constructed as a part of Phase VII of the Cucamonga
Creek Corps of Engineers Improvement Project Under Section 12747 of the
State Water Code, the Department of Water Resources can reimburse this
District for the design and construction of equivalent crossing structures
for this Corps of Engineers' project These structures will be arranged •
for by the District and returned to the owner road agency for operation
and maintenance upon rompletion of construction
The Department of Water Resources has provided this office with equivalent
replacement bridge widths along Beer Creek Channel Attached herewith 1s
a list of the Department of Water Resources recommended curb -to -curb bridge
widths with 2 75 -foot safety curbs and railing bases on each side Any cost
in excess of this determination will be cc,sid +red a "betterment" and will
be the responsibility of the City
Accordingly, we would appreciate having the follm ln9 additional information

A RESOLUTION OF THE CITY COUNCIL THE CITY OF CUCAMONGA,CALLIFORNIA, AUTHORIZINGFCONSTRUCTION RANCHO
CARNELIAN AVENUE FROM AVALON AVENUE TO ORANGE AVENUE
Whereas, the project for road improvement on Carnelian Avenue
between Avalon Avenue and Orange Avenue was included in the San
Bernardino County Road Budget at the time of in_orporation of the City
of Rancho Cucamonga; and
WHEREAS, the City and County have agreed that the project
should be completed by the County in the same manner as originally
planned; and
WHEREAS, State Law provides for the acceptance of City streets
into the County Road System for purposes of construction (to comply
with requirements that County Road funds be spent solely on the County
Road System); and
WHEREAS, upon completion of the construction it will be
appropriate for the City to assume all maintenance responsibility
NOW, THEREFORE, BE IT RESOLVED that the C ity Council of the
City of Rancho Cucamonga requests the County to arrange for ai.d

BE IT FURTHER RESOLVED that the City Council consents to

Attached for Council execution is an agreement with C G Engineering to prepare
right of way maps, appraisals and acquire the right of way for the widening and
realignment of Vineyard Avenue between Eighth and Ninth Street. This is the
first item of work to be accomplished for the approved Federal Aid Urban re-
gional project The estimated cost for the proposed work is $4,330 and the
actual cost of right of way will be born by the City and should be appropriated
from Gas Tax revenues. Construction of this project will be financed 85% by
the Federal Government and 15% by the City _

This agreement entered into this day of llay, 1979, by and between
the CITY OF RANCHO CUCAMONGA (hereinafter called the "City ") and C G ENGINEERING
(hereinafter called the "Engineer")
RECITALS:
This agreement is made with reference to the following:
a) The City has determined it necessary to engage professional
services for obtaining right of way for roadway purposes
along Vineyard Avenue:. _
b) The City has received a letter proposal from the Engineer to
provide the professional services and to be compensated
based upon the enclosed hourly rate schedule; S
C) The City desires to accept said proposal from the Engineer to
perform the services required:
NOW, THEREFORE, the parties hereto do mutually agree as follows
1 WORK TO BE PERFORMED:
Item a Prepare right of way maps for east side of Vineyard
Avenue between A.T d S. F. Railway South of 8th
Street, southerly to 9th Street.
Item b. Perform appraisals and prepare appraisal documents.

• 2. TIME OF PERFORMANCE:
The services of the Engineer are co commence upon execution
of this agreement. Items a and b of Mork to be Performed shall
be completed within 35 days and Item c will be diligently
pursued to completion at the earliest possible time thereafter.

3. COMPENSATION AND METHOD OF PAYMENT:
The City shall pay the Engineer on the basis of time and
materials to cam,iete the work in accordance with the attached
prevailing hourly rate schedule.

lots, submitted by G. Miller Development, Inc , Subdivider, located on
the east side of Tourquolse west of Sapphire and north of Banyan has
been submitted to the City of Rancho Cucamonga by said Subdivider and
approved by said City as provided in the Subdivision Map Act of the
State of California, and in compliance with the requirements of Ordinance
No. 28 of said City; and
WHEREAS, to meet the requirements established as prerequisite

the Improvement Agreement submitted herewith for approval and execution -

Dear Sir:
We are seeking a rehearing on behalf of our client,
Alta Loma Properties, with respect to the application for a
change in zone from R1 to R3 Which wag denied by the Rancho _
Cucamonga City council on May 2, 1979.
The transcript of the hearing will reflect the fact
that a motion was made to continue the public hearing on the
zone change, that several members of the public and the proponents
commented upon the motion to continue, and that the motion was
withdrawn and a different motion was then summarily pa3sed denying
the requested zone change. There never was a public hearing on
the zone change itself, and Alta Loma Properties never had an
opportunity to address the request for a zone change on its merits.
We believe that we have a good project, and that if
given an opportunity to present it properly to the City Council
after complying with all the requirements of the Planning
Commission, the City Council would be inclined to grant the
zone change.
Accordingly, a rehearing is :eapoctfully requested in
order to enable us to have an opportunity to accomplish the
foregoing.

service. Staff was recommending council approve in concept the expansion of the
elderly dial -a -ride sedan for general use in the city for the remainder of this

consolidated general plan. Staff report by Jakc Lam. Mr Lam stated that
the County planning cormission recently held public hearings to review the
general plan and had recommended to the Board of Supervisors that the hillside
area /density be changed to permit greater density. Rancho Cucamonga planning
conmdssion proposed to keep the hillside area at a higher density

model hone directional sign program be referred to the Planning
Commission for review and a recommendation to the City Council
This unique program was discussed during the hearings on the
Sign Ordinance. It is anticipated that when implemented, the
program will result in the elimination of illegal signs advertising
the various housing tracts in the City.

Last year, the Foothill Fire District utilized guidelines of
their governing board for control and, fortunately, attained
cooperation of the organizations engaged to the sales. The
proposed ordinance will provide necessary enforcement and
penalty capabilities which were lacking last year.
The City of Rancho Cucamonga is concerned with maintaining
construction, zoning, and electrical standards, which have
also been incorporated into the ordinance.
RECOMMENDATION: It is the recommendation of the Building and
Safety Division and the Foothill Fire Prot clon District
that the proposed fireworks ordinance t- approved by the City
Council
